Trustee Grittani, seconded by Trustee Colfer, moved for approval of Financial September 30th Financial Report, subject to further audit. Repor~ Upon ro~l call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. COMMITTEE CHAIRMAN REPORTS: POLICE AND F~RE COMMITTEE - Trustee Teicherz. Trustee Teichert read s report on the Police and Fire Committee consider- ation of proposed changes of the Municipal Code regarding Billiard Hall. Billiard Halls (Sec. 11.203). Section 11.203 as it now stands, prohibits anyone under the age of 18 from being on the premises of a billiard hall. The pro- posed amenment would permit minors under the restricted age to enter and remain on the premises only when accompanied by their parent~) or legal guardian. Trustee Teichert, seconded by Trustee Grittani, moved the Board concur in the recommendation of the Police and Fire Committee. Trustee Teichert read for a first reading an Ordinance amending Article II, Chapter 11, of the Municipal Code of Mount Prospect licensing and October 26, 196~ regulating Billiard mnd Pool Halls, and requested the Clerk sch- edule the ordinance on the Agenda next week for a second reading. Police and Fire Committee reported on proposed police car purchase. By previous action of the Board, September 21, 1955 the Village P$1ice cars Manager was directed To obtain bids on two Plymouths. 0nly one bid was re~ived, and returned unopened. Committee recommends that the Board ratify the action taken in deleting the designa- tion of Plymouth f~om the specifications and readvertising for bids. Trustee Teichert, seconded by Trustee Ekren, moved the Board concur in the recommendation of the Committee. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani TeicherT Motion carried. Acting Manager Hemmmter reported the bid opening woul~ be on Nov, Bid opening ember 3, 1965 at 2:00 P.M. in the Board Room. Police and Fine Committee studied proposed improvements on Lonn- quist~ adj$cent to the Park District Golf Course and recommends the improvem~n~ of Lonnquist f~mWe Go Trail westerly to the Lonnquist Village limits. Further, the Village Manager communicate with We Go Trail the owners of the pertinent property To ascertain if they wish to make this improvement voluntarily. If by November 27, 1965, the owners have not been identified, or if contacted and they do not wish To make this improvement, the Committee recommends the matter be referred to the Board of Local Improvements for con- sideration of the levying and spreading of a special assessment. The Village Manager was requested ~o study the possibility of installation of sidewalEs. Trustee Teichert, seocnded by Trustee Ekren, moved the Board conc- ur in the Police and Fire Committee recommendation. Upon roll cal~: ~Aye~ Bergen. Bruhl Colfer Ekren Grittani Teichert Motion carried. Police and F~re Committee studied traffic congestion on Maple Traffic Street between Northwest Highway and Busse. Committee Maple Street commends that for the nex= four weeks no'parking be permitted on the east side of Maple between Northwest Highway and Busse during the hours of 8:00 ~.M. to Noon (except Sundays) and that the Village Manager and POlice Chief observe the situation and repoz~ their observations =o this Board. Police and Fire Committee considered traffic con,roi on the 900 S. Louis St. block of S. Louis St. and recommends the matter be placed in the hands of the Village Manager for study, consultation with Chief of Police, and report his findings back to the Committee. Police and Fire Committee reviewed Res. 41-63 regarding vehicle license sticker issuance and recommended it be rescinded. It fuD- ther recommends that exemption from payment of the Village vehicle Res. ~1-63 license fee be granted to disabled veterans, employees and offic- vehicle Tags ials of the Village, and to members of the permanen= lay commit- tees serving the Village. Trustee Teichert, seocnded by Trustee Colfer, moved the $~ard concur with the Committee recommendation. Trustee Bruhl cited his objections on the basis of discriminatory selection. JUDICIARY GOMMtTTEE REPORT - Trustee Bergen The Board gave unanimous consent to circumvent %he reading of the entire Ordinance No. 1102 due to its length. It had been read in entirety at Ord. 1102 the previous meeting. 