MINUTES OF SPECIAL MEETING OF BOARD OF
TRUSTEES HEf.D AUGUST 31, 1965 .
P~esident Congreve called the meeting to order at
8:20 P.M. with the following members present:

to approve the minutes of the previous meeting of August 17th

Motion carried.
Trustee Grittani, seconded by Trustee Bruhl, moved
for passage of the following bills: Bills

Motion carried.
President Cong~eve stated that he received'a phone
call from the office of Ralph Edwards in Hollywood informing Miss Moppe~ of II
him that "Miss Moppet of Illinois" award was to be given to
Charon Smith, 108 N. Owen, of this Vill~e, and asking him
~o present the ribbon and plaque. P~esident Congreve then
called for six-year-old Sharon and pinned on the ribbon and
awarded the plaque.
Trustee Grit~ani, seconded by Trustee Teichert,
moved that the Financial Report forJuly 31 be accepted until Financial Report
audit.

Trustee Grittani gave firs= reading of ordinance im-
posing a municipal leasing occupation tax, authorized by the
State on the leasing of personal property, such as automobiles,Municipal leasin~
farm equipment, etc. occupation tax

T~ustee Grittani read the preamble and summary of
tax levy ordinance tax levy ordinance. This is the first reading of the tax
levy ordinance and Street & Bridge levy.
Trustee G~ittani, seconded by Trustee
moved to instruct the attorney to inspect present garbage --
con,pact held with Barrington Trucking Company. and if there
garbage contract is no violation of the contract, to draw up ordinance desig-
nating all apartment buildings of foum or more units as com-
mercial. This mo=ion carTied by acclamation.
Trustee G~ittani, seconded by Trustee Teichert~
moved to ins%~uct the Attorney to ~raw, resoluticn designating
the price of $10 for a copy of the Municipal Code, with a
Fee for Mun. Code Annual fee:for insertions and corrections. This motion carried
by acclamation.

OF MT. PROSPECT

for adoption of an o~dinance to amend an ordinance entitled
'An Ordinance classifying~ ~egulatlng and restricting the lo-
cation of trades and industries and the location of buildings

I4~ue=rial area height and bulk of buildings hereafter erected or altered,
Amend O~d. 52 regulating and limiting the intensity of the use of lot a~eas
and regulating and determining the area of yards, courts and
other open spaces within and surrounding such buildings; estab-
lishing the boundaries of districts for the said purposes; and
pmesoribing penalties for the violation of its provisions'
Passed and 'approved December ~, 1923~ known as Ordinance No. 52
and amendments thereto:, comprising a comprehensive teRt and
map amendment, p~esently before the'Board of Trusteesand'pre-
viously considered at a meeting of the Zoning,Board of Appeals,
si~ting as a zoning commission, held on June 25, 1955, be
adopted.

Trustee Teichertread the following report f~om the
Judiciary Committee:
Subject: Fairview Gardens Fairview Gardens
The Committee met with Mr. G. Kuklinski, President of the
Fairview Gardens Home 0wnersAssociation, and two other mem-
bers of the Association, a= the request of Mr. Kuklinski.
Mr. Kuklinski inquired as to the interest of the Village in
annexing Fairview Gardens, at this time. Also, in the event
of annexation, Would the Village be interested in buying the
private water company serving this a~ea.
The representatives of Fai~view Gardens were advised that the
Committee could not give them a fir~ indication as to the
Village's interest, but tha~ the Village T~easu~erwould be
directed ~o prepare a feasibility survey on Fairview Gardens
and upon completion of the survey, they would be advised as
to whether ~r~ not the Village was interested in annexation.
As far .as the private water company is concerned, they were
advised that the V~llage woul? not buy the water company.
However, if the ~esiden%s desired tc have the water company
purchased that the ~illage would do so provided all of the
property owners in Fai~view Gardens were agreeable to a
Special Assessment for 100% of the cost of the water company.
This would have to be agreedto in the fo~m of a Pre-Annexa-
tion'Agreement.

to accep= dedication of the west side of South Emerson Street S. Emerson St.
between Weller Creek and Lonnquist Boulevamd, and that the
P~esident and Clerk sign this plat of dedication.

designating the week of September 13-19-as Women Voters' Week:

League of Women PROCLAMATION
Voters
WHEP~AS, the League of Women Voters has ~eq~ested
that the period of September 15 th~u September 19 be set aside
as~Women Voters~ Week and,
WHEREAS, this'non-partisan women's o~ganization is now in its
forty-f~fth year of providing vital services to the citizens
of Illinois by providing factual and objective infc~mation on
candidates and issues, and
WHEREAS, the local 5eague of Women Votems is in its eleventh
yea~ of providing megist~,ation and election information for
citizens, and has stimulated community interest in governmenta~
issues at the township as well as the village level of govern-
ment, and
WHEREASj its members have served as elected and appointed mem-
bers of localhoards, committees and commissions, pal~tieipating
fully in discussions of village and school issues, and worked
actively in the parties of their choice, and
WHEREAS, the V~llage of Mount Prospect was particularly well
served this past year by League of Women Voters members who
distributed information about the at-large electionj township
elections and vote~ registration, and sponsored candidates'
meetings for both the village and junior college board elec-
tions, and
WHEREAS, the League of Women Voters believes all women's con-
tributions to good govemnment should be recognized and encou~a~ed~
NOW, THEREFORE, I, Daniel Congreve~ l~esident of the Village of
Mount Prospect, do hereby designate the period of September 13
to September 19, 1965, as WOMEN VOTERS WEEK, and request the
appropriate observance ofthis occasion.
President Congreve announced tha= if there wer~ any
matters to be b~ought before the Board by a citizen, that this
mequest be made in wl-iting by 5:00 P.M. of the pmecedinE Wednes-
day for inclusion on the agenda.
