President Congreve called the meeting to order at 8:10 P.M. Call to Order

This special meeting was called for the purpose of discussing Hatlen Hts.

The Village Manager. Village Engineer and Director of Public
Works had been requested to present reports regarding relief of
the flooding problems.
Mr. Hemmeter gave a detailed report and Outlined proposed develop-
ment as follows:
Step l. The construction of the 30" storm sewer at the corner
of Lincoln Street and Meier Road. A profile of the
drainage from Lincoln Street and Meier Road to Weller
Creek showed that any water flowing through the storm
sewers and ditches will not reach the ground surface
until it crosses Busse Road and flows over the property
between Busse Road and Weller Creek.
Step 2. Water collects at the intersections of Grindle Drive.
Audrey Lane and Hatlen Avenue and at Audrey Court every
time it rains. Several dry wells were constructed at
~"~ the intersections but they do not function. Inlets and
storm sewers should be installed to drain these intersections.
Step 3. Storm drainage should be provided When Lincoln Street is
improved with curb and gutter. Inlets will be needed at
the intersections of Beverly Lane, Crestwood Lane and
Lincoln Street; also, mid~ay between Crestwood Lane and
Hatlen Avenue on Lincoln Street. These drains should be
connected with the existing storm sewer on Hatlen Avenue.
Step 4. A 48" add 54" tile should be placed in the ditch along
the Kirchhoff farm.
Step 5. The Hatlen H eights storm sewer System should be connected
to Weller Creek with a 60" storm sewer.
At present, storm water is being held up on its flow to Weller Creek
as it runs overland east of Busse Road. The ditch along the Kirchhoff
farm also acts as a retention basin. (Steps 4 and 5 should not be
installed until such time as Weller Creek is fully improved anB
it is able to take an increased flow of water.)
The following is the estimated cost for the improvements:

The improvement~ proposed in Step 4 and Step 5 will be necessary
when the Kirchhoff farm and the property east of Busse Road is
developed. (It was mentioned dUring the Board Meeting that plans
for development of the property are already on the drawing board.)

Hatlen Heights Since Steps 4 and 5 will also benefit Arlington Heights and the
Storm Water developers, the Village Engineer stated they should also patti-

The improvements of Steps 4 and 5 will speed up the flow of the
storm water to Waller Creek and therefore should not be made until
Waller Creek has been improved. At present~ the storm water
run-off is being retained in the ditch and on the property east of
Busse Road before it discharges into Waller Cpeek.
FUTURE DEVELOPMENT WEST OF MEIER ROAD~
'The proposed storm sewers as presented above have not been sized
to take any of the storm water that may result from future develop-
ments west of Meier Road. It will be up to the developer of the
property to provide any storm sewers that may be required.
30" Sewer contract RECOMMENDATIONS:
to-V. DiVlto The Village Engineer recommended that the 30" sewer proposed in
Step 1 be installed at this time to relieve the flooding that
occurs at the corner of'Lincoln Street and Meier Road. Vincent
DiVito had the low bid of $35,877.50 a~d should be awarded the
contract.
The improvements under Step 2 are not urgent at this time; however,
they should be kgpt in mind for the future.
The Public Works Director gave his ~9gress report on the location
of the drainage tile in Hatlen Heights. Following is a resume:
Public Works has located the 15" drainage tile from the intersection
of Lincoln and Meier to a point just north of the intersection of
Bonita on Audrey. Two basins have been constructed on this section
by the department. An existing drainage district basin was located
in front of 1810 Bonita near the house.
There is another existing basin located in a private subdivision
East of Busse Road and North of Lincoln, ~n the center of the rear
property line of the third lot east if Busse.
The 15" tile from the basin in front of 1810 Bonita t~ward Waller
Creek apparently was blocked.
A basin has now been constructed on the 15" drainage tile at the
intersection of Hatlen and Bonita. Public Works intends to cross-
connect this basin with the basin connected to the existing 30¥
sto~ sewer. It is planned to use an 8" tile for the cross- ~
connection at a depth~of approximately 30".
Further, the 1400 feet of open drainage ditch was recently cleaned
out and the elevation changed so that the storm wate~ should drain
from a point at the real of the well site east to the concrete
headwall. At two points in this ditch tiles were Uncovered and
cleaned out.
There are two more locations where the Director of Public Works
plans on exposing the 15" tile and construciing basins. One is
at the intersection of Civic and Bonita and the other is on the
East side of Busse Road between Bonita and the Blackhawk sub-
division.
The Village Manager report stated the solution to the drainage
problem involve~ engineering, finances and policy. The problem
can be solved engineeringwise. Limited money could be made
available should the Village wish to alter its budget at mid-year.
However, the Village Manager recommended that if the storm sewer
is constructed it be built through a special assessment to those
who will benefit. If this is not feasible, then it is recommended
the Village protect the homes most endangered by flooding by
providing an area t~ w~¢~ water cab be diverted temporarily until
the existing drainage system can carry it off. This would be a

