INVOCATION Trustee Ekren gave ~he ingocation, APPROVAL OF MINUTES OF PP~VIOUS MEETING Trustee Colfer, seconded by Trustee Ekren, moved the minutes of the meet- ing of January ~, 1966 be approved as submitted. Unanimous. Minutes Trustee Bergen suggested that in the ~uture, when corrections a.~e made in the minutes, the changes be shown. Approved. Children attending Request walks Euclid School walk along shoulder Of highway. Request is to have walks Kensington Rd. installed on north side of Kensington, east of Wilshire Drive. Matter relegated to Judiciary Committee. COMMITTEE CHAIRMEN REPORTS BUILDING COMMITTEE - Trustee Colfer Trustee Colfer read for second ~eading ORDINANCE NO. 1128: Ord. ~1128 AN ORDINANCE AMENDING THE MOUNT PROSPECT BUILDING CODE Require Insur- SO AS TO REQUIRE INSURANCE CERTIFICATES and Certificat~ These certificates from Chicago Board of Underwriters are required on all proposed buildings ~ structures other than those to be occupied as single and two-family dwellings or aprtments, certifying tha~ insurance rates on existing or future buildings on abutting, adjoining or adjacent property not owned by applicant for permit, will not be increased by reason of the erection of the proposed building or structure. Trustee Colfer ~ead for second ~eading ORDINANCE ~1129: January 11~ 1966 AN ORDINANCE AMENDING THE MOUNT PROSPECT BUILDING CODE BOCA Basic adopting the latest edition of Basic Building Code recommended by the Bldg. Code Building Official Conference of America, with subsequent editions and supplement thereto. JUDICIARY COMMITTEE - Trustee Bergen Colonial Trustee Bergen read Judiciary Committee Report regarding Colonial Heights, Heights Inc. request for annexation dated November 30, 1965, property located at annex southwest sector of Village, approximately 2 1/2 acres lying north of Estates Drive as extended. This is north of R-1 property projecting to the west, Judiciary Committee unanimously recommended that the Village annex, in the R-1 Zoning District, the above desdribed property and the Village A~to~ney be directed to p~paz~ the necessa~ ordinance for the annexation of said property. Trustee Bergen, seconded by Trustee Teichez~, moved :o concur with th~ Judiciary Committee recommendation. Upon ~oll call: Ayes: Bergen Bruhl Collar Ekren Grittani Teichert Motion carried. Repeal of Trustee Bergen read for first reading.an~ordinance repealing Ordinance Ord. 1121 (approving purchase of proper~y by Board of Library Directors). Trustee (Library)Bergen requested this ordinance be placed on the ne~t agenda for second reading. Approved. Trustee Bergen read Resolution 3-B6: A P. ESOLUTION FOR THE PURCHASE OF LAND ADJACENT TO THE MOUNT Res. 3-66 PROSPECT PUBLIC LIBRARY Purchase Land Library January ll, 1966 p~oviding for the purchase by the Village of Mount Prospect for ~esale to the Board of Directors of the Library Board. Library land Trustee Bergen, seconded by Trustee TeicherT, moved for ~ and purchase approval of Resolution 3-66. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion ca~ied. OTHER BUSINESS Traffic signals a= Main and Gregor~ have been completed. Consoer, Town~ send and Assoc. made final inspection and recommend the Pillage -accep~ Traffic signals the signals and pay The contractor the $19,908 due them. Main 6 Gregory Acting Manager Hemmeter explained any change in plans must be approved by the State of Illinois. A change had been made, cutting down the net cos= by Sll.50. Consoer, Townsend recommended that S500.00 of the $19,908. be retained by the Millage pending receipt of state approval of the change, and the balance of $19,~08.00 be paid to the ocntractor at this time. , Trustee Colfer, seconded by Trustee Ekren, moved to concur with the Engineers' recommendation, retaining $§00.00 pending final approval by the S~te of Illinois. Commission cases: 65-33, 65-3~, 65-35, 65-36, 66-1 and 66-2. Cases 65-33,3~ 35-36-66-1,2 Trustee Colfer reported the Fal-Mar Electric had an agreement with DiMucci Build&rs To do the electrical work i~Elk Ridge Villa. They applied for electrical per, its and paid the necessary fees. At a later date DiMucci DiMucci Elk Ri¢ decided =o let Lincoln Electric do the electrical work. Lincoln then took Electric per- out new permits. Fal-Mar Electric now .wants a refund for their per, its. mits The Village has in the past r~funded 80% of the permit fees in cases such as this. Since the refund will be in excess of SSO0 Board approval is requi~ed. Fal-Mar is entitled to a refund of $2993. (80% of S37~1~.. and the Acting Village Manager recommends the payment be made. Trustee Colfer moved The Village refund permit fees in the amount of $2993.00 ~o Fal-Mar for permits which have been applied for again by Lincoln Electric. Trustee Teichert seconded. Trustee Bruhl expressed opposition towithholding 20% of fees. It was explained that Village time is spent On several inspections and this must be taken into consideration. Following County Zoning Cases are to be held at the Elk Grove Village Hall January 17, 1966 at 3:00 P.M.: County Zoning Docket #999 - Change in zoning from ~-% (~in~le-family residence) and M-1 (restricted manufacturing)~to B-~ (general service) of 8.76 acres of the northwest corner of Elmhurst road and Oakton Street for proposed use for service stores. Docket #1000 - change in zoning from P-3 (single family residence) and M-1 (restricted manufacturing) to R-5 ~general residence) of 31.9~ acres ~50 ft. north of OakTon St. and on the wes~ side of Elmhurst Road for multi-family dwellings. January 11, 1966 Docket #lG03 - change in zoning from M-1 (restricted manufacturing) To County B-4 (general service) of 2.95 acres of the north side of Higglns Road Zoning 1400 ft. sou~heaaaerly of 0akron St. fo~ a motel and cocktail l~unge. This property is across the Toll road. TrusTee Colfer, seconded by Trustee Grittani, moved the Village Attorney, Chairman or Secretarf! of Plan Commission, and Village Manager attend the hearings on Dockets #999 and #1000 To request 21 days To object and report back To the Board. Unanimous. Presiden~ Congreve reported he had received requests for.liquor licenses __ Liquor from Evans Restaurant to serve at ~ables for consumption, and another from the Open Pantry Food Mart. These requests were referred To the Finance CommiTTee. COMMITTEE MEETINGS Public Works following the Board Meeting this evening. Fire and Polioe - January 19 - 8:00 P.M. Public Health - January 20 - 8:00 P.M. Judiciary - January 14 - 7:30 P.M. On December 20, 1965 P~esident Congreve c~a~ged the Manager and Building Committee to investigate whether the Village Building Department has regulations govez~alng enclosed public parking.
