HELD SEPTEMBER 21, 1965
President Congreve called the meeting to order at 9:20 P.M. with
the following members present:
Colfer Ekren Grittani Teichert Roll call
Trustee Colfer, seconded by Trustee Teichert, moved the minutes
of the previous meeting held September i4~ 1965 be approved as

~ Trustee Teichert, seconded by Trustee Colfer, moved to consider
"' bids opened previously at the Board of Local Improvements for
k~3 Motor Fuel Tax Project 22-CS. (Paving of Kenilworth Avenue.) 22 CS
~"~ Engineers reported bids were checked and found to be correct. The
~ low bid of Allied ..~h.alt Paving Co. in the amount of $7,887.50,
was under the engineer's estimate, and Consoer, Townsend ¢ Associ-
ates recommended award be made to them, subject To approval of
Illinois Division of Highways, and that checks of two low bidders
be retained until a contract is prepared and approved by the ¥ill~
age, and other checks be ~eturned. Trustee Teichert moved to
concur with the Engineer's recommendation. ~ustee Colfer seconded.

Trustee Colfer moved for passage of Ordinance 1086: Ord. 1086
AN OEDINANCE AMENDING THE MOUNT PROSPECT BUILDING CODE
CHAPTER III, SECTION 33.1
(deleting "provisions of this section shall not apply to builders who
are subdividers and who have satisfied provisions of the subdivision
consol ordinance ~ela~ing to public improvements)"

be published as demaned by law. Trustee Teichert seconded.

Trustee Teichert gave Fire and Police Committee report.
Ord. 1088 T~ustee Teichert moved for passage of Ordinance 1088:
AN ORDINANCE TO REQUIRE NORTHBOUND TRAFFIC ON
ROBERT DRIVE TO STOP BEFORE CROSSING WILLOW bANE
directing Village President to sign and Clerk to attest, and ordinance
to be published as demanded by law. Trustee Colfer seconded.

Trustee Teichert gave ~eport re cross hatching on pavement at Prospect
and Evergreen. Fire and Police Committee recommends normal wearing
Prospect g off of the cross hatching be permitted to continue with no eradication
Evergreen measures, and no re-striping. Approved.
(At this point in the meeting Trustee Bergen arrived. Time: 9:30 P.M.)
Trustee Teichert gave a report re year-round crossing guards at South
Gross Guards part of Route 83. Traffic studies being made and pedistrian caution
S. part signs erected. He requested this matter be stricken from Fire and
Rte. 83 Pollce~Ccm~n~ttee. Appz~d.
Trustee Teichert reported on diagonal parking on Emerson between
Diagonal park North-west Highway and Central. Fire and Police Conunittee recommends
Emerson, NW Hw previous action of the Board taken on July 20, 1965 approving the
g Central therein proposed diagonal parking on Emerson be rescinded.
Trustee Teichert moved, Trustee Grittani seconded, that the Board
concur in the recommendation of Fire and Police Committee previous
action to rescind diagonal parking on Emerson.

Ref. Fire g It was further requested that this matter not be removed from Fire and
Police Comm. Police Committee. Approved.
Trustee Teichert reported Fi~e and Police Committee recommends specifi-
cations for police cars be th~ same as the immediate past specifications,
except that power steering be eliminated and that Plymouth be specified.

informed it was Police Department preference. He requested study of
possibility of leasing cars.

VILLAGE WATER BY CONTRACTORS'DURING CONSTRUCTION

Trustee Cotfer continued ~ilding committee reporT. ~x~mittee
recommended that Mr. Mnthony Commarare, 319 N. School, be granted
a variation To use an above-ground 4' x 24' swimming pool, su~ect --
319 N. Schooko any amortization requirements of the ordinance currently being
Swim Pool prepared. This particular type of pool is no= permitted in the '
Village. How-ever, the petitioner was not advised of fact befo~
pool was completed. When Village attorney prepares ordinance he
was instructed To sTaTe in it that above-ground swimming pools over
the height of Two feet be prohibited in the Village.

IT was furthe~ to be noted petitioner agreed to place a 54" fence
around the pool.
Trustee Colfer moved to concu~ with Building Commit%ee recommendation
that petitioner, Flastric Neon - Homefindems Realty, be granted a F%astric
variation f~om the sign ordinance To use existing A-Frame for the Neon Sign
[.T erection of a sign. The sign conforms with the ordinance and will replace
~ a non-conforming sign at this location. Trustee Bergen seconded.

Building Committee recommended Mr. R.E. Adams, 1101 W. Lincoln, not be
granted a variation from the Fence Ordinance because the petitioner did ,. Adams - Fence
not establish hardship. T~ustee Colfer moved, Trustee Bergen second~, 1101 W.
Board concur in recommendation and variation not be granted petitioner Lincoln
in this case.

OTHER BUSINESS
Tnustee G~ittani read for first reading "An O~dinance ~o License a~d
Regulate the Sate of Chris~mas Trees". Village Clerk directed to Christmas
schedule for second reading. Trees
The attorney was directed to amend the ordinance ~o include indoor
sale of Chris~mas Trees. Fime Department concerned about hazards.
Trustee ~ttani gave first reading of "An Omdinance Amending Section
20-201 of the Municipal Dode reta~ing ~o Dog Licenses and Fee". Dog licenses
Public Works Committee scheduled meetingfor Saturday, September 25th Pub. Wks. Com
at 8:30 A.M.
Finance Committee called a meeting for Thursday, September 30th a~
9:00 P.M. Finance Comm.