hirty-five by six hundred foot swale, scooped out of the dedicated Hatlen
right of way north of the Meier and Lincoln Road intersection, at Heights

Following these reports citizens were invited to participate in
the discussion. Mr. Hemmeter was asked if Step ~1 would have
adverse effeots on any residents in Hatlen Heights. He replied in
the negative. He was then asked if this would get the water into
the Creek any faster. He stated it would but the additional water
in Weller Creek would be small in comparison to the regular flow.
Mr. Ohnen, 717 S. Louis stated nothing should be dumped into the
creek.
Mr. Stein, 176 S. Louis felt the creek could not handle any more
water.
Mr. Steer, 632 S. Edward mentioner the heavy rain of July 27 and
objected to more water in Weller Creek.
Mr. Bill Flood, 1910 Bonita, suggested as the Crumley property
developed a choke could be constructed.
Mr. J. Falcone, 220 Audrey, reported that during the flooding, his
house had been sandbagged, and that raw sewage was entering his
basement.
Mr. John Graveeg, 628 S. Edward stated he had $1,500 in damages
because of 31" of water in his basement, and suggested widening
of the creek.
Mr. Stanley G. Poznan, 309 E. Berkshire, declared this is a health
problem because of raw sewage and suggested it is a problem to be
directed to the State of Illinois.
Trustee Bruhl stated Weller Creek must be underground as a sewer
and felt the Board should go to the State to try to have it
declared such. He further suggested State aid.
Trustee Teichert felt this would not be feasible inasmuch as the
sewer pipe would have to be big as the Creek.
Mr. Fred Henderson, 2012 Lincoln, stated the foundation of his
home could not take any more strain.
Mr. John Jenkins, 211 Audrey Lane stated some provision should be
made to prevent water from coming into the are.
Mr. Robert Schmid, 2010 W. Lincoln, statedt~he water goes under-
ground at Hatlen and Bonita and there is no increase of water going
into the 30" sewer. He felt a 15" drain tile would eliminate the
problem, and the difficulty is caused by the work done by the
Township on Meier Road.
Mr. C. Ombrey, 613 S. Emerson, asked why the railroad choked the
creek and interrupted the natural drainage further toward Des
Plaines. Mr. Hemmeter replied this was an engineering problem.
Mr. Flood, who had addressed the Board previously, stated there
was a definite water shed in the middle of Meier Raad, from
Lincoln to Golf.
Trustee Teichert stated steps should be taken to de~ermine Township
responsibility.
It was suggested the Village determine whether or not the work
done by Public Works would alleviate the flooding problem, and if
it still exists, pool the water in Meier Road from Lincoln to
Central as the Manager suggested.

Storm Water
Drainage Trustee Grittani questioned whether or not there might be some',wsy
to put pressure on the railroad to encourage them to proceed
immediately with engineering work.
Trustee Teiohert~ seconded by Trustee Bergen, moved the Village
Engineer prepare engineering estimates and other steps necessary
to grade and put in a retention basin ix the dedicated portion
within the corporate limits of Mount Prospect on Meier north of
Lincoln and south of Central.
Upon roll call: Ayes: Trustees Bergen Bruhl Colfer, Ekren
Grittani Teichert
Motion carried.
Trustee Grittani, seconded by Trustee Bruhl, moved the Public
Health and Safety Committee be charged with the responsibility of
meeting with the State and the Railroad to commence with a railroad
overpass and engineering immediatelyl

Motion carried.
Trustee Colfer suggested the Manager be directed to ,work on these
specific items and to give a continuing,report at each of the
following meetings:
1. 15" drain tile
2. Township recourse, if any, including pipe
3. Whether or not Township would be willing to part,icipate
on a swale or whether the Village can legally force
them zo do so.

Trustee Colfer, seconded by Trustee Bergen, moved the meeting be
