Board of Appeals recommendation: Vote of ~-0 to deny request
on hearing held on July 27, 1962. No formal recommendation was

was reached with the Village; however, petitioner has not per-
formed under the agreement.

This ordinance was presented to the Village Board on Feb. 9, 1965;
however, was deferred for 30 days at the request of the residents
in the area.

Trustee Bergen gave the first reading of the above ordinance.
Trustee Bergen gave the first reading of an ordi-
nance amending Chap. 13 of the Village Code, which deletes
the last paragraph creating "Class F Liquor License" and its Class F Liquor
issuance and deletes the closing time for hats in planned
recreational open space.
Trustee Bergen read the following report from the
Judiciary Committee:

Trustee Bergen read the following repomt f~om the
Judiciary Committee: Old Orchard
Re:01d Orchard Country Club Pre-Annexation A~reement (Res. 27-6q,
passed Dec. 8, 196q).
The Committee unanimously recommends that the Village Clerk be
directed'to notify the Chicago Title and Trust Co., Chicago, and
the beneficiaries of Land Trust 37533 that, on advice of Counsel,
the Village Board disavows the Pre- Annexation Agreement between Pre Annex
the Village of Mount Prospect and the Chicago Title ~ Trust Co. Agreement
as Trustee for Land Trust 37533:and considers said Pre-Annexation
Agreement invalid and not binding on the Village.
Trustee Bergen, seconded by Trustee Orittani, moved that ~he Vil-
lage Clerk be directed to notify the parties cited in the above
recommendation of this action of the Village Board.
Discussion ensued; Trustee Teichert called for the questdon, and

It is the recommendation of the Fi~ance Committee that this

the matter and set the fees for licenses.

The Finance Committee recommends that the Village continue the
lease purchase program as originally planned. The balances to
be paid on the three items in question are:

Rather than pay the balances totaliing $19,506.20, it would be
advisable to continue the installment plan payments at this time.

Trustee Teichert read the following Finance Committee
report:
Re: AdvertisSng for bids on police cars at scheduled times.
Our police cars have a use expectancy of about 60,000 miles, at
which time they are ~eplaced. This is an experience factor
which, in itself, normally dictates the time for purchasing a
new police oa~.
Each police car logs about 5000 miles per month, and this ex-
cessive and continual use results in a rapid deterioration rate.
This is a factor which makes it deslrahle to avoid undue delay
in advertising for bids and making the purchase.
Our police csms are utilized in a manner designed to distribute
total monthly mileage equally among all oars but this is not
always readily ~ac¢omplished since we cannot control all circum-
stances and conditions which keepa cam in service or contri-
bute To its depz~eci&tidn;. Also, the bidders have periods of
time when they cannot make prompt delivery. These are factors
which require our anticipating our needs and soliciting bids
at the proper time.
The Police Committee recommends that the Village Manager be
authorized on a contiDuingbasis and until other wise directed
~.~ by this Board, to advertise for bids for the purchase of a
~ ' police car to replace any police car thathas loggedaPproximately
~ ~ 50~000 miles.
Trustee Teichert, seconded by T~ustee GritTani, moved as follows:
That the Village Manager be authorized~ on a ¢~ntinuing basis and
until otherwise directed by this Board, to advertise for bids for
the purchase of a police car to ~eplace any police car that has

Louis Street from Rand Road to Thayer STreet is only Louis St.

half dedicated. It was a one-way street with t~affic moving
north only in the County. Now that it has been annexed to
Louis St,. the Village, the Code should be amended to include this as a
one-way st-~eet or the signs should be removed. Chief
Whittenberg's recommendation is that the one-way street should
be continued and our code amended acoordingly.
P~esident Congreve directed the Village Attorney to prepare
the proper ordinance, to be then refer~ed over~,to the Police
Committee for their recommendation.

Traffic Signals Re: T~affic Signals - Main and Central
Main g Central
The Central Road improvements by the County are going to require
the relocation of the existing traffic signals at Main Street.
The plans for these improvements are now in Mr. Wildeson's of-
lice for the State Highway Department's approval. Since the
traffic signals must be moved, Mr. Wildesom feels that the Vil-
lage shOUld upgrade the signals wheh~Centrat Road is improved
so that they confor~ with the State's Manual of Unifor9% Traffic
Control Devices. Mr. Wildeson wants to know what the Village
proposes to do with these signals before he approves the
CoQnty's plans.
I talked with Mr. Engler of C. T. & A. and he estimates that it
may cost between $10,000 and $15,000 to update the present
signals, (We cannot put left turn arrows at Main and Central
because Central if not wide enough for a left ~urn lane).
I feel that this is a good time to up-grade these signals since
the State is going to r~quire that all signals must conform to
the State's Manual within the next couple of years.

The Central Road signal problem was referred to Engineer Hem~neter.
P~esident Congreve-read the following memo from Village
Manager Appleby:
2-hr. park Maple Re: 2-hr. Parking on Maple
It appears from a complaint form that at least one car is parking
all day on Lincoln Avenue between Maple andSchool. This could
be adjoining our parking lot. Police suggest extending 2-hr.
parking limit to this block~ and I agree.
The above matter was referredto the police Co~nittee.
Trustee Colfer reported f~om the Water Committee
garding the meeting with the firm of Greeley & Mansen. Trustee
Greeley & Hansen Colfert seconded by T~ustee Bergen, moved that the Board suspend
contract with the firm of Greeley & Hansen until such time as we
can agree on the content of their contract~ this is an open-end
contract and can be suspended for a period of time and/or changed.
