CALL TO ORDER
President Congreve called the meeting to order at 8:30 P.M.

minutes be approved as amended.

PEI'ITIONS AND CO~ICATIONS
Letter of protest frcm Mary C. Knaus, owner of property at Kenilworth
and Thsjer, (Lot 16 in Block 1) and Robert Irmiger and James J. Cusack, Jr.
beneficiaries of the Trust, objecting to rezoning frcm R-3 (Multiple
Family) to R-1 (Single Family), on grounds that the proposed rezonimg Plan
would be null and void and would constitute spot zoning. (Plan Comm. Comm.
Case 66-26P). Case 66-2t
Trustee Teichert arrived at the meeting at this time, and advised
Mr. Irmiger, who was present, that there would be a Judiciary Committee
meeting scheduled for Monday, March 13, at which time this rotter would
be considered. Trustee Teichert stated that Cases 66-25P and 66-26P
would be heard as companion cases.
Petition was presented signed by residents requesting a footbridge
over Chicago & North Western Railway tracks and Northwest Highway Footbridge
at the north end of either Kenilworth or Waverly Avenue. This matter C & NW
was referred to the Fire and Police Committee for consideration at the Kenilworth
meeting scheduled for March 14.

Trustee Colfer read for first reading an ordinance re minimum heat
requirements in multi-family dwellings, and requested the Clerk to Min heat

Request of building owners in 300-400 block of West Prespect Avenue
for unrestricted parking on north side of the street for a trial Unrest.

approval of Resolution 15-67.

C. JUDICIARY COMMITTEE
Land acq. Exploration of land acquisition at Prospect and Maple for sidewalk
Prospect & installation on Prospect or expansion of Maple Street parking lot.
Maple By a vote of 3-0 the Judiciary Corrmittee recommends a formal
appraisal of the property immediately north of the Village's Maple
Street parking lot. The matter was referred to the Mans%qer to
obtain such an appraisal.
2~ne owners of Lots 1-20 in Town We-Go Park area requested renaming
Klein Ct. "Klein Court" to "White Gate Drive". By a vote of 3-0, the Judiciary
to %~Y~ite Gate Committee recomended the name change. ~rustee Teichert, seconded
by ~¥ustee Bruhl, moved the Board concur in the recor~nendation of
the Judiciary Committee. Unanimous. The Attorney was instructed to
draw the appropriate Ordinance to effect the name change.
OTHER BUSINESS
Well #11 Engineering Contract received March 4 by the Village Attorney.
M~. Moore reported there were two points of concern: 1 - terms of
the contract, and, 2 - the cancellation clause. He discussed this
Well #11 with M~. Art Lewis of Consoer, Townser~ and the matter will be
reviewed by the ~t~ineering firm's legal dep~trtment.
The Village Manager reported the Village Engineering Department can
do the Work of water mains and reservoir.
Trustee Teichert, seconded by Trustee Colfer, moved to enter into the
agreement with the provision to strike item #3, Pg. 4. ("For the
reservoir, the lump stun of ~l~ree Thousand Seven Hundred Fifty Dollars
[$3,750.00]).
Trustee Bergen stated he wished a written m~florandum from the Village
Manager outlining the ability of the engineering department to perf6Y~n
the work and the financing of the project in line with the contract.
Trustee Colfer moved to table the motion until the next regular
meeting. Trustee Ekren seconded.

Trustee Teichert, seconded by Trustee Colfer, moved to approve the
Village Engineering Department doing all the engineering on the reservoir
zdperstructure with the exception of the foundation.

h~LET REPAIRS - ROBIN LANE AND WAVERLY
Village Engineer and Director of Public Works recommended an inleb
be installed at Robin Lane, with work to be done by the Public Works Inlet
Department. The cost of the inlet would be approximately $1200. repairs at

The Finance Director reported funds could be provided for inlet
repairs approximating $400. through the Appropriation Ordinance Transfer.
It is proposed to transfer $15,505. to Personal Services. If additional
snow storms or emergencies do not occur and personnel is utilized
equally between the two funds involving the Public Works Department,
this amount could be reduced by appro~Lmately $2600. This $2600.
would then be available to be transferred to the two categories of
chief concern at the moment, namely, salt and inlet repairs.
The Village Manager recoNmended that one inlet be constructed at
Robin Lane and Waverly Avenue with work to be performed by Village
forces. It is further recGnmended that the Appropriation Transfer
Ordinance show a transfer into the Inlet Repairs account.
Trustee Colfer moved the Board authorize the Manager to construct one
inlet at Waverly and Robin Lane at an approxLmate cost of $400. Trustee
Ekren seconded.

NELSON'S RESUBDIVISION AT GOLF ~D EL~T
The plat of resubdivision for Nelson's property was presented. Trustee
Colfer, seconded by Trustee Teichert, moved the President and Clerk Nelson's

Trustee Teichert wished it be made a matter of record that he voted
specifically in favor of the setbacks to conform with the residential
area o
Trustee Collar requested the Clerk to state he had asked for a reason
for the dissenting vote but none was forthcoming.
Mr. Blair, whose residence is adjacent to the subject property, objected
on the grounds that in his opinion this matter should be presented, to
the Plan Ccmmission.
Trustee Colfer read Resolution No. 16-67:
A RESOLUTION IN SUPPORT OF HOUSE BILL 474 FOR THE Res. 16-67
IMPROVEMENT OF WELLER
Trustee Colfar, seconded by Trustee Teichert, moved Resolution No.
16-67 be approved.

Motion carried.
Civil Defense bids for siren equipment were referred to Fire and
Police Cmmmittee.
The matter of unsafe school bus practices was referred to Public
Health and Safety Committee.
The Village Manager recommended that upon~completion of the South Emerson St.
E]nerson Street bridge parking restrictions as detailed by the Accident Bridge
Prevention Bureau be adopted for that area of South ~nerson Street to parking
facilitate the movement of fire apparatus. Referred to Fire and restrictions
Police Committee.
