MINUTES
CLOSED SESSION
October 6, 1998
The Closed Session was convened at 10:13 p.m. by Mayor Farley to discuss Property Acquisition
and Personnel. Present were: Trustees George Clowes, Timothy Corcoran, Paul Hoefert, Richard
Lohrstorfer, Daniel Nocchi and Irvana Wilks. Staff present included: Village Manager Michael
Janonis, Assistant Village Manager David Strahl and Community Development Director William
Cooney and interested parties Scott and Janet Seawart.
PROPERTY ACQUISITION
One East Northwest HiQhwav - General Store
There was substantial discussion regarding the possible footprint of the. building if it were relocated .
and the financial feasibility of utilizing the building for a viable purpose in the downtown area. The
Seawarts expressed an interest in obtaining the building and having the opportunity to rehabilitate it,
however, they have limited information regarding the potential cost at this time. They are primarily
interested in moving the property to the parcel near the Meersmans' building and if that property
were utilized, they would be interested in coming to the Village for approximately $50,000 in
assistance.
There was discussion regarding alternative locations at possibly South Pine, however, the Seawarts
felt that for the use they had in mind, that location may not be the best alternative. There was
extensive discussion regarding alternative sites and what would be considered regarding the
demolition or relocation of the building. The Village Board committed to responding to the Seawarts
in the near future. Scott and Janet Seawart left at 10:55 p.m.
Manager Janonis stated that some decision needs to be made regarding the General Store building
so that the necessary property is obtained if it is to be moved. He also stated that if it is to be
demolished, it should be demolished at the same time as other buildings in the immediate area to
reduce costs.
Clocktower
Village Manager Janonis stated that he had received a proposal from Norwood to build the third
building including an estimate of $300,000-$350,000 in cash assistance to alter the building for their
needs. He stated some of the recommendations including bumping out the footprint slightly and to
complete all around improvements including parking. There would be minor exterior changes that
would be proposed to enhance the appearance. He stated at this point, there have been no other
interested parties coming forward to discuss this project.
There was general discussion among the Village Board as to what would be an acceptable level of
assistance to consider and while the Norwood proposal may have merit, additional discussion was
requested to determine exactly what is included with the estimate.
Consensus of the Board was to offer assistance in the $150,000 range with the ability to
negotiate up to $250,000

Manager Janonis stated the owner has agreed to sell at the appraised price of $145,000 in order for
the proper Condemnation language for Tax purposes.
Meersman Property
Manager Janonis stated that the property owners have approached him and stated they are unlikely
to sell their property at the price the Village would be considering.
Submarine Express
Manager Janonis suggested the Village Board obtain its appraisal and share it with the owner for his
consideration. Manager Janonis also expressed some concern that the Village would have
extensive property holdings in the downtown with little activity on those properties unless
commitments were made for development upon obtaining the property.
CarriaQe House Restaurant
Manager Janonis suggested that no further discussion take place with the property owner and
devote energies to other properties.
Dr. McLean/Norb Huecker/Northwest Electric Properties
Manager Janonis stated he had met with Northwest Electric representatives and there still is a
substantial gap in the potential price and the owners' asking price. Manager Janonis stated he has
concerns that paying too much for Northwest Electric and Norb Huecker properties would impact the
overall ability for the TIF to generate the necessary revenue to cover the overall expenses.
There was some discussion regarding consideration of obtaining legislation to extend the TIF to
ensure the TfF generates the necessary revenue to cover the cost of development.
Manager Janonis indicated he would investigate the potential and advise the Board regarding any
possible extension.
RinQ Road Property Acquisition
Manager Janonis stated the Rand Road property appraisals have been submitted to IDOT for their
information and suggested that some options be considered.

~Manager Janonis informed the Board of pending lawsuit of Police Officer Harry Moser whereby he
recently received a right to sue letter from the EEOC.
PERSONNEL

Manager Janonis gave an update regarding a disabled Firefighter Terry Reinlein. He stated that
as part of the settlement for this individual, there is a need to retrain him to make up the difference of
his lost wages for any position he may have including training and the wage he received as a
Firefighter. It is possible to bring this individual back in a civilian position whereby he could work in a
position under strict supervision and reduce the overall cost to the Village for the Workers'
Compensation expense.
Consensus of the Village Board was to offer the position to the disabled Firefighter.
The meeting was recessed at 12:05 a.m.
