CONMITTEE CHAIRMAN REPORT BUILDING COMMITTEE - Trustee Colfer Trustee Colfer presented Ordinance #1116 for a second reading: Ord. 1116 AN ORDINANCE ~MENDING THE MOUNT RROSPECT BUILDING CODE Bldg. Building Committee recommends Section 31 of Chapter III requiring a fee __ for securing a permit to obstruct a street or an alley be reinstated. Trustee Colfer, seconded by Trustee Bergen, moved to concur with Building Committee recommendation, and t~e Village Attorney be instructed to pre- pare any necessary ordinance. Upon roll call: Ayes: Bergen Colfer Grittani Teichert Nays: Bruhl Ekren Motion car~ed. Section 7 of Article II of Village Plan Ordinance requires 32' for main 32' streets thorofares and 28' for all other streets. The Building Committee recommends 32' is the optimum width for all streets from a safety as well as traffic movement point of view. Committee recommends amended Section 7 be further amended to require a minimum width of 32' for all streets. Trustee Collar moved, seconded by Trustee Bergen, that the Board concur with the recom- mendation of the BuildiDg Committee~ requiring a minimum width of~32' for all streets, and directi~g the Village Attorney to prepar~ the necessary ordinance to change the VillagePlan Ordinance. FINANCE COMMITTEE - Trustee Grittani Trustee Grittani read for first reading an ordinance amending t~e Hours New Municipal Code to provide for~extended closing hours on New Years Years Eve Day, and requested the Clerk to place it on the Agenda for a seconded and final reading at the next meetang, The Finance Committee voted $-0 to leave the maximum tax to be levied Garbage zax for garbage disposal at .0651, which is the maximum that can be levied at the present time. Board concurred. Finance Committee recommended.that-a special census he taken and the Census Village Manager notify the Census~Bureau and forward the advance pay- ment of $2,270.00 as required. Census will not start until late in March, 1966 and will no~ be com- pleted until after May l, 1966. The entire cost of the census will be reflected in the 1956-67 Budget. Trustee Grittani, seconded by Trustee~Bruhl, moved the Board approve proceeding with Census. Upon roll call: Ayes: Bergen Bruhl Uolfer Ekren Grittani Teichert Motion carried. Council Rm. Finance Committee recommended that the item of chairs for the Council -- chairs Chambers be dropped-~om Co~ittee and be reconsidered during 1966-67 budget review. Approved. FIRE ~ POLICE COMMITTEE - Trustee Teichert Trustee Teichert moved to suspend the rules to consider the first reading of an ordinance not on the Agenda. Trustee Bergen seconded. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Moiion carried. December 7, 1966 Trustee Teichert then read an ordinanoe amending the Fire Prevention Code relating to ~.ire lanes. Trustee Teichert, seconded byTrustee Bergen, moved to suspend the rules Fire lanes requiring two readings on consecutive meetings and to consider this Fire lanes ordinance as a special situation. Upon roll call: Ayes: Bergen Colfer Grittani Telchert Nays: Bruhl Ekren Motion carried. Trustee Teichert presented ORDINANCE NO, 1117: AN ORDINANCE AMENDING THE MOUNT PROSPECT FIREPPREVENTION CODE Ord. 1117 relating to fire lanes. Trustee Bergen then read fo~~ f~rst reading an ordinance amending the Mount Prospect Municipal Code to require the registration of operators of taxicabs, and requested the Clerk to place on the Agenda for the next meet- lng. The Attorney was also directed to prepare a resolution as stated in the prece~- £6~zo~d~nance re application for registration cards for taxicab operators, Application to be placed on the next Agenda. Judiciary. Committee studied Zoning Case 65-32 heard Nov. 5, 1965. Petit- loner: Northwest Christian Youth Foundation, Inc. Request: annexa- 65-32 tion contingent upon rezoning from R-1 to R-~ to construct 8 buildings, NW Christia each containing 1~ apartments for senior citizens~ located at 801 W. Youth Found Golf Rd. The Judiciary Committee concurred with Zoning ~¢&~ re- commendation to deny. Trustee Bergen, seconded by Trustee Cotfer, moved the Board concur with Zoning Baord and deny the~quest of the petitioner, Northwest Christian Youth Foundation, Inc., with annexation contingent upon rezoning from.R-1 to R-~. December 7. 196~ OTHER BUSINESS On October 26, 1965 the Acting Village Manager was directed to contact the Lonnquist & property owners along the north side of Lonnquist and West of We~Go Trail, We-Go Trail asking them if they would pave their section of Lonnquist voluntarily. A To BOLI for certified letter was sent to them, but was never answered. A deadline of SA November 27, 1965 was set for receiving an answer. Since none was received, this matter should be referred to the Board of Local Improvements for con- sideration as a special assessment. (Consoer, Townsend will prepare the plans for special assessment for ~ guaranteed fee of 1-1/2% of the assessment, as the Village Engineer- lng Department would not be able To get to this for some time. Trustee Teichert moved, seconded by Trustee Ekren, to guarantee Consoer, Townsend and Assoc. 1-1/2% fee in the event the special assessment did not proceed. Trustee Teichert, ~econded by Trustee Grittani, moved to accept the improvements and return the completion bond in the amount of $50,000 to the subdivider. COOK COUNTY ZONIN~ BOARD OF APPEALS DOCKET ~992 Cook Cry. zBAHearing scheduled for December 17, 1965 for variation to reduce front yard setback requirement of 40 ft. to approximately 30 ft. in R-3 Single Family Residence District. Property located on the east side of Waterman Ave. approximately 229 ft. north of Olive St. in Wheeling Township. Recommendation that no action be taken was unanimously ap- proved~ upon motion of Trustee Teichert, seconded by Trustee Bergen. APPOINTMENT ZONING BOARD OF APPEALS - DON ROGERS President Congreve recommended the appointment of Don Ro~ers To fill the ZBA - Don vacancy in the Board of Appeals for a term of five years. Upon r~ll call: Ayes: Bergen Bruhl Golfer Ekren Grittani Teichert Motion carried. ~P~NTMENT OF VILLAGE ATTORNEY - ROBERT MOORE Village AttyPresidenT Congreve recommended the appointment of Robert Moore to fill Robt. Moore the position of Village Attorney and V~illage Prosecutor at a salary of $800.00 a month. Trustee Bez~en, seconded by Trsutee Teicher~, moved appointment to concur with the President's recommendalion. Upon roll call: Ayes: Bergen Colfer Grittani Teicherz Nays: Bruhl Ekren Motion carried. December 7, 196~ LEIN CASE President Congreve recommended the Village use special cousel for negotiation in the Klein ca~e~m~dtZhe appointment of Robert J. Downing' Klein Case of Glenview at an hourly rate of ~30. President Congreve stated Zhee Doyno case will be closed shortly because they need more property, and that Attorney Downing would not be in oonflict of interesZ as legal counsel for Mr. Doyno.
