Present at the Closed Session were: Mayor Gerald Farley; Trustees George Clowes, Timothy Corcoran, Richard Hendricks, Paul Hoefert, Michaele Skowron and Irvana Wilks. Also present were: Village Manager Michael Janonis, Assistant Village Manager David Strahl and Village Attorney Everette Hill. Litigation Village Manager Michael Janonis reported that the Village currently had the owner of three buildings within the Oak Terrace Apartment Complex in Court for a number of Property Maintenance violations. Due to the financial insolvency of the owner, it appeared that it was unlikely the violations would be corrected any time soon. In the meantime, the condition of the buildings continue to deteriorate. Mr. Janonis along with Mr. Hill indicated that one of the options was to seek a Demolition Order for the property as a means to force the owner to take some action whether it be sell the property or undertake the repairs. It was also felt that by moving for demolition the financial institution holding the loan on the buildings would also get involved. Assistant Village Manager Dave Strahl gave Board members an overview of the efforts that staff has undertaken to work with the owner including bringing in the Community Investment Corporation which has as its mission lending funds to rehabilitate high risk real estate. Even the CIC would not extend credit to this owner. The Village Manager also indicated that at a meeting with the Concerned Owners Association, the owners were very concerned that these buildings were generating a negative impact on the efforts of the group and within the geographic area. After brief discussion, Village Board members directed staff to take whatever steps were reasonable in pursing the ongoing litigation including a Demolition Order.