'Trustee Bergen moved, Trustee Teichert seconded, for passage, approval and publication in pamphlet form in the manner provided by law of Ordinance ~1102: AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF MOUNT PROSPECT < which ordinance amends Section 30 pertaining ~o the Board of Appeals. Trustee Bergen presented the following revisions =o an ordinance amending Art. ~ of the Mount Pmospee% Municipal Code read for a first reading a~ the last regulam meeting as follows: "Members of the Plan Commission Plan Comm. shall serve without compensation except that for each spe~i.al meeting Membership of the said Commission," to be inserted in place of "Members of the Plan~: Commission shall receive as compensation the sum of $5 for each regular meeting that each member attends". Trustee Bergen read an ordinance for a first reading granting a variation f~mm the Mount Prospect Zoning Ordinance to permit a 9-foot variation of Case 65-27 height for Wieboldt's store at Randhurst, and requested the Clerk to Wieboldt's schedule it on the following Agenda for final passage, variation Judiciary Committee studied Zoning Case 65-25; Petitioner: S. Bi Mucci, October 26, 196~ for variation of proper~y 80' X 160', located aT Lot T in Elk Ridge S. Di Mucci Villa, Unit #7 now zoned R-A, to provide for construction of Water tank & water tank and pumping station. Zoning Board, by vote of 6 to 0, pumping station recommended granting of variation, To be null and void if not ~ed 65-25 in one year. Committee concurred with Zoning Board, and Trustee Bergen, seconded by Trustee Teichert, moved to grant the pet- itioner's ~equest for variation, instructing the attorney ~o prepsme an ordinance. Judiciary Committee ~eported on Case 65-28: Village of Mount Prospect mO rezone 21.368 acres from R-1 to R-X, proper~y located 65-26 north of Golf Road, south of Lonnquist Blvd. and wes~ of School Rezone R-1 to street, for the~pose of maintaining the character of the area. R-X Committee recommended approval. Trustee Bergen moved, seconded Golfhurst by Trustee Collar, To concur with Committee recommendation and the aTTorney be instructed TO prepare an ordinance. Judiciary Committee reported on pre-annexation zoning hearing of Sam J. and Jenn~ Brocato 'and Frank and Me, el Brocato requesting Pre-annex & property located on southwesterly boundary of Village, south of zoning hearing Lincoln Street at the intersection of Bonita Ave. be annexed, Brocato contingent upon rezoning in Th~ owner's petition. Committee unan- imously recommends this property be annexed to the ~illage, conting- ent upon a satisfactory feasibility report~ said report ~o be pre- pared by the Village Treasurer. Petitioner agreed To dedicate ~0 . ft. along Meier Road. Trustee Bergen moved the Board concmr with the recommendation of the Judiciary Committee. Trustee Teichert seconded. The Committee recommends that the Village Board meetings Board continue ~o me~t!as scheduled, until the end of the year. The Committee requests that this subject be again referred to the Committee at the January ~, lg66 Board Meeting. READOPTION OF ORDINANCES Trustee Bergen, seconded by Trustee Teichert, moved to amend the the Agenda to add EX-Item C for readoption ofl~five annexation or- Readoptlon of dinances, namely:. Annexing 1.285 acres of land lying ~outh of 5 annexation Kensington Rd. 7bO.O feet West of Wilshlre Drive; Annexing ordinances 0.~59 Acre of land on Golf Rd. 35~.70 feet West of Elmhurst Rd.; Annexing 2.00~7 acres of land lying Southwesterly of Rand Road and north of Judith Ann Rt.; ~raexing certain property ~0 the Village of Mount ?rospec~ --Cypress La.; and Annexing the South 15 acres of the North 30 acres of the Linneman property. Kleiner, agent, for National Bank of Austin, Trustee, property known Case 65-29 as 2012-1g-20 Busse Rd. fo~ approval of plan of development in Kleiner a Residential Planned Development District now zoned 2012-14-20 Busse Trustee Bergen requested the matter be referred back to the Zoning Board of Appeals because two swimming pools were included in the plans and the Committee would appreciate Zoning Board __ recommendation. Approved. Section 8 of Art. II of the Village Plan referred back to the Public Works Committee for study. This sect~ion specifies the Trees types of trees to be planted within the Village and the list should be brought up to date. Trustee. Colfer wished to commend Dave Creamer and the Public Works Department for their work in picking up leaves throughout Leaf pickup the Village, stating in his opinion it was the finest job done in the Northwest area. ANNOUNCEMENTS OF COMMITTEE MEETINGS Committee Board of Health - Wed. Oct. 27th at 8:00 P.M. Members of the Meetings Board and others interested in discussion of Weller Creek were invited to attend.
