Trustee Bergen read the followin~ letter from Jacob and Helen Ketlen: July 15, 1965 President and Board of Trustees Gentlemen: Re: Zoning .C~se #65-6 Kellen We have been advised that the Zoning Board of Appeals 65-6 of the Village of Mount Prospect has recommended that a vaTia- tion of the tel~ms and conditions of the Mount Prospect Zonin~ Ordinance be g~anted ~o permit the use of our property at the northeast co~ner of Golf Road and William Street, hereinafter described, for a wholesale and retail g~eenhouse business and a garden supply business. We a~e p~esently conducting such busi- nesses on our said pmope~ty as legal nonconforming uses, and we have sought a variation so that out uses will be permitted uses and so that we can construct a new building to use in con- nection with the conduct of ou~ businesses. We understand and have agreed that if an ordinance g~anting the variation that we have reguested is adopted by the President and Board of Trustees of the Village of Mount Prospect~ that the g~anting and adoption of that variation is not to be construed as a decision by the Board that a reclassification of out property tb any of the business districts would he appropriate, desirable, or in the best intePest of the public. Louis St. Date of Committee Meeting: July 14, 1965 1-way Members Present: Robert D. Teichert Joseph J. Grittani Parker Ekren July 20, 1965 96 Comments: Louis Street between Thayer and Rand is only a half street (eastern half not'dedicated) and will not Louis St. accommodate 2-way traffic with adequate safety. A 1-way previous recommendation by this Committee to make Louis Street at this point 1-way in a northerly direction was objected to by residents of that block. who find it inconvenient and dangerous to exit from their area only by way of Rand Road. We can obtain substantially a 1-way result and accommodate these residents by merely posting "Do Not Enter" signs, on Louis. St, at' Rand Road. Recommendation: The Fire & Police Committee recommends (3-0) Louis St. that Louis Street between Thayer and Rand Road remain Do not enter 2-way hut that "DO NOT ENTER" signs be maintained on Rand Road " Louis St. at Rand Road. Trustee Teichert ~ead the following report: Shabonee Re: Shabonee 1-way easterly between Emerson and Maplej Maple 1-way 1-way north between Shabonnee and Lincoln. The circumstances which made this l~way movement of traffic past Change Maple the westerly portion of Lions Park useful have, in the most part, to 2-way been remedied. Maple, north of Lincoln, has been improved. Lincoln, east of Maple, hasbeen improved. The streets involved can properly accommodate 2-way traffic and should be safe so long as parking is properly restricted. Recommendation: The Fire & Police Committee recommends (3-0) that Shabonee between Emerson and Maple be 2-way, posted for "NO Recommend ~e PARKING", and a stopsi~n installed at the northeast co~ne~ of various Shabonee and Emerson making that intersection a ~-way stop. That s~Peets Maple between Shabonee and Lincoln be 2-way, posted for "NO PARKING" on the east side. Stop signs installed on the northwest and south- east corners of Maple and Lincoln whereby north and south bound traffice on. Maple must stop before entering on or crossing Lincoln. It is also the ~ecommendation of this committee that Maple between Shabonee and Moehling Drive (dedicated but. not improved) be improved whenever funds therefor are available. Tmustee Teicher%, seconded by T~ustee B~hl, moved as shown in above recommendation, but deleting the portion regarding Maple between Shabonee and Moehtin~ Driv~ making the motion read as.follows: "That the Attorney be directed to prepare necessary ordinance for addition to municipal code as follows: Make Shabonee between Emerson and Maple a 2-way street (it is now 1-way), and post for NO PARKING; install stop sign at the northeast corner of Shabonee and Emerson, making that intersection a ~-way stop. Make Maple between Shabonee and Lincoln 2-way (now 1-way) posted for NO PARKIN~ on the East side; install stop signs on the northwest and southeast corners of Maple and Lincoln whereby north.and south bound t~affic on'Maple must stop before entering on or crossin~ Lincoln." Trustee Teicher~ read the following report: Re: Diagonal parking on Emerson he,ween, Northwest Highway and Diagonal parking Central. Emerson The need for increased parking space in the downtown business area could, to some e~tent, he satisfied hy changing parallel park- ing to diagonal parking on certain portions of Emerson Street. Emerson is wide enough to accommodate2-way traffic even if one side of the Street were marked for diagonal parking, provided al- lowance is made for the. traffic flow at the areas'adjacent the Mount Prospec~ State Bank, the Library, and the entrance of Central School. Recommendation: The Fire & Police Com~nittee recommends (3-0) that the east side of Emerson from Van Drool s driveway, north