until 8:00 P.M. of April 6th.

Citizens Utility Trustee Bruhl read the following letter from the
Bluett~Water engineering firm of Greeley g Hansen:
February 15, 1965
Dear Mr. Schlaver: Subject: Citizens Utility Co.
Bluett Water Co.
Mr. Edward C. Hofe~t, by telephone, requested that
we comment on the proposed purchase price of $76,175 for the
Citizens-Bluett Water System. The information submitted to
us by Mr. King included the following:
a. Memorandum from Mr. James C. King to the ~--~
President and Board of T~ustees which
analyzes the economic feasibility of the
purchase of the Citizens-Bluett Company.
b. Letter from Mr. Ishier Jacobson to Mrs.
Phyllis A. Gardner dated February 1, 1965,
acknoWledging and accepting the offer,
dated January 29, 1965, of $76,175 for the
Bluett water system.
Although the proposed purchase price is in excess
of the appraised value of the sysSem~ the analysis of the
economic feasibility made by Mr. King indicates that the sys-
tem could be amortized from revenugs produced from the system
in less than eleven years. On this basis the proposed pur-
chase price appears to be.reas~onable.

his ordinance regulates the percentage of homes to be
bull1 alike in one block.
Trustee Bergen, seconded by T~ustee Casterline, Building
moved that the Village Attorney he directed to prepare an
ordinance change forChapter III Paragmph 18 as follows:
"The Superintendent of Buildings shall accep~ or reject
applications for permits for single family residences
within fifteen (15) days of the filing of the application
when not more than ten (10) applications are filed by any
one builder in any one week period. If any builder files
more than ten (10) applications ~in any one week period,
an additional seven days may he required for each group
of five applications or less. New applications for permits
will not be processed until applications previously sub-
mitted are either ~ccepted or rejected.
"Other types of construction, such as multi-family, com-
mercial, industrial or religious buildings may require a
longer period of time to process, depending on the size and
complexity of the proposed s~ructure, hut in no event longer
than days. '
"In the event of refusing to issue a permit, th~ Superinten-
dent of BuiLding shall give the applicant the reason for
such refusal with recommendations of changes to be made."

Motion carried.
Manager Appleby commanded the Street Department Street
on their quick clean-up of the recent heavy snowfall. He
also stated that interconnection agreement between the Vil-
lage and Citizens Utility was about ready except for request
on their part of slight wo~d changes for clarification.
Trustee Phillips, seconded by Trustee Busse, moved Zoning - Case
to authorize the Zoning Board to hold hearing for suitable 65-6 - Keller
zoning upon petition for annexation by Jacob Keller of his
property at Golf and Louis. This motion carried by acclama-
tion. This hearing will be held March 26 under Case No. 65-6.

Dear Mr. ~ayor:
At the request of the respective Presiding Judges,
there has been included in the County Budget an amount to
cover (at least in some measure) the Janitor services obtained
and paid for by your community as a result of the Court ses-
sions in your facility. It has been my obligation to allocate
rather meager amounts to the best of our ability. Obviously,
these amounts are not, and cannot be treated as rent, but
rather they are a reimbursement for Janitor services with
which your community has been burdened as a result of the Court
operation. In your particular instance I have requested the

County Comptroller to make a mQnthly payment to your
community in the amount of $40.00 and have requested
that the check be mailed to Mr. J~mes C. King, T~easurer-
Collector.
The amount indicated does not measure the high
degree of cooperation which you have rendered to the
Circuit Cou~t. The public-spirited attitude of yourself
and your Village council has made it possible for this
Court to function in a manner far exceeding our fondest
expectations.

Deal~ Mayor Schlaver:
The Circuit Court of' Cook CoUnty has recently
celebrated its first anniversary. This first year has
demonstrated the capacity of our Judicial System to become
a model for the rest of the nation. Needless to say, the
system has been a success.
Much of the credit for the success of our court
in its first year is due to the wonderful cooperation that
we have received from you and the people of Mount Prospect.
Your generosity in providing court facilities and
personnel, and the great personal sacrifices that you have
made towards the improvement of the quality of justice in
you~ community are indeed a tribute to your office.
I extend my sincere thanks to you and convey what
must be the gratitude of all of ~he people in Cook County
who benefit from the improvement of the administration of '
justice.

A RESOLUTION HONORING DR. LOUISE KOESTER
IT IS HEREBY RESOLVED BY THE VILLAGE BOARD OF
THE VILLAGE OF MOUNT PROSPECT in regulation session March 2,
1965 that:
WHEREAS, the practice of medicine is a most honor-
able profession, dealing with the health and well-being of
rich and poor, young and old, and
WHEREAS, D~. Louise Koester became the first woman
physician in the Northwest suburbs when she stamted the prac-
tice of medicine 39 year~ ago in Mount Prospect, at a time
when the Village had but 450 residents, practi%~ioners were
few, and
WHEREAS, she continued he~ trmactice, serving men
and women and children despite all adversities of transporta-
tion, communication and lack of hospitals, doing with dili-
gence and cheerfulness in good weather and bad, and
WHEREAS, her patienZs have applauded her medical
skill and her consideration for their ills, and
WHEREAS, the Mount Prospect Business and Professional
Women's Club is fittingly honoring Dr. Louise Koester by pre-
senting her with the "Woman of Achievement Award" on March 7,
1965,
WE THEREFORE, THE VILLAGE BOARD OF MOUNT PROSPECT do
hereby present this resolution of civic appreciation and com-
mendation to its good servant of mankind, and order tha~ this
resolution be apread upon the official records of the Village.

Attorney Hofert reported that the Reese case (See Court cases
zoning appeal #64-26) was given a partial hearing and will be (Reese)
continued again on March 25th.
Mr. Wm. Mo~t, Chairman of D.A.M.P., spoke to the D.A.M.P.
Board~ asking thei~ decision regarding bringing of Lake Michigan
water either through direct purchase from the City of Chicago or
through D.A.M.P. auspices. This matter was referred to the
Water Committee.

to churches and therefore I recommend that we refund the

Chicago & North- Trustee Bruhl ~ro'ught up letter from Chicago &
western RR lease Northwestern Railroad regarding signing of lease by Vil-
lage for use of their property. This matter was referred
to the Insurance Committee, Finance Com~ittee, Village
torney and Village manager.

Judge's pay moved to set the pay rate of judges cf election held by the
Village at $30 per day to confor~ with scale currently being
paid by County. -

Elk Ridge Villa Mr. Appleby referred to his memo of February 26
Units 6, 7 ~ 8 re Elk Ridge Villa Units 6, 7 and 8 and referred to letter of
explanation sent by Mr. Di Mucci. This memo lists minor
changes on the plat showing addition of easements for storm
sewer drains, street lighting, etc. and stating that the sub-
divider has requested that the plat of Unit 7 be not recorded
until he is ready to develop it.
Trustee Casterline, seconded ~y Trustee Phillips,
moved that the Village hold up the recording of Unit 7, in
Elk Ridge Villa, at this time in view of the obvious disad-
vantage to the Village by its immediate recording.
