HomeMy WebLinkAbout09/26/1967 VB minutes MINUTES OF SPECIAL MEETING OF THE BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT SEPTEMBER 26, 1967 ROLL CALL Present upon roll call: Colfer Gritta~i Kilroy Rogers Teichert Congreve Absent: Lewis Notice of meeting was waived. This meeting was with the following Library Board Directors: Messrs. Grady, Special Liebenow, Friday~ Mr. Gardner and Mrs. Clark, and Mary Jo Hutchens, Meeting Librarian. Peter Pappas, attorney fer the Ltbra~ Dtrecotrs was also in re: attendance. Library Board General discussion ensued pertaining to the recent enactment allowing libraries to treat ~their own d/strict, separate and apart from village government, wherein the library district could g~eate their own tax levy. Mr, Grady voiced opposition to the idea of districting, as he felt it would incur additional costs in two areas, a) in establishing of a separate treasury; b) the costs incurred in annexing properties to the library district. Trustee Teichert inquired from the Acting Village Manager as to how much time the Finance Department of the Village of Mount Prospect expends in library work and Mr. Moore stated he did not have the exact figures at this time, but would make them available in the very near future. Trustee Teichert then stated that as he read the new law the idea of districting of the library should come from the Library DiregeOrs and that the Village as such, could not and should not be the moving party. Trustee Teichert further stated that the status of the Finance Director of the Village of Mount Prospect as the Library Treasurer is a matter fully up to the discrtion of the Village Manager, unless the Board of Trustees desire to pass an ordinance or resolution reflecting their intentions on this point. Trustee Teichert stated that the Board at this time should consider the subject matter of the resolution pertaining to additional funds for the Library~/with respect to the recently adopted lev~ passed and approved by thr Trustees. Library Director Liebenow commented that with the existing levy the Library Directors are concerned with the possibility that insufficient funds would be forthcoming, unless the Board of Trustees did some overt action to assure the Directors that the appropriate funds for the Library would be available. Trustee Grittanl commented that all Library warrants to date have been honored and questioned the manner in which the Library Directors may accumulate funds. Trustee Grittani also inquired as to whether the Library Directors have an adopted plan supporting any accumulation of funds. Trustee Rogers inquired as to what type of plan the Library Directors have adopted and to what extent has a reserve been established towards accomplishing this plan. Mrs, Gardner stated that the Library has a plan, that same has been pub- lished and is available at the Library, but to date there has been no reserve available. Trustee Colfer inquired as to the bonded indebtedness of the Library at the present time, and stated that at present the Village of Mount Prospect includes in its levy ordinance approximately $19,000.00 per year to satisfy the retirement of said bonds. Attorney Rappas commented on the method in which a Library may accumulate funds, He also commented that an effort is being made that the Library's tax rate be indicated ontthe taxpayer's tax bill, and requested the Village also make a similar request. Attorney Pappas stated that under Bill 555 the residents of Wedgewood Terrace could disconnect from the Prospect Heights Library District, as they are presently paying two Library District taxes. rustee Rogers felt that the districting of the part of the Library would be good for all concerned and expressed a hope that the Library Directors would study the matter thoroughly. Library President Mary Gardner stated that the Directors would study the program and hoped to come to a determination before the first of the year. ROBERT F. MOORE Acting Secretary
