FINANCIAL REPORT APRIL~ 1967 Trustee Colfer, seconded by Trustee Teichert, moved for approval of the Financial Report for the month of April, 1967, subject to further April audit. Unanimous. BUSSE PAEENT T~CHER ASSOCIATION Petition - Mrs. Eileen McElligott, Safety Chairman, presented a petition containing Busse School 239 signatures, requested the Board to proceed as necessary to secure Traffic signal a traffic signal on Central Road in the vicinity of Owen or William Streets and until such time as thin,is accomplished, formally request the Police Department to concentrate on deterring motorists frcm speeding in school zones by regular radar checks on Central Road. Referred to Public Health and Safety committee. LOSACCO & SPRINGSTON 1020-1028 E. Algonquin Rd. This "~equest wa~ for a rezoning from B-2 to R-4 (Case 65-31) considered by the Zoning Board of Appeals in October, 1965. Upon denial of the ~ase 65-31 request this became a matter ~der litigation, Mr. Springston, 2814 Scotland, Park Ridge, Illinois presented a revised plan to the Board for consideration. Because of the re-organization of the Plan Con,mission and Bosrd of Appeals, the Board agreed the new plan should be reconsidered by the Plan Commission, without the necessity of a public hearing or advertising, and the only cost to Mr. Springston would be the payment of the transcription charges. Trustee Teichert, ,o seconded by Trustee Grittani, moved the case be referred to the Plan Commission for recommendation, and the petitioner be billed for the transcript. Case 67-6A in height for Civil Defense Alarm Signals located at Well #5 and the (Civil Defense new well site at the Mount Prospect Country Club. Board of Appeals recon~ended approval. Trustee Teichert, seconded by Trustee Colfer, moved the Board concur in the recormnendation of the Board of Appeals and grant the variation, directing the Village Attorney to draft ~. such an ordinance. FIRE AND POLICE COMakers'hE T~ustee Grittani read Ordinance No. 2002: ~--~ AN ORDINANCE REGULATING OPERATION OF MOTORCYCLES AND Ord. 2002 MOTOR-DRIVEN CYCLME; AND REGULATING PERSONS ENGAGED IN THE BUSINESS OF RENTING, LEASING, OR GRANTING PERMISSION TO USE OR OPERATE SUCH VEHICLES, AND TO PROVIDE FOR A LICENSE FEE; AND TO PRO~-iDE PENALTIES FOR VIOLATIONS THEREOF Trustee ~ittani, seconded by Trustee Kilroy, moved for passage, approval and publication of Ordinance No. 2002. Upon roll call: Ayes: Kilroy Lewis Rogers Teichert Colfer Grittani Motion carried. ~y 16, 1967 JUDICIARY ~ ROAD SIDEWALK It is the recc~mendation of the Judiciary Ccmmittee, by a vote of 3-0, that a sidewalk be inmediate~y constructed on the west side of Linnemanr~ Road from Cottonwood Lane south to the Mount PrOspect Linnamann Rd. Village line...a distance of some 24? feet. Trustee Lewis, seconded Sidewalk by Trustee Teichert, raoved the Board concur with the reconmendation i of the Judiciary Conm~ittee and that a sidewalk be constructed as ~-~ outlined above. Unanimous. ' CASE 66-21P CENTRAL & WAPF~.L& REZONE FROM R-3 to B-2 It is t~ reconmendation of the Judiciary Conlnittee, by a vote of 3-0 that the requested rezoning of the property be allowed with the Case 66-21P following conditions: 1.The builder will present to the Village a plat of re-subdivision changir~ the six contiguous lots into one lot; and 2. Will provide the Village with a covenant insuring that the same building plan as pr~esented to the Plan Cormnission and Judiciary Committee will be built on the site. The Plan Ccmmission, by a vote of 9-0 also reco~raended the rezoning of the property from R-3 to B-2, subject to covenant. Trustee Lewis, seconded by T~ustee Teichert, moved to concur with the Plan Co,remission and Judiciary Cmmmittee to permit the rezoning, subject to the copx~itions stipulated, and the Village Attorney to prepare the necessary rezoning. The petitioner, E~ ~Har~y L. Vanosek, 407 W. Prospect, appeared before the Board. He a~eed to the stipulations set forth but explained the documents have not been completed. Trustee Lewis, seconded by Trustee Teichert, moved to direct the Attorney to prepare the necessary ordinance for rezoning the property at Central and WaPella with the stipulations, and have the matter placed on the agenda of the Special Meeting May 23. Unanimous. Trustee Lewis read for second reading Ordinance #2003: AN ORDINANCE A~ING MAP 16N OF THE MOUNT PROSPECT Ord. 2003 ZONING ORDINANCE rezoning Gunnell's to B-3 (Business District). Trustee Grittani read for second reading Ordinance #2004: AN ORDINANCE REGULATING CARNIVALS Ord. 2004 Trustee Teichert, seconded by Trustee Lewis, moved to amend the ordinance to delete Section ll.1009 (Alcoholic Beverages Prohibited) and re- nuraber the following sections accordingly. There were two bids received: Bids - Linnemann Metz Cement Construction Cmmpany $1,02B.50 Sidewalk