MINUTES
CLOSED SESSION
MAY 7,2002
The Closed Session was called to order at 10:40 p.m. by Mayor Farley, in the conference room of
Senior Center. The purpose of the Closed Session was to discuss Personnel, Litigation and
Property Acquisition. Present were: Trustees Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer,
Michaele Skowron and Irvana Wilks. Absent from the Closed Session was Trustee Michael Zadel.
Staff present included: Village Manager Michael Janonis, Assistant Village Manager David Strahl,
Village Attorney Everette Hill and Police Chief Richard Eddington.
Approval of Minutes of April 16, 2002. Motion made by Trustee Wilks and Seconded by Trustee
Skowron. Minutes were approved.
Personnel
Police Chief Eddington provided a general overview of the Command structure as it exists in the
~ Police Department and the potential impact that a pending retirement and an absence related to a
, health issue is having on the Police Department. He stated that some scheduling has been revised
~6...... ~ to address the situation, however, there is a limitation to what can be gained by the change.

Village Manager Janonis stated that the Chief has recommended Sergeant Mike Semkiu be
promoted to Commander for Administration and not replace the Sergeant position which would be
left behind by the promotion. This would necessitate an increase in the authorized shift strength for
the number of Commanders as defined by Village Code. He stated that the majority of tasks that
Sergeant Semkiu handles are related to administrative tasks and would be a likely candidate for
Deputy Chief upon Deputy Chief Richardson's retirement. He stated that upon the retirement of the
Deputy Chief, a re-evaluation would take place to determine whether another Commander would be
considered for replacement of Sergeant Semkiu.
This recommendation does not increase the total number of staff in the Police Department.
The consensus of the Village Board was to support the creation of the additional Commander
position.
Police Chief Eddington left the Closed Session at 10:56 p.m.
Litiqation
Village Attorney Hill provided a general overview of the RJN Case with the Village. He stated the
presiding Judge had strongly recommended a settlement of approximately $180,000. He stated that
RJN took the Case to Appeal and even though the Appellate Court found in favor of the Village, they
remanded the Damage verdict back to the original Trial Judge. At this point, the Village is preparing
for trial to argue damages. He anticipates that if the Village were successful again in getting a
Damage Award, RJN would once again appeal. Based on the amount of legal fees that have been
expended and the potential for additional legal fees, the $180,000 is a reasonable conclusion.

Consensus of the Village Board was to accept the $180,000 offer to settle the RJN Case.
Property Acauisition
The Village Manager provided a general update regarding the discussions and negotiations
regarding the Land Use Agreement with the Mount Prospect Public Library. He stated there are
several issues that are significant that need to be addressed and hopefully those items will be
completed in the near future.
The Closed Session was adjourned at 11 :28 p.m.
The Village Board returned to open session at 11 :29 p.m.
