Trustee Grittani read an ordinance making appropriations to defray
the expenses of the Village of Mount Prospect for ~micipal pur-
poses designated as the "Annual Appropriation Btlla for the period
~eginning NAy 1,. 1966 and en~Ling April 30, 1967. Two revision~
w~re made in the ordinanoe= Reprints for Municipal Code from
$525.~) to $1,OOO.OO, and Fire Department Ambulance from
$9,450.00 to $12,000. Trustee Grittani requested the ~lerk to
schedule the Appropriation Ordinance on the age~da of July 19
for second reading.

Code Ordinance ~1162 be published in pamphlet form.

V~]~age Manager Mongan announced the appointment of Peter C. Peter Retten
-Retten as Superintendent of Building and Zoning, effective appointment
July 1, 1966. He was commended for his work in the writing of as Supt of

The CommisSiOn was represented by William Nott who gave the
following report:
The purpose or duty of 'the Co~mission~ is to inwestigate the
procurement of a common source of water s~pply for the four
member municipalities and, if an economical and practical
~ ~ource~ of- sapply could~be secured, to provide the facilities
needed for such a supply. The common water supply plan ulti-
mately adopted would provide an adequate amd depmadable .w~ter
supply at the lowest ~ossible COst. In considering what is
the lowest possible cost, consideration was to be given not
only to the present requirements of the conmmnities, but .also
te their lon~ term needs.
InA accordance with the powers and limitations specified in
Chapter 24, Article 81, of the Cities and Villages Act, the
Commission, if ne~ supply facilities were constructed, wo~uld
be strictly a wholesaler of water ahd ~uld construct and
extend its water transmission, mains to designated points of the
constituent zamicipAlities. Each of the constituent municipalities
would continue to own and operate its distribution system and
~ related w~ter facilities.
~' The method available to the ~ommission'to finance the construction
' of any water supply decided upon would be through the sale of
~Water Revenue Bonds in an amount to cover the estimated project
' costs as provided under the enabling Statutes of the State of
Illinois. However, before the Water .Revenue Bonds could be
j sold, it would be necessary for the Co~mission to execute con-
. ' tracts for the sale of water with ~ach .of the member municipalities
and with possible other customers for a period of at least 40
· years'.
The Commission has to go to each c~ustituent manicipality for a
contribution to the Commission jointly so that they can obtain
the money to secure feasibility reports required. An estimated
contribution was $1,500e This. would be added to a previous
contribution fromm each in the amount of $1,~OO. When 'this report
is presented to each town then the Comminsiom requests recommenda-
tion on ~hether to pursue or .abandon their proposed plan.
Consideration of the above proposal was referred to the P~blic
Works Committee.

Trustee Ekren, seconded by Trustee Grittani, moved to authorize
the President to sign the price Sar all meter requirements dated
from July 15, 1966 to July 15, 1967 with Badger Meter Company.

President ~ongreve armonnced there would be a meeting July 14 retention
at 8:00' ~'.Mo with Village officials~ a representative of the basin
Sanitary District, and developers of Colonial Heights, to-
gether with residents of Colonial Heights to discuss the
proposed retention basin in that area.
