Lowe Village of Mount Prospect 100 South Emerson Street Mount Prospect, Illinois 60056 MINUTES CLOSED SESSION APRIL 2, 2003 WM[b11 OO[g[1,~@[g lID&iJrn ~~O The Closed Session was called to order at 7:55 p.m. by Mayor Farley, in the Central Community Center Conference Room. The purpose of the Closed Session was to discuss Land Acquisition and Personnel. Present were: Trustees Timothy Corcoran, Paul Hoefert, Michaele Skowron and Irvana Wilks. Absent from the Closed Session were: Trustees Richarq Lohrstorfer and Michael Zade!. Staff present included Village Manager Michael Janonis and Assistant Village Manager David Strahl. Land Acauisition Route 83/Rand Kensinqton There was a general discussion regarding the possible land purchase for a ring-road at Route 83/Rand/Kensington and the need to encourage IDOT to speed up the process so the land does not become redeveloped and eliminates the possibility of the ring-road. Purchase of SW ANCC land for Levee 37 Proiect. Village Manager Janonis provided information regarding a counter offer from SW ANCC and stated it is based on a projected percentage discount rate assuming the percentage of impact on the Village of the overall cost that the Village has covered for SWANCC operations. Personnel Assistant Village Manager Strahl provided information to the Board regarding an upcoming mediation session with the Public Works Union on April 7. Village Manager Janonis inquired of the Board regarding a policy decision related to the rehiring of retirees that are on Police and Fire Pensions from the Village of Mount Prospect. He stated there may be possibilities where these retirees can be hired back in civilian positions and continue their service to the Village. This has not been done in the past. He is inquiring whether the Board is comfortable with continuing the policy or whether they would consider rescinding it. Consensus of the Village Board was to not hire back Village retirees for other positions which may open up.
