HELD JULY 6, 1965
President Congreve called the meeting to order at
9:00 P.M. with the following members present:

The members of the Board discussed drainage of area
in the 900 block of South Edward Stneet; a committee meeting
with Mr. Barney Hoffman, developer, indicated that he might Drainage

Trustee' Bergen read the following Judiciary Committee Report:
Subject: Zoning Case 65-6, heard March 26, 1965.
Petitioner: Jacob and Helen Kellen 65-6
65-6 Location of Property: Northeast corner of Golf Rd. and William
Keller St., Page 29-S of the Zoning Map.
Golf Rd. & William Petitioner's Request: To construc:t new building to house his
present garden supply business.
Present Zoning: R-i, with non-conforming use, due to recent
involuntary annexation.
Zoning Board of ~.~als. Regommendation:
The Zoning Board voted 5-1 to allow petitioner to con-
struct planned building (approximately 35' x 105') provided:
1. That. building be completed one year from date
of variation grant.
2. That building be located at least 100' back
from north edge of Golf Road.
3. That there be compliance at such time in
meeting the 25% parking area for business
classification requirements, as well as
compliance with area, setback or bulk re-
quirements which may be required under R-1
zoning classification.
Judiciary Committee Recommendation:
The Committee unanimohSly recommends concurrence with
the. Zoning Board and in addition the'Village Attorney is to pre-
pare an agreement with the petitioner that the granting of such
variation will not be used against the Village in the future in --
the event the petitioner would want to sell the land as
zoned property.
Trustee Bergen, seconded by Trustee Colfer, moved that the Vil-
lage Attorney be directed to prepare the necessary ordinance for
the granting of variation, and that in addition the Village
Attorney meet with Mr. Keller and his attorney to agree as to
restrictions necessary to preclude this variation being used as
a wedge against the' R-~ zoning district.

report:

Judiciary Committee Recommendation:
Based on the Village T~easurer's feasibility report
of June 29, 1965, the Committee recommends (3-0) that said land
be annexed to the Village and~ that the Village Attorney be di-
rected to prepare the required ordinances.
Trustee Bergen, seconded by Trustee Colfer, moved that
the Village Attorney be directed to prepare the required annexa-
tion ordinance.

Trustee Bergen ~ead the following report in regard to above
submitted by James C. King, Finance Director.
RE: LINNEMANN'S ANNEXATION
The Village's total expenditures for the year ended
April 30, 1965 were as follows:

Based upon an estimated $0,000 population, it costs $41.00 per
capita to furnish the Village services with the exception of
wa~er and sewer.
Examinationof 5innemann's request for annexation
shows he intends to build fifteen homes. The Real Estate Tan
calculation for these hc~es is based upon each having an equal-
ized assessed valuation of $15,000.00 for tax purposes. The
total assessed valuation of 18 homes x $15,000.00 assessed
valuation for each would produce a. total assessed valuation of
$225,000. $225,000 assessed valuation x the Village tax rated
of .5280 will produce $1,188.00 in Real Estate Taxes for the
Village.
Using ~he 1960 census which showed an average of
3.87 persons per home in Mount Prospect multiplied by 15 homes
would give us a ~otal of 58 people occupying these homes.
Taking the cost per capita and multiplying by the 58 persons
gives us a total cost of $2,378.00 to service these homes.
The cost of $2878.00 less the estimate amount to be
received in taxes of $1188.00, leaves a deficit of $1190.00 for
the area from real estate ta~es. When the average sales tax
per person of $13.60 x 58 - $789.00 is considered this leaves a
deficit of S401.00.

After the above analysis, it is my belief that this
annexation would produce a small deficit to the Village.
This is not unusual because, without the commercial
and industrial taxes~ no community in!llinois could be self
supporting. __

President Congreve granted permission to strike the

President Congrev~ read the following memo from
Manager Appleby:
On June 1 the Boand adopted resolution 16-65 designating Ken-
Res. 16-65 ilworth Avenue between Henry Street and Prospect Avenue, and
Kenilworth~ Prospec~rOSpeCt Avenue between Kenilworth Avenue and Waverly Avenue
Waverly under MFT arterial streets under MFT law. It al~o passed resolution
17-65 to improve Kenilworth Avenue f~om Central Road to Thayer
Street and set an appropriation therefor. The State declined
to approve these resolutions for reasons set forth in the let-
ter of June 18, copies of which letter are enclosed.~
I have asked Consoer, Townsend to prepare a resolution to do
the work as a non-arterial street and to correct the appropria- --~
tion to include engineering.

