MINUTES
EXECUTIVE SESSION
JUNE 21,1994
The Executive Session was called to order at 9:24 p.m., in the conference room of the
Senior Citizens Center, 50 South Emerson Street, for the purpose of discussing
Personnel. Present at the Executive Session were: Trustees George Clowes, Timothy
Corcoran, Richard Hendricks, Michaele Skowron and Irvana Wilks. Absent from the
Executive Session were: Mayor Gerald Farley and Trustee Timothy Paul Hoefert. Also
present were: Village Manager Michael Janonis, Assistant to the Village Manager David
Strahl and Finance Director David Jepson.
Personnel
Village Manager Michael Janonis presented a tentative agreement reached with the
Firefighters Association for a three-year wage and benefit agreement. Mr. Janonis
reviewed various aspects of the agreement including a wage settlement which averaged
2.9% per year for three years. The agreement included implementation of the Village's
current medical insurance plan for Firefighters which according to last year's usage trends
will save the Village approximately $550 per Firefighter.
Other components of the agreement included expanded steps and a 1.5% increase in
step salaries for the first year. These two items would hold overall wages down in
coming years.
The agreement also provided for additional life insurance coverage, a slight increase in
pay for the existing 7 Holidays recognized under previous agreements and a program by
which Firefighters can utilize a portion of their sick time as personal time. This latter item
is controlled by a detailed General Order and has no economic impact on the Village.
The agreement also contains a retiree health insurance incentive program by which
Firefighters can fund retiree medical insurance payments with the proceeds from the sick
leave incentive program. The additional costs involved in providing the incentive
(approximately $7,000) are offset by the savings realized by the Village for new hires
(approximately $46,000 - first three years).
Board members discussed the proposed settlement and reached consensus that it was
a fair and reasonable settlement and in the best interest of the Village. Staff was directed
to bring the agreement back for official approval at the July 5 Village Board meeting.
There was no other business discussed.
The Executive Session was adjourned at 10:28 p.m.