to--the fire plug~ be striped for diagonal parking; and that the west side of Emerson from the entrance of Cen~Lral School, south to the park- ing lot driveway north of the Library, be Striped for diagonal parking; and that al'l other parking now permitted in this area of Emerson remain as it now is. Trustee Teichert, seconded by Trustee Grittani, moved to concur in the recommendation of the Fire & Police Committee as shown above, and that the ~Attorney~.be directed to draw up ordt- nances effecting this change. Discussion ensued, during whio~ Trustee Teichert read ~he following letter from former Trustee George R. Busse: Trustee Robert~Teichert, Chairman Police&Fire Committee Dear Sir; Re: Emerson Street diagonal parking. The Board of Directors of.Mount~ProsDect Chamber of 'Com- merce has directed me to recommend to your committee that the diagomal parking in f~ont of:Kruse's Tavern amd U~n~Driel's~ Drug Store remain as is and not'be changed to parallel parking~ From properties purchased and improved for parking, it is our estimate that each parkingspace inMount Prospect is worth approximately $2500-$3000 each. Therefore, it is our opinion that everything should be done to increase parking availability on the non-major streets rather than decrease it. Emerson~Street with its extra width is quite adaptable to diagonal parking. Your consideration in this matter will be greatly ap- preciated by the Chamber of Commerce. Busse, President Police Chief Whittenherg stated that he saw no objection to the diagonal parking at Van Driel's, as it slowed traffic at that point, and there.werenever any accidents there. July 20, 1965 Trustee Teichert read the following report: 2-hr, parking Re: Two-hour parking limit in downtown business district. This item has been in committee for an indeterminate period, apparently for general review~ There were, no proponents for increasing or decreasing the present downtown parking limits. Residents and merchants present~ at the meeting.spoke in' favor of maintaining present hourly limits with continued strict enforcement hy the police. Recommendation: The Fire g Police 'Committee recommends .(3-0) that no change bemade~at this zime Df the hourty parking limits now established in the downtown business district. There was no, discussion on the above, matter. Stricken from Fire and-Police Committee iist~ Trustee Teichert read the following report: Re: Expansion of. Police Department facilities. Police Dept. Police facilities are inadequate duetolack of space for the facilities Police Department operations. There is useable space available in the Village Hall.and Public Works Building. Many plans were reviewed, including extensive remodeling and additions to the Village Hall. The criteria is to get the additional space as fast as possible and, at the minimum expense. Recommmndation: The Fire & Police Committeeerecommends (3-0) the following: .... Change of 1. The Village Engineer to move from the 'Vil~lage. Hall to the Village offices Public Works Bldg. and occupy offices on the secondfloor front. 2. The offices of the Village Clerk-and the. Building'Dept. to be located in the area now used as a meeting-recreational room at the Northwest corner of the second floor at the Village Hall. 3. The Village President to move his offices to those presently occupied by the Building Department. 4. The Chief of Police, three Lieutenants~and Judge's~offiees to be provided.for in the area now occupied by,the Village Presi- dent and the Village Clerk (Switchboard to remain as is). 5. The Fire Chief to establish his office at Fire Station #2. 5. The Police Locker Room to be maintained in the spaeenow used as the offices of the Fire Chief. 7. A door to be provided in the east wall at the foot of the front stairs. 8. The south wall of the Village Hall lobby to be opened with a full counter and the Police Communications Area to be located behind the counter. 9. The temporary partitions defining the present Lieutenants' offices and the Communications ~rea to be removed to provide a Squad Room or openarea~ It is estimated that this relocation of offices and expansion of Pol~:e facilities would cost approximately $3000 and such amount is included.in the proposed~budget. Refund of elec & plumbing fees Due to a labor dispute hetween some of the building trades unions and DiMucci Home Builders, several companies have discontinued work on these projects and have requested return.of thei~ permit fees. Other contractors have taken over the work and paid the necessary permit fees~ T~e electrical commission has recommended that the electrical permit fees be returned less twenty per cent for processing and inspection work performed. This stree~ was constructed prior to the annexation of Elk Ridge Villa to Mount Prospect. Trustee Bergen gave second reading of ordinance amending Sec. ~3.306 increasing water rates. There was no second to this On increase of motion.
