INVOCATION Trustee Teichert gave the invocation. After Trustee Colfer's "Pass" state that the Chair ruled that a pass constitutes a nay vote in that it does not support the motion. Request by~petitloners for Holiday Inn sign variation (Board of Appeals Case 66-33A0 was referred to Judiciary Committee to be heard Friday, Holiday Imm January 13. Sullivan to be heard with reference to revised downtown business district was referred to Judiciary Committee Revised on January 13. downto~ business dis COMMITTEE CHAIRMEN REPORTS PUBLIC WORKS coMMITTEE The bids f'or Tri-P°ly phosphate water treatment chemical were ~eferred to Public Works Committee. The low bidder was Acid Products Co. However, as every company uses a different blend, the Public Works Director was instructed to order a trial amount. The blend has been tested and Phosphate found to be satisfactory. Therefore, it is recommended that the low water bid of the Acid Products Co. of $9.97 per hundred weight, plus HTM chemical at a cost of $25.00 per hundred weight, be accepted and ordered as needed. Trustee Ekren moved, seconded by Trustee Colfer, to concur with the recommendation of the Public Works Committee. Upon roll call: Ayes: Bergen Bruhl Collar Ekren Grittani Teichert Motion carried. January 3, 1967 Bids 2T The Committee reviewed the bids for a two-ton capacity transport transport trailer and recommended that the second lowest bid of the McAllister t~iler Equipment Company in the amount of $418.95 be accepted. The low bidder, Essick Manufacturing Company, did not meet specifications. Although this item is for less than $500, it exceeds the balance in the roller account in the amount of $290.55, and therefore should have Board approval. Trustee Ekren, seconded by Trustee Grittani, moved to give the Manager authority to award the bid to McAllister Equipment Company in the amount of $418.95. OTHER BUSINESS RESOLUTION 1-67 Per, mits State laws require that any person or municipality desiring to do any for work on work on State right-of-way obtain a permit in writing from the State right Illinois Division of Highways. In order to expedite permits, a yearly ~esoluti~n can be submitted by a municipality guaranteeing the work of way authorized by all the permits procured during the calendar year. Trustee Colfer, seconded by Trustee Teichert, moved for passage of Resolution 1-67 guaranteeing work authorized by permits procured from Illinois Division of Highways. ORDINANCE #1185 ORD. #1185 Ordinance #1185 previously passed, relating to swimming pools, was erroneously numbered, and Chapter 19.401 through 19.410 should be renumbered to Chapter 19.501 through 19.510. Trustee Bruhl seconded by Trustee Colfer, moved to correctly number Chapter 19.501 through 19.510 of Ordinance #1185. RESOLUTION 2-67 A RESOLUTION BY THE VILLAGE OF MOUNT PROSPECT OBJECTING RES. 2-67 TO THE REZONING R-4 (SINGLE FAMILY RESIDENCE DISTRICT) TO R-6 (GENERAL RESIDENCE DISTRICT) OF PROPERTY LOCATED ON THE NORTHEAST CORNER OF CHURCH ROAD AND DEMPSTER STREET IN ELK GROVE TOWNSHIP, COOK COUNTY, ILLINOIS DESIGNATED BY THE COOK COUNTY ZONING BOARD OF APPEALS AS DOCKET #1124; AND OBJECTING TO THE REZONING R-4 ~SINGLE FAMILY RESIDENCE DISTRICT) TO R-5 (GENERAL RESIDENCE DISTRICT) OF PROPERTY LOCATED ON THE NORTH SIDE OF DEMPSTER STREET APPROXIMATELY 560 FEET EAST OF CHURCH ROAD IN ELK GROVE TOWNSHIP, COOK COUNTY, ILLINOIS, DESIGNATED BY THE COOK COUNTY ZONING BOARD OF APPEALS AS DOCKET #1123. Trustee Teichert, seconded by Trustee Bergen, moved for passage and approval of Resolution 2-67. