INVOCATION The invocation was given by Trustee Lewis. Invocation ROLL CALL Roll Call Present upon roll call: Reiter Grittard Kilroy Lewis Rogers Teichert Congreve APPROPRIATION ORDINANCE 2085 C~rd. 2085 Trustee Kilroy read Ordinance #2085 for second reading: Appropriatiol Ordinance AN ORDINANCE making Appropriations to defray the expenses of the Village of Mount Prospect for municipal purposes designated as the "Annual Appropriation Bill" for the period beginning May 1, 1968 and ending April 30, 1969. Trustee Kilroy, seconded by Trustee Rogers, moved for passage of Ordinance #2O85. Under discussion, Trustee Kilroy stated the Mount Prospect Public Ldbrary was opposed to the establishment of a working cash fund. Mr. G~lbert Liebenow, member of the Library Board, was present and requested the Board to consider an amendment to the Appropriation ordinance to delete a working cash f~nd. Trsutee Eilroy, seconded by Trustee Teichert, moved ~hat Article 12, specifically set for Library purposes be in the following amounts: For Li.brary Purposes Operation and Maiutenance $145,500.00 Illinois Municipal Retirement F~nd 71000.00 GRAND TOTAL - PUBLIC LIBRARY $152~500.00 Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Rogers Teichert Motion carried. Roll call vote upon motion for passage and approval of Appropriation Ordinance 2085 as amended: Ayes: Reiter Grittani Kilroy Lewis Rogers Teichert Motion carried. BLAIR PETITION TO REZONE TO P-1 (Case 68-1P) 68-1P Trustee Reiter, seconded by Trustee Rogers moved to concur with the recco~m- endation of the Plan Commission and the Judiciary Committee to deny the petition to rezone 308 W. Golf to ?-l zoning. Under discussion, Trustee Rieter stated the current ingress and egress is on Rte. 83, and at the stop light it is particularly congested. If the property were zoned for parking with a proposed dirve-in window for a bank, this would add to the particular situation, which is not in the best interests of the Village. Trustee Lewis proposed that ~o alleviate the problem of traffic 'no Right Turn" signs be placed at I-Oka and "No Rigth T~rn" on Golf Road. Trustee Teichert urged to "hold the Line" and do not extend commercial beyond the confer. Attorney William J. Moore, 102 S. Arlington Heights Rd. Arlington Heights, represented the petitioner. He proposed to resubdivide the entire parcel into~ one zoning with a covenant to l~m~it the ~oss building area to July 23~ 1968 8-1P 15,000 sq. ft. He suggested a covenant for 10 years, with the rear portion of the property to be used as a retention basin. Mr. Philip, Blair, petitioner, appeared before the Board to voice his opinion on the requested rezo~ing, claiming the property was no longer suitable as residential because of business both across the street and adjacent to his home. Mr. Robert Hower, 914 S. 00ka presented two petitions, one containing si~aatures of 150 home owners living in the general area mostly affected, and the second petition requiring a 2/3 vote of the Village Board. --i Mr. Appleton, 917 S. I Oka and Mr. George Stray, ~06 S. I Oka felt the proposed parking lot would be a detriment to the neigjaborhood. Mr. Mike Fuller, 911 S. I Oka, also objected to the requested rezoning. Mr. Jack B. Whistler, Commercial Manager for Nelson Realty, reported on the various businesses presently located in the office building, and the necessary parking spaces for employees. Mr. George Jacobsmeyer, ~907 S. Hi Lusi, suggested denial of the petition. Upon roll call vote on motion to deny; Ayes: Reiter Grittani Kilroy Rogers Teichert Nays: Lewis Motion carried. PUBLIC WORKS CO~i'±'2EE ~EPOET Salt Bids SALT BIDS The Village Manager requested authorization for the State to include the Village requirement for salt in their annual bid at the lowest bid the State receives. The Public Works Con~nittee recon~nends approval by a vote of 2-0 on the basis of past bids. The Village's requirement would be for 1200 tons of salt. Trustee Teichert, seconded by Trustee Rogers, moved for approval of bid for salt be included in the State's --- bid for the fiscal year. Unanimous. Village ps~k- VILLAGE PARKING LOT ADJACENT TO MUNICIPAL BUILDING in~ lot Specifications include blacktopping of additional lot plus the existing paving portion, including curbing. The engineer's estimate of cost is $9,000. It was the recommendation of the Village Manager to award the contract to the lowest bidder, Pladurance Paving, for an amount of $8,398.40. Trustee Teichert, seconded by Trustee Reiter, moved to accept the low qualified bid of Hhdurance Paving in the amount of $8,398.40, and authorizing the signing of the contracts on behalf of the Village. Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Rogers Teichert Motion carried. Trustee Teichert, seconded by Trustee Rogers, moved the Village Manager be authorized to return the bid checks to Milburn Brothers and Hardin Company, retaining the bid check of Allied Paving until the contract is executed. Unanimous. Trustee Teichert, seconded by Trustee Lewis, moved to amend the rules to include on the agenda consideration of authorization to siva a plat of subdivision. Unanimous. Plat re: Sk DI MUCCI PLAT OF SUBDIVISION -- corner of Trustee Teichert, seconded by Trustee Grittani, moved for approval of i 83 and Golf a subdivision plat of property lying at the southwest corner of Golf Road and Etc. 83, authorizing the President and Clerk to sign. Unanimous. COFMI~I'2aE ANNOUNCEMENTS JUDICIARY - July 30th - Village Hall- proposed open housing ordinance presented by the Human Relations Committee. PUBLIC WORKS CO~ISTEE - Meeting scheduled for July 24th has been cancelled. July 23, 1968 he Village Manager reported to the Board of Trustees he will be away on vacation at the time of the next regular meeting.
