MINUTES
EXECUTIVE SESSION
SEPTEMBER 6, 1994
The Executive Session was called to order at 12:20 a.m.(September 7), in the conference
room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of
discussing Property Acquisition and Personnel. Present at the Executive Session were:
Mayor Gerald Farley; Trustees George Clowes, Timothy Corcoran, Richard Hendricks,
Paul Hoefert, Michaele Skowron and Irvana Wilks. Also present were: Village Manager
Michael Janonis and Assistant to the Village Manager David Strahl.
Property Acquisition
Village Manager Michael Janonis provided an update on negotiations to secure necessary
right-of-way dedications for the Linneman Road construction project. Mr. Janonis
indicated that staff and the Village's appraiser had met with the homeowners in an effort
to answer any of their questions regarding the methodology used to arrive at fair market
value. Mr. Janonis indicated that the homeowners raised a number of legitimate
questions which needed to be researched and responded to. These questions included
the accuracy of the paved area subject to the taking. This is critical because the Village
is not compensating the homeowners for the paved portion of the property. The
homeowners also raised an issue about whether another comparable sale along
Linneman Road should have been included in the appraiser's review. Mr. Janonis
indicated that staff was working with the appraiser to answer these questions and hoped
to continue negotiations as soon as possible.
Personnel
Village Manager reported that he had implemented a organizational change whereby the
Engineering Division was being moved under the jurisdiction of the Public Works
Department. The jurisdictional transfer took place on Friday, September 2 and that the
Division would be physically moving to the Public Works' site on or about September 19.
Mr. Janonis reported that the transfer would cost em estimated $40,000 in necessary
building remodeling at the Public Works' facility. Funds were available in the budget for
this work. If bids were necessary to accomplish the work, they would be brought forward
to the Village Board for approval. Mr. Janonis indicated that he felt this change would
improve the overall efficiency of Village operations and allow the Inspection Services
Department to focus on their core functions of Building Code enforcement and Property
Maintenance Code enforcement.
Mr. Janonis indicated that he was currently engaged in discussions with the Fire Chief
for an appropriate replacement to Deputy Chief Lonnie Jackson who is leaving the Village
on September 8. Mr. Janonis also reported that Dan Jakes, Building Coordinator in the
Inspection Services Department is leaving to take a position with the Village of Round
Lake Beach. Mr. Janonis indicated this would be a significant loss to the Village.
Board members briefly discussed the desirability of competitive recruitment for top-level
managers.
There being no other business discussed, on a Motion by Trustee Hoefert and Seconded
by Trustee Wilks, the Executive Session was adjourned at 12:32 a.m.
