MINUTES OF REGULAR MEETING OF BOARD OF TRUSTEES
HELD ~OYEMBER 2, 1965
President Congreve called the meeting to order at 8:05 P.M. with the
following members presenT:

INVOCATION: Trustee Ekren gave the invocation.
EPPROVAL OF MINUTES:
Trustee Ekren, seconded by Trustee Grittani, moved for approval of Min- Minutes
utes of the Regular Meeting held October 26, 1965 as corrected.

This resolution establishes minimum building permit fees. permit fees

Trustee Colfer read for first reading am ordinance amending the Mount
Prospect Building Code to authorize the granting of variations thereformYariations
Clerk was instructed to schedule for second reading on next Agenda.
A review of the sign ordinance reveals there is no bond requirement

ce for a first reading. Attorney Smith was requested to reconstruct langua-

Building Committee recommended Ord. 808 eliminating service station
restrictions be repealed. In its place, it is further recommended
Service Station that new sections be inserted in Municipal Code. Trustee Colfer,
Restrictions seconded by Trustee Teichert, moved Board concur in recommendation
of BuildinE C~mmittee and reinstate items deleted by Ordinance
#808~ and attorney instructed to prepare an ordinance.

Trustee Grittani read Resolution 29-65 authorizing the transfer
Transfer of of funds from the Prospect Plaza Bank to the Mount Prospect State
Funds Bank and moved for passage and approval. Trustee Colfer seconded.

Trustee Grittani read Resolution 30-65 authorizing the transfer of
funds from the Prospect Plaza Bank to the First National Bank of'
M6unt Prospect, and moved for passage and approval. Trustee

Proclamation
American
President Congreve read a Proclamation designating Nov. 7 through-~-13,
1965 as American Education Week. Education Week
Trustee Teichert read RESOLUTION 31-65 as follows:
Res. 31-65
WHEREAS, George Whittenberg has devoted 33 years of faithful and ded- Geo. Whittenbe~
icated service to the Village of Mount Prospect, during 30 of which he
has served the Village loyally and well as its Chief of Police, and
WHEREAS, the said George Whittenberg has through the years mRde Mount
Prospect a better place to live thmough his constant efforts to better
secure the safety of its citizens in their homes and on the streets, and
WHEREAS, said George Whittenberg has given wholeheartedly and unstintingly
of his time and efforts, above and beyond the call of ordinanyy duty,
to the protection of the citizens of the Village of Mount Prospect, and
WHEREAS, the citizens of the Village of Mount Pmospecz are deeply indebted
to George Whittenberg for his many years of unselfish and distinguished
service to the com~nunity, and
WHEREAS, said George Whittenberg has retired fm~m the service of the
Village of Mount Psospect as its Police Chief effective November 1, 1965, and
WHEREAS, the President and Board of Trustees of the Village of Mount
Prospect desire t~ express t~ George Whittenberg, on behalf of all the
citizens of the co~anunity, their gratitude To him for his long, dedicated
and distinguished service as Chief of Police,
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, ILLINOIS:
That by this Resolution the President and Board of Trustees of the Vil-
age of Mount Prospect express to Chief of Police George Whittenberg their
deep. gratitude for his many years of dedicated, faithful, and distinguished
service as Chief of Police of the Village of Mount Prospect; and
BE IT FURTHER RESOLVED that as a perpetual memento a copy of this
Resolution be spread upon the minutes of the Board of Trustees, and
that a certified copy of it be suitably inscribed upen parchment
and delivered to Chief Whittenberg; and
BE IT FURTHER RESOLVED that Z~is Resolution shall be in full force and
effect from and after its passage and approval in the manner provided
by law.

APPOINTMENT CHIEF OF POLICE
Newell Esmond President Congreve recommended Lt. Newell Esmond as Chief of Police
appt, Chief of to replace the position vacated by Chief Whittenberg, Newetl
Police Esmond has been a member of the Mount ~rospect Police Department
for 17 years.
Trustee Colfer moved to concur with the President's recommendation.
Trustee Teichert seconded.

BROCATO ~NNEXATION OF 12.68 acres (SE corner Line,in & Meier)
Brocato Annexation Feasability report from James C. King, Finance Director, presented.
R-i The property.would be zoned R-1 for a subdivision of 35 ~om$~ ser-
viced with Village water and sewer. Trustee Colfer moved, seconded
by Trustee Teichert, the Village Attorney be directed to prepare
an ordinance for annexation of the Brocato property consisting of
12.68 acres.

Attorney prepared a draft of an or~linance ~iving Village power to --
remove ~rees infected with Dutch elm disease. The authority to
Trees adopt an ordinance of this type was enacted by the Illinois
General Assembly at its 1965 session. Proposed ordinance
referred to Public Works Committe~.
Attorney prepared drafts of ordinances amending the Mount Prospect
Streets & Zoning Ordinance. One relates to the zoning of streets and ra~l-
Railroad right-of- road right-of-ways~ and the other To the clasification of land
way upon annexation. Trustee Colfer moved, Trustee Teichert secodded,
matter be referred to Plan Commission. Unanimous.
Railroad - Parking Attorney pmepared an opin&&n on proposed lease of Chicago and
North Western Railway Co. parking facilities. Referred to Finance
Committee for study.
Townhouse sale Attorney prepared an opinion on legality of sale of certain tww~-
50-72 N. Albert house units located at 50-72 N. ~lbert Street in the Village. Re-
ferred to Judiciary Committee.

Lt. J. Homola Trustee Teichert read announcement of graduation exercises of FBI
FBI Graduation National Academy, Wed. Nov. 3, 1965, 10~30 P.M. at ~hich time
Lt, John M. Homola of the Mount Prospect Police Department would
receive a degree. By unanimous approval of the Board the Clerk was
directed to send a wore of congratulations to Lt. Homola for his
achievement.