I am returning herewith, without action, two copies each of
an Arterial Street Designation Resolution and an Improvement
Resolution, designated Section 22-CS, which were submitted with
Letter re above your;!etter of June 7, 1965.

This office cannot take favorable action on the A~terial Street
Designation Resolution, inasmuch as Kenilworth Avenue does not
meet the requirements for an arterial stree~ designation. It is
only a half width street from Central Ave. to Thayer Ave. and
dead-ends north of Thayer Avenue.
It is our recommendation that the proposed work under Sec. 22-C$
be done as a non-arterial street improvement~ sinQ~ the Village
in accordance with the MFT allotments may expend approximately
$75~000 for that purpose.
If you are in agreement with our recommendation~ please revise
the improvement resolution and resubmit it to this office for
processing. --

The following memo was read:

Subjec=: Lowering Pump at Well #~ -
Date: July 2~ 1965
The water pumping level in the Village has dropped approxi-
mately 100 ft. this year to about 690 ft. The pumps a~
Wells 3, 5 and 8 are set at 800 ft. and a~ Wells 6 and 7 at
850 ft. and we foresee no problem with them. The pump at
Well ~4, however, is set at 700 ft. and at one time the Lowering
water level dropped to 698 feet. This is too close to the pump We~l #4
pump and it was throttled down and production cut from 630 gpm
ro 580 gpm.
The pump should be lowered 100 ft. to an 800 ft. setting.
This will provide enough water over the pump to avoid breaking
suction.
The lowering should be done as quickly as possible so the best
efficiency of the well will be available for any more hot~ dry
spells during which water demand is at its peak. ~ copy of
J. P. Miller Artesian Well Company's proposal is attached.
The estimated total for the work is $4,000.

that the pump at Well #4 be lowered 100 ft. authorizing J. P.
Miller Artesian Well Company to do the work.

On June 25th trouble was experienced with the Porter (Hatlen H~.)
Fisher Chlorinator at Well #8. We were unable to get the Com-
pany's representative here until the morning of June 29th. At
this time he told Mr. Creamer it would cost between two and
three hundred dollars to repair the chlorinator. This is the
only chlorinator of this make in our system - all the others
have been replaced with Capitol chlorinators, which cos~ $600
new,

Because of the emergency nature of getting this
Chlorinator piece of equipment into operation, we contacted President
Well #8 contd. Congreve and he concurred with our thinking that we would
be better off to buy a new chlorinator rather than repair
the old one. We have had no trouble with the Capitol
equipment in the approximately two years it has been used.
If trouble should arise, the repair service is excellent
and the entire unit can he taken out, replaced with another
unit and the faulty one sent in for rebuilding. The Capitol
chl(r~inator was ordered.
The action taken, since it involves more than $500,
should be confirmed by the Village Board a~ the next meeting.

Explanation was given from memo by Manager that
Badger Meter Company wilt increase their prices as of July t6th$
other meter companies are doing this also. Badger has offered
meter price in- contract to supply meters for the next year as needed, at the
crease one price, beginning July 15th.

accept contract for one year with Badger Meter Company to put-
contract Bddger chase meters as needed at prices listed therein.

Mr, John Brooke addressed the Board, showing
architectural rendering of propgsed motel to be erected on
Kensington across from Randhurst, explaining that he would
Holiday Inn operate a Holiday Inn as a franchise, petition for variation
in building height is now before the Zoning Board (Case 65-15).
M~. Brooke requested some indication from the Board of Trustees
and the Liquor Commissioner as to the possibility of his ob-
taining a license =o serve alcoholic beverages in the ~estaumant~
bar and motel rooms. The subje9t was discussed at some length
by the Board members.
Trustee Teichert, seconded by Trustee Bruhl, moved to direct the
Liquor Village Attorney to. draft ordinance creating a license classifi-
cation similar to Class B, including room service in hotels,
motels and inns.

Trustee Bmuhl asked for clarification of his duties
as Chairman of Health & Safety Committee; it was the consensus
Health & Safety of the Board that the problems would seek the committee, among
Comm. them Weller Creek~ public health nurse, and abatement of pub-
lic nuisances; Tn~stee Teichert stated he would be willing to
work with T~ustee B~uhl on the traffic safety. Trustee Bruhl
set July 15th as the date of the first meeting of this com-

The Board called for a short special session on the
following Tuesday, July 15, 8:00 P.M., to be followed by a Special Session
meeting with Tech Search re Village Plan.
