ROLL CALL ~ ~-~pon roll call: Colfer Grittani Kilroy Rogers Teichert Absent: Lewis Arrived at ~:40 P.M. President Congreve NOMINATIONS FOR PRESID~ PRO TkM Trustee Colfer and Trustee 'Teichert nominated Trustee Grittani as President pro tern. No other nominations were made. Naminations~were closed. Trustee Colfer, seconded ~y Trustee Teichert, moved to appoint TruStee ~rittani as .President pro tern. Upon roll call: Ayes: Colfer Kilroy Rogers Teich~rt Na~s: Grittani Motion carried. INVOCATION Th~" ~pecial meeting was called by President Congreve for the purpose of discussion of the proposed manager ordinance. However, the regular order of business was deferred to hear citizens on flooding problems incurred over the past weekend. James Doran, 3 W. Berkshire, described his storm damage add requested a levee be built along Weller Cree~. Trustee Teichert explained the problemm involved, discussed Sanitary Citizens District sewers, ar~ probable costs of alleviating the situation, re. flocd Mr. C. M. Ondrey, 613 S. Emerson, expressed the opinion that the damage~ Village should not permit further building. Mr. Fred Hysell, 800 S. William, requested information from Village officials on how citizens could help. Mr. Bernie Harris, Owen Street, stated the town should be declared a disaster area and federal funds obtained for repair of damages. The Village Manager reported money will be made available at 3% interest, and if citizens are interested in borrowing, they should contact the Manager's office for guidance. Mr. Guy Campbell, 717 Hatlen, had seven to eight feet of water in his basement. Mr. Hysell requested thee Board make public what people can do to help solve this problem. Jie was advised that residents could send communi- cations to Governer K~ner urging passage' of House Bill 474. Trustee Teichert suggested a working lay committee be formed of residents along Weller Creek, representative of the area. These people would act as a liaison between residents and the Village Board. The engineering report will be copies and made available for this committee. The Village Manager advised that the Clean Streams Ccrmmittee meets on the second Tuesday of each month, and representatives of the Sanitary District attend these meetings. He suggested residents present their problems to the Sanitary District. Mr, Hysell volunteered to organize a lay cc~ttee to meet with Village officials on June 27 at 7:30 P.M. The Manager's office will supply copies of the engineering report for study before that date. Mr. Nagler, S. Hi Lusi and Mr. Krech~ner, 812 S. William, also had flooding problems and spoke before the Board. June 13, 1967 Discussion was eencluded at 9:40 P.M. President Congreve arrived and took tho Chair. Tho regular order of business was conducted. wIP. C~ICAL CIRCUITS WELL #11 The Village Manager requested approval of installation of electrical Electrical circuits to tho location of Well #11 aud the Civil Defense siren at Circuits a cost of $1,500. He also requested authority to install telephone ~ell ll and power lines to the well site. The electrical service required to run tho siren would be a three-phase power so~rce brought in from Shabonee Trail. Edison would bring in a single primary from the corner, along the easemen~ to the site. Two transformers wo~ld be necessary, one for the siren and the other to handle waterworks. The siren cannot be operated without the telephone circuit. Because of the complicity of the rotter, Trustees requested time to consider the matter. The Clerk was directed to place it on theagenda for tho next meeting. 