VILLAGE OF MOUNT PROSPECT
COFFEE WITH COUNCIL
SATURDAY, DECEMBER 12, 2009

Mayor Wilks called the meeting to order at 9:04 a.m. Trustee Polit, Trustee Matuszak, Trustee
Hoefert, Village Manager Janonis and Deputy Police Chief Semkiu were also present.

Mr. Chylik thanked Public Works and the Police Department for their efforts during the recent
snow storm.
Mr. Chylik wished to discuss two issues: 1) His first issue regarded a dumpster located on a
driveway in his neighborhood. Mr. Chylik asked if the Village had a time limit for parking
dumpsters on a driveway. Mr. Janonis stated permits were valid for a one year period and
dumpsters needed to be properly maintained. If the dumpster is not being maintained pursuant
to Village code, the Village should be notified. 2) Mr. Chylik was also concerned about an
electric cord on the sidewalk at 1836 Locust. He feels it is a hazard and someone could easily
trip over it. Mr. Janonis indicated he would have staff look into this matter.
Thomas Tezkv. North School Street
Mr. Tezky has a rather large puzzle he would like to photograph in various stages of assembly.
He attended today's meeting to ask if he could use the Village Hall community room for
approximately two hours to do a photo shoot. Mayor Wilks advised him that he would need to
reserve the room in advance. Mr. Janonis will direct Human Services to contact him to advise
on room availability.
Mal Holec. Quince Lane
Mr. Holec had the following issues to discuss: 1) The first issue regarded the spa (Spa One)
located on Elmhurst Road. Mr. Holec inquired about what the hearing process consisted of.
There was a general discussion on the administrative hearing process arid procedures. Mayor
Wilks stated this type of hearing is held to determine the final status of a business license. 2)
Mr. Holec inquired about the redevelopment of the downtown triangle. There was a general
discussion on the project and Mr. Jannois advised that so far the only plan approved was from a
zoning standpoint. The Village has not seen any other plans at this time. 3) Mr. Holec briefly
commented on the ongoing progress of Levee 37.

Teri Markovits and Jan Kent. Briarwood
Teri Markovits and Jan Kent were in attendance to express their concerns about the sewage
backup problems in their neighborhood. They stated their homes are flooding from sewer
backup and it is occurring with more regularity. Public Works is aware of the situation and has
been out on a daily basis to assess the sewers. It appears that the sewers are filling up with
grease. Mr. Janonis recognized this is an issue which needs to be addressed. So far it does not
appear that the cause of the backup is from the restaurants in the adjacent shopping centers.
The source may be from the apartment complexes across Algonquin Road. Mr. Janonis would
like to know the magnitude of how many other homes are involved so as to determine the
correct engineering solution. Ms. Kent and Ms. Markovits said they would like to get the
homeowners association more involved and suggested putting notices out to the other
neighbors. Mayor Wilks, Village Board Members in attendance and Mr. Janonis agreed they
would like to attend a meeting with the residents of Briarwood to discuss this issue. Mr. Janonis
will contact Ms. Markovits and Ms. Kent next week after he speaks to Sean Dorsey in Public
Works regarding the issue.
Carol Tortorello, S. Elmhurst Avenue
Carol Tortorello is still concerned with the stray/feral cat problem in her neighborhood. Ms.
Tortorello feels this is a health issue because the cats are using other yards as their litter boxes.
There is a couple living on the east side of the 300 block of Elmhurst Avenue feeding stray cats.
Mr. Janonis stated that this is a complicated issue because the Cook County has an ordinance
allowing people to sponsor feral cat colonies. The Village is trying to work through the legal
issues. The Mayor said the Committee of the Whole meeting on January 12th is scheduled to
have a discussion on the feral cat issue.
Steve Vanarsdale, Can-Dota
Steve Vanarsdale did not have any issues. Mr. Vanarsdale once again complimented the
Village on the rain garden/backyard project installed to reduce storm water in his neighborhood.
David Schein, Na-Wa-Ta
Mr. Schein did not have any issues to discuss. However, he did share with everyone his idea of
advertising Mount Prospect as the "Black Squirrel Capitol of Illinois" due to the unusually large
population of black squirrels in the Village.
The meeting was adjourned at 10:36 a.m.
