Chairman Busse called the meeting to order at 6:04 p.m.
Roll Call: George Busse, Chairman
Charles Bennett, Commissioner
Hank Friedrichs III, Commissioner
James Powers, Commissioner
Michaele Skowron, Commissioner
Also Present: Michael Figolah, Fire Chief
John Malcolm, Deputy Fire Chief
Michael Semkiu, Deputy Chief of Police
APPROVAL OF MINUTES
A motion was made by Commissioner Skowron and seconded by Commissioner Powers to accept the
minutes of the October 19, 2009, Open Meeting.
Voice Vote: Ayes: Busse, Powers, Skowron
Nays: None
Abstain: Bennett, Friedrichs Motion Carried
APPROVAL READING LIST FOR LIEUTENANT PROMOTIONAL TESTING
Chief Figolah requested the Board's approval of the Lieutenant Promotional Reading List from Merit
Employment Assessment Services, Inc. (M.E.A.S.). After review and discussion, the Board concurred
with the reading list and the Chairman asked for a motion to approve.
A motion was made by Commissioner Powers and seconded by Commissioner Skowron to approve the
Lieutenant Promotional Reading List.
Voice Vote: Ayes: Bennett, Busse, Friedrichs, Powers, Skowron
Nays: None Motion Carried
FIRE DEPARTMENT UPDATE
Chief Figolah reported 200 applications have been received for the firefighter/paramedic written test
scheduled for December 12th at 9:00 a.m. The test is being held at both Prospect High School and
Malcolm X. Chief Figolah would like to have two commissioners present on that day. Chairman Busse
and Commissioner Bennett volunteered to attend. There was a brief discussion on recruiting qualified
candidates and the Fire Department's six month testing process. Chief Figolah stated he is very pleased
with the results of the six month testing process.
POLICE DEPARTMENT UPDATE
Deputy Chief Semkiu reported candidate #4 on the Police Officer Eligibility List dated April 16, 2009,
notified the department she is no longer interested in a position with the police department.

OTHER BUSINESS
No meeting will be held in December. Deputy Chief Semkiu reminded the Commissioners they were
invited to Officer Roscop's retirement party on November 20th.
CLOSED SESSION
A motion was made by Commissioner Skowron and seconded by Commissioner Bennett to go into
Closed Session under personnel 5 ILCS 120/2 (c)(1) at 6:50 p.m.

Nays: None Motion Carried
The Board reconvened at 6:52 p.m. with everyone present.
Chairman Busse asked the three commissioners attending the IFPCA to bring back any educational
materials discussed at the conference. The Chairman would like to see it as an agenda item for the next
meeting.
With no further business, a motion was made by Commissioner Friedrichs and seconded by
Commissioner Powers to adjourn at 6:57 p.m.