'BID CHECK WESTINGHOUSE ~LW~TRIC Westinghouse The Village ~mnager requested aurhotization to return the certified Bid check bid check to Westinghouse Electric in the amount of $580.30. Trustee Teichert, seconded by Trustee Grittani, moved to authorize the Village ~mager to retouch the check as requested. Upon roll call: Ayes: Colfer~ Gritt~ui Kilroy Rogers Teichert Motion carried. WAT~WORKS IMPRO~S Di-v-ISION I, WELL NO. ll Bids - Well ll It' is the reconmendatibn of the Village Msnager to accept the bid of Milager Well and P~mp Co, any at a unit price bid of $4,526. T~ustee Teichert, seconded by Trustee Colfer, moved to entertain ~ids as submitted for discussion at this time. Unanimous. A~ernate A could not be guaranteed sgainst sand. Alternate B is the un~t price basis. Mr. Art Lewis of Conseer, Townsend and Associate~ explained the engineer estimates the number of 'units and different types Of work to be performed, giving the owner free reign ~o make modifications There are 12 ~uit price items in Alternate B. Mr. Ralph Milager stated his firm would use a 9" s~nd p~ and a Bucyrus Erie 36L rig. President Congreve stated, in his opinion, the ra~e should be more detailed, covering the costs in case of breakdown of machinery. Mr. Milager ~tated ~he Village woul8 only ~e charged for the day it was down. Representatives of Layne Western Co., H. Boysen Co., and ~. P. Miller were present and voiced their opinions. Trustee Teichert, seconded by Trustee G~itt~i, m~ved to accept the bid of Milager Well and P~ Cctv in the emoun~ of $5~,526.00 under Alternate B of ~he specifications prepared by Consoer, Townsend & Associates for Waterworks Improvements Division I, Well No~ ll with the two conditions of a 9" sand pump to be used and downtime oot to exceed the day of breakdown. Upon roll call: Ayes: Colfer ~ittani Kilroy Rogers Teichert Motion carried. Trustee Rogers, seconded by Trustee Grittani, moved t~e Manager be authorized to return the bid checks of H. Boysen Co., J. P. Miller, and Layne Western Co. Upon roll call: Ayes: Colfer Grittani Kilroy Rogers Teichert Motion carried. Trustee Rogers, seconded by Trustee K~lroy, moved the Village Man,er retain the bid checks ~ the two low bidders, Mllager Well a~d Pu~ Co. and Wheeling Well Works until the performance bond ar~ contract is executed. June 13, 1967 TILITY SEWER & WATER COMPANY Truste~ Colfe~, seconded by Trustee Teichert, moved to authorize Ross, Hardies, O'Keefe, Babcock, McDugald and Parsons to initiate Utility Sewer the necessary litigation for specific performance to honor options & Water as in ordinances 884 and 885. Upon roll call: Ayes: Colfer, Grittani Kilroy Rogers Teichert Motion carried. Trustee Colfer stated that at a Public Works Committee meeting they were informed Sun Oil Company is building an oil station south of town. They are drilling a well and had connected a sewer to Sun Oil Coo Arlingtbn Heights. He asked: l) Why are they digging and building; 2) Why hooking a sewer to Arlington Heights; ~) Information on a letter from the Village Mmnager to Sun Oil. Co. Tru~ee Colfer asked how a permit was issued in defiance of the Board order in May stating no building permits are to he issued in areas served by Utility Sewer and Water Company. The Village Manager stated he wrote the letter on the advice of Attorney Mmrlin Smith. Trustee Colfer moved the Village Manager be directed to instruct the Superintendent of Buildings to withdraw the building permit of Sun Oil Company located on Algonquin Road. Trustee Kilroy seconded the motion. After discussion, it was decided to discuss this matter with Mr. Retten, Superintendent of Building and Zoning. Trustee Teichert moved to table the above motion. There was no second. The roll was called on the previous motion: Ayes: Colfer Grittani Rogers Congreve Nays: Kilroy Teichert Trustee Teichert urged the Board to get advice from counsel. The Clerk was directed to place the above matter on the next agenda and request the SuDerintendent of Building snd Zoning to attend the meeting. Discussion ensued on posting of regulations of motorcycle ordinance at Village limits to advise cyclists of requirements of helmets. Motorcycle Public Works Department is making photographs of such signs posted in Ord. signs Park P~idge. The Village Manager reported Well #7 is flowing clearn, it is 850 ft. deep, 100 ft. over bowls. The Clerk was directed to place the proposed Manager Ordinance as Item #1 on the next agenda and schedule study of it frcm 8:00 P.M. to 9:00 P.M.
