MINUTES
CLOSED SESSION
JUNE 22, 1999
The Closed Session was convened in the Conference Room of the Senior Citizens
Center to discuss Land Acquisition and Personnel at 10:47 p.m. Present were: Mayor
Gerald Farley, Trustees Timothy Corcoran, Paul Hoefert, Richard Lohrstorfer, Daniel
Nocchi, Michaele Skowron and Irvana Wilks. Also present were Village Manager
Michael Janonis and Assistant Village Manager David Strahl.
land Acquisition
Village Manager Janonis provided an overview of the schedule for closings with White
Hen and Fannie May. A date has been set for June 25.
He stated the English property which is 117 South Main Street has an offer on the
table of $250,000. No response has been received and Court proceedings are
underway.
The back half of the Tod Curtis property. The Village has filed for condemnation on
this piece.
Tri-State Electronics was suggested as a site for use of a portion of the parking lot for
Village uses. He stated that staff will review a possible lease arrangement with Tri-
State.
Manglardi property near First Mortgage Company. The property for the ring-road is
near this business and staff is reviewing the opportunity to utilize State provided money
for acquisition of the necessary properties for the ring-road bypassing Rand/Kensington
and Route 83.
Village Board members directed staff to research the availability of properties
that the ring roads would be placed on to determine the possible expense to the
Village.
At 10:53 p.m., Assistant Village Manager Dave Strahl left the room.
Mayor Farley indicated that Board members would take up further discussion of the
Village Manager's Performance Review. At that time, the Village Manager was excused
from the room.

Personnel
Village Board members engaged in extensive discussion regarding the Village
Manager's performance over the last twelve months and also discussed changes to his
current compensation package.
The Village Manager was invited to return to the Closed Session at 11 :40 p.m.
Mayor Farley reviewed with the Village Manager the overall assessment of the Village
Board regarding the Manager's performance over the past year. In sum, they were
pleased with the current operations of the Village. It was noted that the Manager should
continue to seek improvement in the Village's Plan Review and Permit process. It was
also a continuing priority of the Village Board that attention be given to moving
downtown redevelopment along.
The Mayor then indicated that the Board would grant a salary increase from the current
$108,000 base salary to $112,000. Additionally, the Village Manager would receive a
$3,000 bonus.
The Village Manager indicated his appreciation for the Board support and
acknowledged the need to continually assess and upgrade the organization as the need
arose.
There was no other discussion in Closed Session and on a Motion by Trustee Wilks and
Seconded by Trustee Skowron, the Closed Session was adjourned at 12:03 a.m., and
moved into Open Session.