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. Trustee Teichert stated that he wished that the other communities adjacent to rezoning applications being contested in the interest of good zoning would join~ with Mount Prospect in a concerted effort to make their voices heard with Mount Prospect in zoning cases as objectors. Trustee Teichert, mowed, seconded by Trustee Bergen, that a representative of the Village present the Board's pbjection in person in view of January 3, 1967 ¸3. remarks published in the newspapers, indicating that the County takes a dim view of written objections. MFT PROJECT 22 CS (KENILWORTH PAVING) ~5~T 22-CS On November 30, 1966 the State Division of Highways made its final Kenilworth inspection of the above project and found the work to be satisfactorily ~ 22-Ci completed. The resldentengineer for Consoer, Townsend & Assoc. and Village K~nilwor ~ Engineer have previously inspected the project and found the work to be ~ satisfactorily completed. $500 has been withheld from the contractor until the State gave its approval. $393.59 remains unpaid for engineering services. The Village Engineer recommended Allied Asphalt Paving Co. be paid their remaining $500 and that Consoer, Townsend $ Assoc. be paid $393.59 due them. The Manager concurred in the recommendation. Trustee Ekren, seconded by Trustee Grittani, moved Allied Asphalt be paid $500. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. Trustee Ekren, seconded by Trustee Colfer, moved Consoer, Townsend Assoc. be paid $393.59. Upon roll call: Ayes: Bergen Bruhl Colfer Ekren Grittani Teichert Motion carried. The following reports were presented from the Plan Commission: (a) Change of plat plan 3012-1~-20 Busse Rd. south of Tally-Ho (Case 65-29P) (b) Case 66-28P Mack Cadillac request of rezoning RX to (c) Case 66-29P Amendment to Art. II Sec. 8 of Village plan regarding tree planting on public property. (d) Case 66-30P Amendment to Sec. 20 of Zoning Ordinance relating to off-street parking in business districts. The above matters were referred to the Judiciary Committee. Bids for 2 Model PK ~1 Plymouth Fury I V-8,'~-door police sedans to Bids replace cars 120 and 127 were received and it is the recommendation of Bids Police Cars the Village Manager that purchase bemade from Mark Motors, Ind. at Police Cars a cost of $3,053. Referred to Fire and P~lice Committee. ITEMS TO BE REFERRED Trustee Bruhl requested the matter of a guard rail on Weller Creek Weller Creek Main Street bridge, east side, be referred to Public Health and Safety Weller Creek Bridge Committee. Approved. Bridge The Village Manager requested Police Counselor Program be referred to Fire and Police Committee. Approved. The Village Manager requested traffic problem at intersection of Central Road and Prospect Avenue be referred to Fire and Police Committee. Approved. Trustee Bruhl requested the subject of monthly health reports issued to the entire Board be referred to Public Health and Safety Committee. The Manager was instructed to send copies of departmental reports to Committee Chairmen as requested. Trustee Colfer, seconded by:~Trustee Teichert, moved to suspend the rules to consider a request of River Trails Park District regarding their land use study. Trustee Colfer brough up the matter of Loy White - Case 63-30 Zor~i¥~g Case (formerly the Zoning Board of Appeals) request for rezoning contingent 63-30 upon annexation from R-1 to B-3 of property at 410 E. Rand Road (across from Gregory School). Referred to Plan Commission and Village Attorney. Northwest Municipal League dinner, January 25, 1967 at Old Orchard Country Club, 6:30 P.M. Die,cci President Congreve, Trustees Teichert, Bergen, Colfer, Grittani and $7~500,000 Village Manager John Mongan and Building Commissioner Peter Retten were Suit made parties defendant in a suit filed by Salvatore DiMuccl et al on December 22, 1966 in the amount of $7~500~000. LITIGATION STATUS REPORT ~e Village Attorney presented a docket sheet advising the Board of the status of each suit pending against the Village of Mount Prospect.
