CLOSED SESSION
MAY 7,1996
The Closed Session was called to order at 9:25 p.m., in the conference room of the Senior
Citizens' Center, 50 South Emerson Street, for the purpose of discussing Personnel.
Present at the Closed Session were: Mayor Gerald L. Farley; Trustees George Clowes,
Timothy Corcoran, Richard Hendricks, Paul Hoefert, Michaele Skowron and Irvana Wilks.
Also present was Village Manager Michael Janonis.
Personnel
Mayor Fartey indicated that the purpose of the Closed Session was to continue the Village
Manager's annual performance review. He indicated that he had received responses from
all Trustees, except Trustee Hendricks, with regard to the performance evaluation
instrument and would share results with them.
At approximately 9:40 p.m., Village Manager Michael Janonis was excused from the
Closed Session. The Mayor and Board of Trustees continued discussion regarding the
Village Manager's performance. At approximately 10:25 p.m., Mr. Janonis re-entered the
Closed Session.
The Mayor and Board reviewed the results of the performance evaluation with the Village
Manager. Individually and collectively, the Board was satisfied with the Village Manager's
overall performance. Trustee Hendricks did not participate in the discussion because he
had not submitted responses to the performance evaluation instrument.
There was further discussion regarding the need for the Board and senior staff to engage
in some future strategic planning. There was also a general consensus that the Village
Manager needed to make every effort to manage the timing of critical discussion items so
as to provide the Village Board with adequate time for deliberation.
It was the consensus of the Village Board to award the Manager a 6% increase which
the Manager could allocate between salary and/or deferred compensation as he
chose. The Mayor indicated that the Board would act upon this action officially at
the May 21 Board meeting. No change in salary was to take place prior to that
official action.
There was no other business discussed in Closed Session and on a Motion by Trustee
Wilks and Seconded by Trustee Corcoran with a unanimous roll call vote, the Closed
Session was adjourned at 11 :51 p.m.; thereupon the Village Board immediately
reconvened the Village Board meeting.
In open session, Trustee Hendricks inquired of the Village Manager as to when he became
aware that Trustee Hendricks was the subject of an inquiry regarding alleged
impersonation of a Police Officer while in Glenview on personal matters. Mr. Janonis
indicated that he could not recall the date on which he became aware of the matter.
No other discussion or official action was taken place in open session. The regular Board
meeting was adjourned at 12:02 a.m.
