Fields 100 South Emerson Street Mount Prospect, Illinois 60056 MINUTES CLOSED SESSION AUGUST 4, 1998 The Closed Session was called to order at 9:48 p.m., in the conference room ofthe Senior Citizens' Center, 50 South Emerson Street, for the purpose of discussing Personnel and Property Acquisition. Present at the Closed Session were: Trustees George Clowes, Paul Hoefert, Richard Lohrstorfer, Daniel Nocchi and Irvana Wilks. Absent from the Closed Session were: Mayor Gerald Farley and Trustee Timothy Corcoran. Also present were Village Manager Michael Janonis and Assistant Village Manager David Strahl. Personnel )".Jr Village Manager Janonis reviewed with Village Board members several pending lawsuits ~ brought by Police Department employees against the Village. These were employment \l related Suits and were in the process of being contested through the Village's legal ~ · .........l:ounsel. The Village Manager was directed to keep Board members informed of the progress of these Suits. Mr. Janonis indicated that he had come to the conclusion that the position of Village Clerk should be filled by Velma Lowe, the current Deputy Village Clerk. Mr. Janonis felt that Ms. Lowe could perform the tasks of the position and they had discussed a variety of improvements that would be implemented under Ms. Lowe's regime. The Deputy Clerk's position would be filled with a Records Clerk. Mr. Janonis informed Board members that he was intending to hire Ms. Donna Johnson as the part-time Public Information Officer. Ms. Johnson expressed serious interest in the position and indicated she would resign from the District 26 School Board so as to avoid any potential conflict. Mr. Janonis indicated he would be looking to bring forward the appointment of Ms. Lowe in September. Also, the hiring of Donna Johnson would take place at approximately the same time. ,~ ['11], ~~ d~ ;~ dl!!!!! d~ 2>~ ~@ Property Acquisition Mr. Janonis reviewed the status of various property negotiations throughout the downtown redevelopment area. Northwest Electric is still promising to deliver their counter proposal by the end of this week. It was anticipated that the proposal will come in around $4 million. Norb Huecker is currently getting an appraisal of his property. During a meeting with Gail Meyers of Carriage House Restaurant. she indicated that Fannie May had contacted the owner of her property. She also informed staff that when she sold her restaurant on Euclid Avenue, she entered into a "no compete" clause with the new owner that included a two- mile radius. This effectively barred the Village from looking for relocation opportunities anywhere north of her present site. Gail expressed interest in the Sunrise Pancake House site but it was within the two-mile limit. Mr. Janonis shared with Board members plans for row homes on the land immediately adjacent to the Mrs. P and Me Restaurant. The Restaurant and a small portion of the surrounding property were being sold to new operators of the restaurant. The balance was contemplated to be redeveloped with row homes. Mr. Janonis, at the direction of Mayor Farley, raised the possibility that the Village might want to acquire this property for purposes of expanded commuter parking. There was brief discussion regarding the chronic lack of commuter parking in the downtown. However, after further contemplation, the Village Board was not inclined to pursue this property for commuter parking. Mr. Janonis reported that the staff had met with the owner of the parcels on the eastern edge of the Wedgewood Terrace Subdivision. These parcels could serve as part of the by-pass roads around the Randhurst Shopping Center intersection. The owner is currently asking about $600,000 for all of the properties. Staff is in the process of securing appraisals and will report back the results when same are received. The Village Board encouraged staff to contact lOOT and solicit their interest in purchasing the property. There was no other business transacted in Closed Session. The Closed Session was adjourned by unanimous vote based on a Motion by Trustee Wilks and Seconded by Trustee Lohrstorfer at 10:33p.m. M EJ/rcc \.
