The matter was referred to the Judiciary Committee meeting on Friday, C. Pedersen
Au'gust %, at 8~00 P.M.
Mr% Albert J. Motsch, 600 S. Pine, rea4 a statement regarding, the
... st~ns pillars on Elmhurst~ at the Country ~ub area entrances. He Stone
-suggested the Board consider a compromise by placing the highest Pillars
pillars at the sidewalk side~ and thereby eliminating some of the
hazards of sight blockage.
Mr~-?om Grady, 401 Nawata, discu-ssed a proposed light at Lincoln and Stop lisht
Etm~m~ Avenue. He un~arstands that the Villag9 should furnish the Lincoln ~
St~t'e Highwa~Dep~. with th~necessary traffic data to show that the £1mbursr
light is needed and asked if such a request for traffic data has
been received~ and if so, when can such information be assembled and

Stone Pillars Mr. Ed Skwarlo, who is a member of the "Pillar Preservation
Committee" requested a delay of four to six weeks for his committee
to meet and work with the V~]I age Safety Engineer and/or others
to st~d~ the problem. Request approved.
Flooding 800- Mr. Eugene Bradtke, 812 S. Nawata, discussed flooding problems
800 block of in the 800-900 block~ stating raw sewage had entered the basement~
Nawats in the area duri~ the previous storm on July 27. He requested
that un~il such ti~e as the flooding problem is solve~ b~ilding
permits for west of Nawata and Golf Road be held up on new con-
struction. He also pointed out that if ~11 catch basins were
cleaned out on an annual basis flooding could be alleviated. He
read a letter from the Sanitary District addressed to Mrs. Herren
in answer to her complaint about flooding, and stating there are
plans for a treatment plant which would relieve some of the
flooding.
Weller Creek
Improvemenz Mr. Dennis Hartnet, Sewer Control Section, Metropolitan Sanitary
District, stated the State of. Illinois has a program to improve
the flow in Weller Creek, starting at Des Plaiues to continue to
Central Road. They plan to widen the stream bed m~d enlarge the
opening where the creek crosses under the Northwest Highway and
Northwest~r~ R~tlway tracks. The Division of Waterways is
negotiating with the railroa~ for additional right-of-ways to.
'widen the creek. The City of Des Plaines is attempting to get
additional right-of-ways so that the creek can be widened through
the remainder of Des Plaines, car~-~ing the improvement to Mo~nt
Prospect Road. This will be done as ~ooh as the $cquisition of
right-of-ways has been accomplished. As to improvement in Mount
PrOspect itself, mone~ must be appropriated for the improvement
by the General Assembly.
Catch Basins The question about the cleaning of catch basins ~y the Sanitary
cleanlnE District was referred to Mr. Hartnet. He reported 100 had been
cleaned in the past year.
Floodins-Lincoln Mr. Fred Kenderson, 2012 Lincoln reported On flooding conditions
~ Meier at Lincol~ and~Meier. Mr. Hemmeter stated Public Works Department
has cleaned out some sections of the sewer in the past week. T~ey
found broken tile on Lincoln Avenue which was ~ug up and replaced,
and uncovered a catch basin blocking two-thirds of the intake to
the storm se~er. The department is going to clean the catch basin
so that the storm sewer wtl] take the full amou.nt of water to go
into ire The Board approved installation' of stile system for
Hatlen Heights. The Engineering Department has drawn up plans for
30" tile and worked out an estimate 'which had been submitted to
the Village Manager.
Check of sewerz Mr. Joseph Moore, 816 N. Prospect Manor talked about the overland
Highland C Prospectflow of water from Prospect High School which runs along Highland.
Manor The high school is putting up a new building and filling in the
land, causing water to continue to flow into the sewers. Mr.°
Hemmeter, Acting Village Manager, directed Consoer, Townsend and
Associate~ to check over the sewers at Highland and Prospect Manor,
at an approximate price of $100.00. o ~

the Sanitary District to discuss the above matter, and Public Works
to pursue the matter of financing.

Mr. Walter Harbut, 502 Deborah Lane, stated there is flooding from Flooding

! Case 66-11A Darwin Koet~, petition for back yard variation at 102h Case 68-11^
· E. Northwest Highway. The present building does comply with the Back Yard
zoning code. Owner wishes to add a second floor to his building. Variation
There would be inadequate parking facilitie°s, and, therefore~ the
petitioner acquired the property immediately behind the subject
property, across the alley, now zoned P-l, providing twenty-two
parking spaces. The rear yard setback would then be ten feet
instead of the required twenty feet. The Judidiary committee felt
it would be beneficial to the Village if this voluntarily provided
off-street parking could be secured by tying the two parcels
together~ It is believed that this can be done with a restrictive
covenant given in consideration of the granting of the requested
variation.
The Board of Appeals ia denying the requested variation was con-
cerned, and correctly sop with the fact that these ~ere two
separate and distinct parcels 'of land. A restrictive covenant
tanning with the land would solve the problem.
The Judiciary Committee r~commended the granting of the requested
variation, as specified, subject to, and in consideration of, an
appropriate restrictive covenant recorded against one or both of
the parcels involved as may be required.
Trustee Bergen objected because he felt the development was too
intense if lots are broken apart by separate owners for future user
and the covenant would not hold.
Trustee Teichert, seconded by Trustee Colfer~ moved to con,ar in the
recommendation of the Judiciary ~ommittee and direct the attV~rney
to prepare a variation resolution and covenant.

FJBLIC HEALTH AND SAFETY CO/~¢ITTEE
Bids re Weller Mr. Hemmeter reported bids will be returned for the sidewalk at

Letter of apprec-
iation to Fox ValleyPresident Congreve read a letter of appreciation directed to the
Patrol Fox Valley Patrol Service for the dohation of the services of
twenty traffic officers over the Fourth of July holiday.
Trustee Teichert, seconded by Trustee Ekren~ moved for approval
of the letter. 'Unanimous.
Chso. Bridge & Iron The Chicago Bridge and Iron Co~ has completed the new million
reservoir at Well gallon reservoir at Well No, 5. The reservoir has been inspected

Sidewalk W. side The Engineering Department has prepared plans and specifications
of Weller Creek for inst~11 tug a sidewalk along the west side of Weller Lane. This
sidewalk is to be paved with asphalt on a stone base kud the
estimated cost is $1200. Money has been appropriated for this
project and the Board of Trustees should authorize the Vi]_lage
Manager to advertise for bids. Approved.
