CLOSED SESSION

Mayor Farley called the Closed Session to order at 9:05 p.m., in the conference room of the Senior Center. A
roll call was taken. Present were: Trustees Timothy Corcoran, Paul Hoefert, Dennis Prikkel, Michaele
Skowron and Irvana Wilks. Absent from the Closed Session was Trustee Richard Lohrstorfer. Staff present
included: Village Manager Michael Janonis. The purpose of the Closed Session was to discuss Personnel and
Litigation.
Personnel
Village Manager Michael Janonis reviewed with those Board members present a number of Personnel topics
including the status of collective bargaining negotiations with both the Police and Fire bargaining groups. The
Manager indicated that he felt a tentative agreement with the Police Union was close at hand. He was not so
optimistic with the Firefighters Association due to the fact that they were seeking a substantial expansion of the
existing contract. The Village Board asked to be kept informed regarding additional developments in
negotiations.
The Village Manager informed Board members that a request to organize Village Inspectors into a bargaining
unit had been received in the last couple of days. Assistant Village Manager David Strahl was following up on
the procedural issues required from the Village to process the application. Mr. Janonis indicated that we would
take all legal steps allowed to oppose the organizing effort. Board members asked to be kept informed on
developments with regard to this matter.
Mr. Janonis reviewed with Board members the need to make some mid-year salary adjustments for certain
professional technical staff who were being recruited by other municipalities or the private sector. Mr. Janonis
explained with the tight labor market, the Village's current salary structure for certain positions was not
competitive enough to keep and attract qualified candidates. Board members discussed the difficulties
presented by a tight labor market and authorized the Village Manager to make those salary adjustments he felt
necessary to retain qualified individuals.
Village Manager reviewed with Board members the qualifications of those individuals who had made the final
new hire list for Patrol Officer.
Litigation

Mr. Janonis brought Board members up to date regarding the data gathering efforts of the Police Department in
responding to the request for information issued by the Department of Justice.

Mr. Janonis also updated Board members on the status and legal strategy being employed in the Romero
Class Action Suit. Board members inquired about various aspects of the Case and were satisfied with the
strategy being pursued. The Village Manager was directed to keep Board members informed of any further
developments with regard to the Department of Justice investigation or the Class Action Suit.
There being no further business, the Closed Session adjourned at 9:45 p.m. on a Motion by Trustee Wilks and
Seconded by Trustee Prikkel. See Minutes of June 6 Village Board meeting for non-closed session items
discussed after adjournment of Closed Session.
