APPROVAL OF MINUTES OF PREVIOUS MEETING Trustee Colfer, seconded by Trustee Bergen, moved the minutes of the Minutes meeting of Januar~ 1t, 1966 be approved as submitted. Unanimous. PETITIONS AND COMMUNICATIONS The Federal Aviation Agency is conducting a study for a proposed 250 ft. radio tower To be erected in Mount Prospect, The Village is re- ~aria~ion - 250' radio quested To advise the F.A.A. if there are objections based on aeron- autical considerations, prior to January 24, 1966. Maine ~ownship tower FM Inc. has applied for a building variation To construct this tower and will have a hearing beofre the Board of Appeals on January 28, 1966. Trustee Collar, seconded by Tz~ustee Ekren, moved To object. Unanimous. President Congreve stated he would prepare the objection. COMMITTEE CHAIRMEN REPORTS JUDICIARY COMMITTEE Trustee Bergen read for second reading Ordinance #1132: AN ORDINANCE REPEALING ORDINANCE NO. #1121 Ord. #1132 Repeal 1121 re Ordinance No. 1121 approved a resolution of the Board of Libraz~z Dir- Library land actors of the Village of Mount Prospect regarding purchase of real estate. Trustee Bergen, seconded by Trustee Collar, moved for passage and approval of 0rdimance No. 1132. Upon roll call: Ayes: Bergen Bruhl Colfe~ Ekren Grittani Motion carried. January 18, 1966 Judiclar~y Committee ~ecommended unanimously that the Village Board 2 Board meetings be held twice a month, on the first and third Tuesday, and that meetings the Village attorney be directed to prepare the necessary ordinance month to amend Chapter 2, Article I, Section 2.103 of the Mount Prospect Municipal Code to reflect the change. Trustee Bergen, seoonded by Trustee Grittani, moved to concur with theJudlciary Eommittee recommendation. All members voiced approval except Trustee Bruhl, who expressed opposition to any change. Judiciary Committee considered Plan CommiSsion Case 65-33 heard __ December 17, 1965:' Bulko Service Station, 810 Rand Road, Bulko Sra. questing rezoning from R-1 to B-3. The Committee recommended un- 65-33 animously to concur with the Plan Commission and deny B-3 zoning. denied Trustee Bergem, seconded by Trustee Colfer, moved to condur with the plan ~mmission and deny the requested zoning. Unanimous. Case 65-S4 JUdiciary Committee reported on Plan Commission Case 65-34 heard Dec- Wedgewood ember 17, 1965: Village of Mount Prospect to rezone Wedgewood Terrace R-X from R-1 to R-X. Plan Commission recommended approval. Trustee Bergen moved, seocnded by Trustee Colfer, to concur with the Plan Com- mission and grant rezoning of Wedgewood Terrace, and the Village Attorney be instructed to prepare the necessary ordinance. Unanimous. Judiciary ~ommi~tee studied Plan Commission Case 65-35 heard December 65-S5 17, 1965: ~illage of Mount Prospect request to review and recommend r-o-w same amendment to Section 1 of the Zoning Ordinance. Judiciary Committee considered Plan Commission Case 65-36 heard December 65-36 17, 1965: Village of Mount Prospect request to review and recommend Sec. 3 amendment to Section 3 of the Zoning Ordinance. Inasmuch as this matter was not placed on the agenda, Trustee Bergen, seconded by --~ Trustee Colfer, moved for ~oard consideration of this case. Unanimous. : Case 65-38 relative to an amendment ~o an amendment to the zoning Annex R-X ordinance was to consider annexing property under its highest instead of classification as E-X instead of R-1. The Judiciary committee R-I commended ooncurrance with the Plan Commission on adoption of the ordinance. Trustee Bergen, seconded by Trustee Colfer, moved to concu~ with the recommendation and instruct the attorney to prepare the necessary ordinance. Judiciary Committee reported on Plan Commission Case 66-1 heard 66-1 January 7, 1966: Nillage of Mount Prospect requested rezoning of three 3 lots lots from B-3 to R-X facing on Rand Road, approximately 650 ft. B-3 to R-x southeast of Euclid Ave. Plan Commission voted to grant request. Rand Rd. This property was oDi~inally annexed in 1963 and zoned B-3 to allow the Villa Sweden construction of a restaurant to be known as "Villa Sweden". Since annexation of the property, no action had been taken to improve it. In January~ 1966 an application for a building permit was submitted to the Village with plans for a restaurant of chalet s~yle architecture. If the plans for the restaurant are approved by the Building 'Depart- ment the owner will have one year in which to start construction. January 18, 1966 The owners have agreed to pay for the cost of bringing water to the site. These plans a~e to be approved by the Village Engineer. The Villa Sweden purpose for this action is to p=event any other type of structure permi- ssible under the B-3 classification from being erected on this site. PUBLIC WORKS COMMITTEE The propesed MFT P~ogram for 1966 was presented: The~.- expects to receive $175,000 as its share of Motor Fuel Tax Funds~for 1966, This, added to the $100,000 left over from last year MFT 1966 will amount to $275,000. OTHER BUSINESS Re i~nation President Congreve read a letter form James King, z~.sig~ing as Finance j.SK[n Director of the Village, to become effeotive ~amch i968. Mr. King was commended by the President and members of the Board for his efforts throughOu~ the years in upgrading his department, for clearing up old special assessem~ns, and obtaining a bond rating of "A" for the Village. Trustee Grittani, seconded by Trnatee Colfer, moved to accept the signation of James King with regrets. Upon roll call: Ayes: Bergen Colfer Grittan~ congreve Nays: Bruhl Ekren Motion ca~ried. Mr. King requested the Board consider the appointment of Richard Jesse as Finance ~i~ector. Mr. Jesse h~s been working with the ~i~a~oe Director for approximately six and ~e-half years. President ~o~greve recommended the appointment of ~, Jesse as Einance Director, oonm~e~ding March 31, 1966 at a salary of $800.00 a month. Trustee Bergen, seconded by Trustee Bruhl, moved to concur with the President's recommendation. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Motion carried. Mr. King reported the bud~e~ for the nex~ fiscal year would be prepared by March 8th. Trustees were invited to tour various departments on each Saturday for familiarization of operational equipment. Pairitz President Congreve recommended Lt. Lawrence Pairitz of the Fire Depart- CD Dir. merit be appointed as Civil Defense Director. Trustee Bruhl~ seconded by appoint.
