CITIZenS TO BE HEARD
U~tility Sewer and Water Co. was on the age~da to give a report Utility Sewer
on an engineering stud~ of the complete system. However, a W~ter report
represemtative of the ~ompany advised the study had not been deferred.
completed and the matter was deferred.
Citizens of the Country ~15~ area were present to discuss stone Pillar re,oval
pillar removal. President Congreve gave a synopsis of the study dlscu~sion
leading up to the Board's decision to r~emove the pillars.
Mr. Ben Trapanl, 222 S. Pine, a member of a Oitizens Safety
Committee, discussed the safety hazards involved. Extensive
study had been given to width of roadways, projection of pillars,
lack of sidewalks at that point forcing childr~ to step into
the street, and blind spots.
Nr. David Toeppen, 409 S. NiLusi, objected ~o re~oval of the
p~l~ars because they were a landmark, and requested the funds
reserved for demolition of all p~lars be used to replace the
omes removed at ShaBonee.
-Mrs. Virginia Davies, ~04 S. HiEusi, presented a petition signed
by 163 persons, who requested .restoration of stone gate at
Sha~onee and Elmhmrst and preservation of the other gates.
-Mrs. Wilda Gladfelter, 304 W. Hiawatha,-presented a petition
~ si~ed by 184 names, protesting demolition of the stone pillars
and requesting a thorough and intensive research be made to
determine whether they are a true hazard to safety before further
steps are taken to modify them in any manner.

Nr. W~llia~ J. Rowe~ 704 I-Oka~ volunteered to orgamiza a
~it~zens committee of residents of the Oountry Club section~
to ~urther investigate the problems. It was agreed these
citizens would meet in the Village Hall on Saturday, July 9~
at 9:00 A.M. with the Fire and Police Committee.
Trustee Bruhl~ seconded by Trustee Ekren, moved the Board
rescind the action of June 21 meeting, pending ~arther.dis-
cussion for positive action on the posts.
° Other Trustees feared this motion could be an inference that
they would not act in good faith and assured those present
no action would be taken mntil the meeting on July 19.

Revisi6nnof Buldlin~ Trustee Colfer presented a revision to the Building Code. He
ode explained the°code 'is bein~ revised in three parts: 1) adminis-
tration; 2) single-family residence area; 3) all other types of
buLlding. Trustee Colfer stated it was the unanimous decision
of the Building Committee that the revision as presented be
~ approved~'and- moved the Board concur in the ~ecommendation of the
Building Committee and prepare an ordinance amending the present
building code to include that portio~ of the single-family
residence Code. Trustee Bergen seconded.

JUDICIARY COMMITTEE - Trustee Teichert Ord. re: Bond
Trustee Teichert gav~e first reading of an ordinano~ increasing for Village
the bond of the Village Manager from $25,000 to $100,000 and $100,000
requested it be scheduled for a second reading on the July 19
age~da.
The Zoning Ordinance amd Map as of 3-31-66 was republished and Zoning Map

Ridge Villa) - Trustee Teichert stated he believed it a development
necessity the Village have title to the retantion basin. In Busse g Golf
light of the recent court case, where it was ruled' that the
Village cannot withhold occupancy permits when building permits
were issued~ it appears necessar~ the Board should take a stand
at the earliest date. If the petitioner would give title to
the drainage system, including the retention basin~, the Board
would be in a position to pass favorable Ju~gmant on the planned
development. Trustee Teichert, seconded by Trustee Col[er,
moved to have the matter referred to the Judiciary' Committee.

arber Shod Fees The matter of fees for barber shops was referred to Finance
Committee.
Trustee Ekren, seconded by Trustee Teichert, moved to amend
Transmls~ion water the rules i~ order to hear a report :given by Mr. Will iam T.
facilities Mott, a Commissioner of the Des Plaines, Arlington Heights,
~eferred to Public Mount Prospect and Palatine Water Commission. There has been
~orks no further action in the legal suit before the U. S. Supreme
Conrt in connection with water diversion from Lake Michigan
and nothing to indicate that this mmtter will be heard within
the next two or three years. The Commissioners of each of the
above ~anicipalities proposed to purchase from thev~s
participating communities the production amd transmission
facilities to lay a line from Des Plaines up through Palatine,
sufficiently sized to take care of the future needs of the four
manicipalities. The Commission would pay each community the
fair value, ascertained by approval ~f their present water
system--wells and transmission system. After purchase they
would operate by ~joint benefit for all. Any VIl1 age with' exces~
water would be able to supply to any municipality short of water.
Des Plaines will have City of Chicago water, and will have more
than needed. Theist wells will not be ~necessary by than to ~upply
their present customers. If, late~ on, the Commission should
decide to buy Eity of Chicago water, or if the decision of the
Supreme Court is favorable to go to Lake Michigan, mains and
auxiliary equipment could be used to bring Chicago water or Lake
Michigan'water to th~ ~anicipalities.
The- Commission has no facts or figures to present at this time.
If the towns look with favor on this proposal they will p~rsue
the matter further by obtaining the se~m~lces' of an engineer.
The above matter was referred to the Pablic Works Committee at
8:00 P~M. on July'13, ~

