Emerson Mount Prospect, Illinois 60056 Phone: 708 / 392-6000 Fax: 708 / 382-6022 MINUTES EXECUTIVE SESSION FEBRUARY 18, 1992 The Executive Session was called to order at 11:07 p.m., in the second floor Conference Room of the Senior Citizens Center, 50 South Emerson Street, for the purpose of discussing litigation and personnel. Present at the Executive Session were: Mayor Gerald Farley; Trustees Mark Busse, George Clowes, Timothy Corcoran, Leo Floros, Paul Hoefert and Irvana Wilks. Also present was Village Manager John Dixon. The first area of discussion was Litigation. The first matter under Litigation was the discussion of settlement offer to Home by Hemphill for a matter which has been pending with the Village concerning removal of unsuitable soils. The Village Board authorized a settlement offer to be made to Home by Hemphill. The second item under Litigation was the Disconnect Suit on South Busse. The VIllage Manager brought the Board up to date on the discussions with individuals in the Disconnect area. The Board gave direction to the Manager that at the time the Disconnect Suit Appeal is heard that if the Village should lose the Appeal, the Board authorized the Manager to immediately start proceedings to reannex the entire territory. The third item under Litigation is the request of a law firm representing Citizens' Utilities under Freedom of Information, requesting information that had to do with the Greeley and Hansen report. The Village Board indicated that they concurred with the Manager's interpretation that it was information that could be used for private gain and public loss and asked that the Manager proceed in the same manner that he had in the past with not releasing the Greeley and Hansen reports. The second area was Land Acquisition. The Village Manager brought the Board up to date on recent appraisals received from Norm Huecker concerning his second appraisal of his property. The Manager recommended that Broadacre be made aware of the information and we should encourage Broadacre to become development partners and take responsibility for the purchase of this site. The Board concurred. The next area of Executive Session had to do with Personnel. General discussion was held concerning information that one Trustee had received concerning lack of inspections.
