MINUTES
EXECUTIVE SESSION
SEPTEMBER 29, 1992
The Executive Session was called to order at 6:56 p.m., in the third floor Executive
Board Room of the First Chicago Bank, 111 East Busse Avenue, for the purpose of
discussing Property Acquisition. Present at the Executive Session were: Mayor Gerald
Farley; Trustees Mark Busse, George Clowes, Timothy Corcoran, Leo Floros, Paul
Hoefert and Irvana Wilks. Also present were Village Manager Michael Janorus, Finance
Director Dave Jepson, Planning Director Dave Clements and Economic Development
Director Kenneth Fritz.
Property Acquisition
The Village Manager and staff reviewed with elected officials the status of negotiations
regarding the acquisition of the gasoline station located at One West Central Road. The
Village Manager reported on a counter offer received from the property owner.
Extensive discussion ensued regarding the relative value of the property especially in light
of the fact that it is a long-time site of a gas station with a strong likelihood of
unsuitable sub-surface conditions. The Village Board also discussed its options regarding
property acquisition including the use of eminent domain.
Consensus of the Board was that the use of eminent domain with regard to this property
was not a viable option. Based upon further discussion, the Board determined that it
was no longer in the best interest of the Village to pursue the acquisition of this
property.
The Village Board also discussed the continued viability of the property commonly known
as the Auto Storage Yard. Mter considerable discussion, it was the Board's direction
to staff to continue negotiations for the purchase of this property.
The Executive Session was adjourned at 8:03 p.m. after a Motion by Trustee Wilks and
Seconded by Trustee Corcoran.