about September 15, 1966 or sooner, if possible°

final figure of Proposal ~l was given by Mr. Hamey, the
o representative, as $17,224.39~and Proposal #2 as $21,530.60.

Denial of wazez llne Request of Affiliated Realty Services, Inc. to tap into water line
~tap at Central g of Mount Prospect for property located southwest corner Central
.Busse Road and Busse in Arlington Heights had previously been referred
to Pubtic Works ~ommittee. It was the recommendation of the
~ommittee to deny because they believe the developmeat will tend
to devaluate the fine residential property in the area and all
along Central Road. Further, this development w~l face other
problems and the letter did not offer any supplementary solutions.
Trustee Ekren, seconded by Trustee Colfer, moved to deny the
request to purchase water from the Village and the Manager be
directed to notify the petitioner by letter.

~ was further noted that the Judiciary Committee, also assigned
to consider this matter, voted 3-0 to deny the request of
Affiliated Realty Services.
The following information was~ referred to the Pablic Works Storm Sewer
Committee on JUne ?~ 1966: "Consoer, Townsend & Assoc. report Survey
they cam get comprehensive storm sewer survey of the Village
for approximately $12~O00. The time to Complete the sur~ey
would be about 9 months."
Attorney Robert Noore stated that "~t was legally possible to
spend the necessary money to make the survey,, despite the fact
that the Metropolitan Sanitary District of Greater Chicago
owned the largest portion of our present sewer system. However,
t~e two committee members present believed .that the. Sanitary
District should pay their proportionate share of the cost. The
Public Works Committee recommends that the Village Manager be
directed to write to the Sanitarx District asking for their
cooperation. Further, it is known that the Sanitary District has
under _way extensive planning for the area. The Committee would
also like to have Consoer, Townsen~d give the Board the objective
of the survey. Trustee Ekren, seconded by Trustee Colfer, moved
the Village Manager be directed to write to the Sanitary District.

The Village Engineer recommends that the low bid of All~ed Mslntenance
Asphalt Paving Co. of $h?,029.35 be accepted for the maintenance Bids
and the low bid of J.. J. Tumpeer, Inc, of $~,562.~O be ~ccepted
for supplying tar for tarring the streets.
The bid deposit for °the two low bidders in each ofo the f~ore-
going proposals should be retained until the contracts are
signed. The balance of the bid deposits should be returned to
the bidders.
Trustee Ekren seconded by Trustee Colfer, moved to accept the
Village Engineer's r~ecommendation for purchase of materials.

Report from Vt1 ] age Engineer on Kaplan and Braun' s ~Forest View
Subdivision stated Metropolitan Sauitary District has requested Forest View
inStallation of a retention basin as originally s~b~Ltted in subdivision
their application for a sanitary pgrmit. It was agreed to put retention
the retention pond on ~ot #33, which is the second lot south of basin
Rusty Drive on Carol Lane. The basin will be approximately
28 ft. wide and 100 ft. long and 6 ft. deep. The sides of the
pond will have a 2 on 1 slope. This will make it possible for
Public Works Departm~lt to mow th9 grass and maintain the basin.
A ~ ft. chain link fence will be built around the pond with a
gate opening to Carol Aane. The pond will be set back 30 ft.
from the front property line on Carol Lane. The storm sewers
eex-~Ici~g the pond .will enter from the rear and ~1] be placed
within the utility easement. By placing the retention pond
between two lots they can be screened along Carol Lane, making
the pond less accessible to children who may try to climb the
fences. Mr. Braun also agreed to plant bushes in front of the
retention basin to act as a screen. The Village Engineer reported

Braun will then dedic~te~the land on which this retention
basin wtW1 be built. He recommended the Board approve
Kaplan and Braun's proposed retention basin so that they may
proceed with the development.

be given subject to receipt of executed warranty deed for
parcel shown on exhibit presented~ and also that the matter
be referred to Judiciary Committee, and subject to approval of
the Sanitary District.