M~aw~ ~Snstruction Company $1,040.00 The Village Manager recommended the low bid of Metz be awarded4 Trustee Teichert, seconded by Trustee Colfer, moved to award the low bid to Metz to concur with the Manager's recmumer~ation. . Main Street Dedication - Mr. Louis Munao has offered to dedicate the Main St. east half of Main Street between Lonnquist Parkway and Weller Creek. Dedication Trustee Colfer, seconded by Trustee Eilroy, rroved to refer the plat of dedication to the Plan Corrmission for approval. Unanimous. In accordance with Section 15.1702 applications for a scavenger permit Scavenger shall be made to the Village Clerk, and shall be referred to ~ by Permit the President and Board of Trustees, and no such perrmit shall be issued except on order of the President and Board of Truste~es. Application has been received from Barrington Trucking Cempany for the period M~y l, 1967 throug~h April 50, ~1968, and a check in the amount of $30 received. The Village Attorney reported on a Cook County Zoning hearing on M~y 12, Cook County 1967 on.Dockets #1168, 1169, 1170, ll71 and 1172. Trustee Colfer Dockets 1168, 1169, 1170, commen~ed on the excellent preparation and presentation by the Village 1171, 1172 Attorney and department heads who appeared at the hearing. TruStee Rogers, seconded by Trustee Teichert, moved to instruct the Attorney to prepare a written objection to these cases for the meeting of May 23. Unanimous. President Congreve proclaimed May 24 at 4:00 P.M. t~rough May 25 as Poppy Day. REPORT ON WM~T~T~ #7 Well #7 Village Manager reported on work being done at Well #70 The engineers are at 1,377 feet and are baling constantly, not making any headway. The pipe was sent to Memphis for retreading and this will take approximately 7-10 days. It i's recommended: 1) install a booster pump in Hatlen Heights at an ~-~ estimated cost of $5,000; and 2) acidizing Bluett well; which is a shallow well, and which could be cmmpleted in about 30 days, at an estimated cost of $4,000. The Village M~er requested authorization to hire Consoer, Townsend and Associates. The Manager was directed to find a p~np, determine what is needed, the cost to have instal~..ed, and on Well #7, the cost and how soon it could be done. The Director of Public Works was requested to su~nit a report of the present and projected situation on water supply. Trustee Grittani, seconded by Trustee Teichert, moved to direct the Manager to order a third shift for baling at W~ll #7, and to obtain from Consoer, Townsend & Associates a letter outlining~their res- ponsibility on Well #7. J.T.Jursich Request for package liquor license by John T. Jursich for north J.T. Jursich Liquor license side of Derspster approximately 140 feet east of Algonquin Road, Liquor license request was referred to Finance Cormmittee. request It was ~nnounced that the Northwest Municipal Conference would meet on Wednesday, May 24, in Barrington and President Congreve requested that a representative from Mount Prospect be in attendance. Class M liquor Request from John Brooke, President of Brooke Inns, Inc. (Holiday Inn) Class M requesting "Class M" liquor license for Holiday Inn. An ordinance liquor ~icen~, license - for the creation of a Class M license was read in July of 1965. Because Holiday Holiday Inn of the lapse of time. Trustee Colfer read the ordinance for a first Inn reading, and requested the Clerk to place it on the agenda for the next meeting. The Village Manager was directed to check motel liquor license rates in neighboring towns. Trustee Colfer stated pursuant to Ordinance #907 which has provision for the transfer of funds from the Waterworks and Sewerage Surplus Ord. 907 ~ Revenue Account at the discretion of the President ar~ Board of ~ . 5~rustees, he moved that the sum of $9,694.00 be transferred from the Waterworks and Sewerage Surplus Revenue Account to the Waterworks and Sewerage Depreciation, Improvement and Extension Account effective August 31, 1966. The audit of Ernst & Ernst ~evealed this transfer was proper but requires acknowlegement of the President and Board of Trustees to satisfy Ordinance #907. Trustee Rogers announced a change in the regular Public Works Ccmmittee meeting to May 31. Trustee Colfer requested information from the Village Manager with regard to Mr. Robert Starck's remarks regarding multi-family housing Multi-family in single-family residential district at 211 South Main. The Building housing Director had submitted a memo to the effect that he had been unable 211 S. M~in to enter the residence to determine if this was, in fact, a multi- family residence. Certain members of the Board felt there should be Village representation at the Beard of Appeals and Plan Com~ssion meetings. M~. Mongan stated the Director of Building and Zoning had been directed to appear ~ ; at the Board of Appeals hearings.
