A RESOLUTION IN SUPPORT OF O'HARE NOISE COMPATIBILITY COMMISSION REQUEST FOR RECONSIDERATION OF CERTAIN SOUND INSULATION FUNDING ELIGIBILITY WHEREAS, the 0 'Hare Noise Compatibility Commission (ONCC )is an organization which provides a common forum for interested parties to have a voice in noise issues related to Chicago 0 'Hare International Airport (0 'Hare Airport) and which is governed by the International Agreement Relating to the 0 'Hare Noise Compatibility Commission; and WHEREAS, the Village of Mount Prospect is a member of the ONCC; and WHEREAS, Elk Grove High School has met one or more of the eligibility criteria in order to receive certain sound insulationfundingfrom the Federal Aviation Administration (FAA) as part of the School Sound Insulation Program but has not met the revised requirement that a school be within the 60 DNL or greater noise contour of 0 'Hare A irport; and WHEREAS, Elk Grove High School may be eligible for certain sound insulation funding from the FAA should the FAA reconsider its eligibility criteria relating to the 0 'Hare Airport noise contour; and WHEREAS, one hundred and eight (108) students from the Village of Mount Prospect attend Elk Grove High School; and WHEREAS, the Village Board has determined that it is in the public interest to request that the FAA reconsider the eligibility criteria as it relates to the 0 'Hare noise contour. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, SECTION ONE: That the Mayor and Board of Trustees of the Village of Mount Prospect do hereby requests that the FAA reconsider its requirements for eligibility criteria as it relates to the 0 'Hare Airport noise contour so as to allow Elk Grove High School to be eligible for certain sound insulation funding under the School Sound Insulation Program. SECTION TWO: That this Resolution shall be in full force and effect from and after its passage and approval in the manner provided by law. ELMHURST ROAD NEW CLASS "P3' LICENSE On Thursday, December 3, 2009, the Village Manager and Village Attorney met with Corporate Attorney's from Walgreens along with the District Manager and the two store managers at the Mount Prospect locations listed above. The purpose of the meeting was to discuss Walgreens' request for the creation for two new Class "P-3" liquor licenses for their Mount Prospect locations. The Class "P3" license provides for the sale of packaged wine and beer only. Over ten years ago Walgreens decided to cease the sale of alcoholic liquor as part of its product offerings. Recently, the decision has been made to again offer for sale alcoholic beverages, all be it on a more limited basis. The Elmhurst Road store previously held a full package goods license. The Kensington Road location is of more recent vintage and has never held a liquor license. The two applications show different corporate entities. According to Walgreens attorneys the Bond Drug Company of Illinois, LLC is a wholely owned subsidiary of Walgreen Co. This should have no bearing on a decision to issue the licenses. The Village Manager discussed at length the Village's particular sensitivity to the sale of alcohol to minors or clearly intoxicated persons. The requirements of the Village's Fight Ordinance were also discussed. The Village Attorney reviewed with those present past problems at the Elmhurst Road location with regard to sale of alcohol to minors. The Village Attorney made it very clear to all present that the store managers were responsible for the actions of all store employees with regard to the sale of alcohol. There was detailed discussions about security systems in place that would prevent the possibility of such sales taking place. Also discussed was the need for all store managers and anyone else involved in the sale of alcohol to complete a certified liquor servers training course. The required applications are complete and on file along with the payment of appropriate fees and oth~r documentation. If the Village Board favorably considers this request, adoption of two Ordinances creating (2) new Class IP_3" liquor licenses would be in order. The licenses would be issued contingent upon completion of fingerprinting, background checks and proof of successful mpletion of a certified liquor server's course by all managers. c-~ MEJ/dj ORDINANCE NO.
