MINUTES OF THE REGULAR MEETING OF THE BOARD OF TRUSTEES April 4~ 1967 CALL TO ORDER President Congreve called the meeting to order at 8:10 P.M. INVOCATION Trustee Grittani gave the invocation. Minutes The motion is to agree with the Judiciary Cm~uittee recoraner~ation, concurring with the Plan Corauis$ion, to approve the rezoning. PUBLIC ~ ~]~AL~ AND SAFETY COM~,ITTE~ Ord. Public Health and ~afety Committee report recommended a proposed ~nusement ordinance for amusement devices previously prepared by the Village Devices Attorney be considered by the Board. ~k~ustee Bruhl gave first reading to the ordinance and requested it be placed on the next agenda for a second reading. The Committee recon~vlended that the Public Works Department be Central Rd. instructed to install either reflectors or lights on the outside & ~ Ry. curbs of the islands on Central Road at the North West Railway Lights 6rossing for both east and westbound traffic. Trustee Bruhl~ seconded by Trustee Teichert, moved the Board approve the recommenda- tions of the Committee and to authorize the Village Manager to have the lights installed by the Public Works Department as describ£~ above. Unanimous. The Committee recommended that the Board consider in the budget April 4, 1967 llowance for a Sanitarian as provided by State Statutes and revise the Village ordinances to include these provisions. Trustee Teichert, seconded by Trustee Bruhl, moved that the Board concur with the Committee report and the Village Attorney be iustructed to draft Sanitarian an amendment to the Code requiring the Village health inspector to be a registered Sanitarian. PUBLIC WORKS C0Y~li'lT~ Committee repor~ stated that in the Village tree replacement prog~am: 28 trees were under the specified size and Klehm Nurseries offered to plant 10 new trees at no cost rather than dig up and replace the Klehm Nurserie 28 trees in question. The Committee recommended acceptance of this 10 new trees arrangement and the Village Manager would handle this matter as an administrative function. Trustee Teichert, seconded by Trustee Elcren, moved to approve the reconmendation of the Committee. Upon roll call: Ayes: Bergen Bridal Colfer Ekren Grittani Teichert Motion carried. The Public Works Conm~ttee recommended that the Village Beard direct the Attorney to draft an ordinance rerequiring private and public utilities (water and sewer) to obtain permits before construction. Public Further, there is no ordinance requiring private or public utilities Utilities Ord to obtain permits to construct or extend systems and to submit to inspection by Village eng/neers prior to opening. Also, they should be required to follow the sterilization procedures outlined by the Village Code. Trustee Ekren, seconded by Trustee Teicher$, moved to concur on all the points outlined above. Unanimous. The Committee had studied parking rates at the Maple Street lot. Maple St. However, at the previous Village Board meeting, the matter of a Parking rates complete parking survey was referred to the Finance Committee. No action was taken at this time. The Committee considered the ~atter of engineering for traffic signals (M~T 26CS). Consoer, Townsend & Associates estimated the cost for the project to be $59,000. The bids must be no more than Miff 2~CS 5% of the estimate before the State will approve the contract. The Traffic engineering fee will be within 5% of the fee as calculated. Trustee signals Ekren, seconded by Trustee Colfer, moved the Village formalize an agreement with Consoer, Townsend and Assodiates and the P~esident and Clerk be authorized to sign. OTHER BUSINESS caMA o - C^NC President Congreve proclaimed the month of April as Cancer Control Month for 1967 in the Village of Mount Prospect. COOK COUNTY ZONING DOCKET #1149 - property located north side of Camp McDonald Road appr'6ximate'ly 254 feet east of Columbine Drive Cook County in Wheeling Township - hearing at Chicago Civic C~nter, April 7, Docket #1149 1967 on request to reduce the required side yard setback of l0 ft. to 8'6" (8 lots) zoned R-4. No action was taken. COM~I'IT~E OF THE WHOLE MARCH 30, 1967 The purpos~ of the meeting was ~o consider engaging a financial consultant firm and a public accountant firm to advise the Village and prepare the necessary reports and documents relative to acquiring of property of the Utility Sewer and Water Company. By Utility Sewer a vote of 5-0, it was reconmended that the Village contract with Water Co. the financial consultant firm of Paul Speer and Associates, with Acquisition the understanding that figures would be ready by Tuesday~ April 4, 1967. Trustee Bruhl, seconded by Trustee Teichert, moved to concur with the Committee of the Whole to obtain the services of Paul Speer April 4, 1967 and Associates, at~a f~ not,.in ~xcesS of $3,000. Ernst & By a vote of 5-0 it was recomended by the Con~nittee of the Whole Ernst Audit that the Village er~age the accountir~ firm of Ernst & Ernst to prepare an audit of the Village water and sewer accounts. Under discussion, it was explained that although Graybar Electric is the lowest bidder, the original bid by Graybar Electric on March 7, 1967 was $5,850.00. April 4, 1967 he i~ublic Works Director gave a progress report on rehabilitation of 18" drainage tile in Hatlen ~ Heights. Mrs. Josephine O'Brien, 1414 Cypress Dr., will be official observer League of for the League of Wamen Voters at Board meetings. M~s. Judy Tremore,Women Voters 1304 S. Robert Dr., will be an alternate observer. Letter - Metropolitan Sanitary District of Greater Chicago, reporting on Thursday, April 20 there will be a public hearing in the Board Metropolitan room at 100 E. Erie Street at 10:00 a.m . regarding ccmbined sewer Sanitary policy and flood hazard zoning policy. A representative of the VillageDistrict will be present. A Summary of Action Regarding Flooding was presented. It states the described flooding comx~itions indicate that a comprehensive study of Village the Village storm sewers should be made. This matter was referred storm sewers to the Public Works Comittee. CO~M±'l'fah MEETING ANNOUNCEMENTS JUDICIARY Meeting scheduled for Friday, April 7, to consider the following: Cases 66-21P (Dr. Vanocek), 66-22P (Novak & Parker), 67-1P (Gunnell's), Case 66-21P 67-4P (Starck). The Manager was requested to notify the petitioners, 66-22P and also advise those objectors to a proposed grocery store at 67-1P Central and Busse. 67-4P FIRE & POLICE COMMI'i'i'EE Meeting Thursday, April 6. PUBLIC HEALTH & Meeting April 26. Matter to be considered will be to prohibit left- hand turns Central Road and Prospect Road.
