CITIZENS TO BE HEARD
Mr. C.D. Cairns mequested an oppoz~cunity =o address the Board about the
erection of pa~king sings on Prospect Avenue in the West 300 block causing Parkin~
inconvenience by lack of parking space for the office building a: 325 W. sikhs on
Prospect Avenue. Mr. Ca~mns stated he occupies three offices in the build- prospect
lng, employing 17 people, some of whom wer~ physically handicapped. Pres- West 800
ident Congreve informed Mr. Caimns permit to build was g~anted for that refer~dt~o
Fire and
building with a variation to allow 7 offices, and the owner was in non-
conformance because there wsme 10 offices existing and 1 unfinished. Police
Petition presented by Mr. Cairns~ signed by objectors, refer~ed ~o Fire and
Police Committee meeting to be held Wed. Feb. 16th. It was ~equ~s~ed
notices be mailed to those occupants of buildings on the 300 block of
Prospect Ave. to Central Road, inviting them =o attend this meeting.

AN ORDINANCE GRANTING A SPECIAL USE PERMIT
for two indoor swimming pools at 8012-14-20 Busse Road.

specifying the zoning of streets, alleys, public ways, water ways and
railroad rights of way.

Ord. 1139 Trustee Bergen read for second reading 0m~inance #1139:
~MENDMENT ~ THE MOUNT PROSPECT ZONING ORDINANCE
prohibiting use of R-1 property as an accessway to business or in-
dustrial property.
Trustee Bergen, seconded by Trustee Coifer, moved for passage, approval
and publication of Ordinance #1139.
Trustee Bruhl felt this ordinance was directed at one particular location
on Golf Road and would be a hardship, not in the best interest of the
shopping center. The west side of Main Street,.~north side of 58 would be
direct access, President Congreve compared the situation with that a~
Shoppers World, where residents were violently opposed ~o any accessway
in a residential area. Trustee Teichert did no~ think the ordinance broad e-
nom~h to cover all types of abuses.

Plat approv-Trus~ee Bergen gave r~port on plats of subdivision from the Judiciarsz
al of Colon Committee on Colonial Heights - llth Addition, Sunset Heights West and
ial Hts. ll,Linneman's Addition. Plan Com~nission reviewed these plats and recommended
Sunset Hts, approval. JudiciaryCommittee concurred.

of subdivision of Sunset Heights West, direction the Dlerk to record with
the Recorder of D~eds of Cook County.

of subdivision of Linneman's Addition, direction the Clerk To record with
the Recorder of Deeds of Cook County.

PUBLIC HEALTH AND SAFETY - Trustee Bruhl
Apt. Swim Trustee Bruhl gave r~port of Public Health and Safety Committee meeting Apt. Swi~
Pools January 20, 1966. Consideration was given to safety and health concer~3ing Pools
~ swimming pools at ap~tmmnt and development complexes. Swimming pools
~1.~% accommodating apartment swellings consisting of more than five (5) units
~3 are classified as public pools. It was suggested not only to include this
'~ type of pool, but all categories, when studying the aspects governing health
f~ and safety.
The Conanittee recommended the Board of Health ~eview State of Illinois
sanitation standards and report back to the Village Board after study.
Therefore, Trustee Bruht moved, 'seoonded by Trustee Grittani, that the
Baord of H~alth and Health InspecTor be directed to consider the maTTer
in concurrance with the r~commendation of the Public Health and Safety
Committee. Unanimous.

Westbrook Public Health and Safety Commi%te?~ ~epo~ted on traffic hazard att east Westbrook

2. That a curb and sidewalk be provided on the west side of Waller

snow plowing program au the time street is plowed. Engineer's
estimated cost is approximately $750.
Trustee Bruhl, seconded by Trustee Grittani, moved to concur with the
committee reoommez~fo~.
Mr. A. Damko, 115 S. Waller Lane, appeared before the B~ard with a
petition requesting that Waller Lane remain a Two-way thoroughfare
because it would cause undue inconvenience tothe residents of the
street.
Mrs. George J. Reiter, 207 S. Waller, asked consideration of one-way
traffic only during school hours.
Mrs. ~a~ilyn Sankevitz, 107 $. Waller, also appeared as an objector.
P~J~ic Health and Safety Committee meeting scheduled for Februar~ 2~th.
Acting Village Manager instructed to notify all residents of Waller
Lane and Westbrook PTA of public hearing.

Ord 1141 OTHER BUSINESS
Improve Trus:ee Bergen gave second ueading of Ordinance ~1141 calling for a
Lonnqulst special assessmen~ to improve Lonnquist Boulevard.
Trustee Bergen, seconded by Trustee Teichert, moved-f~r passage, approval
and publication of Ordinance #1141.

Motion carried.
Non-display Trustee Colfer commented on the issuance of traffic tickets for not
of Vehicle di$~laying vehicle stickers. He pointed out certain ambiguities in
Stickers the Municipal Code and in administrative procedures in connection with --
referred To. the vehicle stickers. Afte~ ~$a~§ion, the matter was referred to
Finance Com~Finance Committee for study and recommendation.
Appointment President Congreve recommended the appointment of Walter Lange as
of Deputy Deputy Director of Civil Defense. Trustee Bruhl moved, Trustee
Dir. of Collar seconded, ~o concur ~ith the President's recommendation.

Recommended President Congreve recommended the appointment Of Joh~ C. Mongan ~o
Appointment the position of Village Manager, a= an.annual salary of $12,500.00,
of Village ~o be effective February 21,,1966. .Trustee Bergen, s~conded by Trustee
Mgr. Teichert, moved to concur with the President's recommendation.

Compensation~esident Congreve recommended the amoun= of $1,500.00 be p~esented
to Mr~ to Mr. Hammerer as compensation for many hours of faithful service as
Hemmeter Acting Millage Manager. Trustee Teichert, seconded by Trustee Bergen,
moved =o concur with the President's recommendation.

service as Acting Village Manager for the past six months.
