CLOSED SESSION
JULY 18, 1995
The Closed Session was called to order at 9:37 p.m., in the conference room of the
Senior Citizens' Center, 50 South Emerson Street, for the purpose of discussing
Property Acquisition and Personnel. Present at the Closed Session were: Mayor Gerald
Farley; Trustees George Clowes, Richard Hendricks, Michaele Skowron and Irvana Wilks.
Absent from the Closed Session were Trustees Timothy Corcoran and Paul Hoefert. Also
present were: Village Manager Michael Janonis, Assistant Village Manager David Strahl
and Community Development Director William Cooney.
Property Acquisition
Community Development Director Bill Cooney reviewed with Board members his recent
discussions with Tod Curtis the owner of Ye Olde Town Inn. Mr. Curtis indicated that he
was not interested in selling only a portion of his building, but was willing to sell his entire
building. Mr. Curtis indicated if the Board expressed interest, he would commission his
own appraisal of the building.
Mr. Cooney also indicated that there had not been much progress with regard to
negotiating a Developer Agreement with Northwest Electric. It was noted that Northwest's
plans could impact on the need to acquire at least a back portion of Mr. Curtis' property.
Mr. Cooney indicated that he has received contacts from area developers regarding an
interest in'developing retail in downtown Mount Prospect. The southeast portion of the
triangle would be a good spot for retail. This included the properties along Busse Avenue
and the point of the triangle.
After some discussion, Village Board members directed staff to express a willingness on
the part of the Village to purchase Mr. Curtis' entire property. Staff was also directed to
strategize on what redevelopment opportunities existed in the areas adjacent to Northwest
Electric.

Personnel
Mayor Farley indicated that since the full Board was not present, continued review of the
Village Manager's performance would be deferred until the August 1 Board meeting.
Village Manager Michael Janonis apprised the Board that a pre-trial Arbitration Hearing
was scheduled for July 27 to begin the arbitration process between the Village and the
Police Union. Mr. Janonis felt that the two sides were close to an agreement and was
hopeful that a negotiated settlement could be reached prior to the commencement of
arbitration. Mr. Janonis indicated that wages, changes to the prescription card, the
addition of another wage step were the final sticking points. Mr. Janonis indicated that
he thought a settlement in the area of 3-1/4% was possible. He also would look for some
movement on the drug card and would insist upon modification to the step schedule in
order to even out the impact of salaries on future budgets.
Village Board discussed the proposed strategy and indicated that modification to the step
plan was apriority. Staff was directed to proceed with negotiations.
There was no further discussion and the Closed Session adjourned at 10:33 p.m.
