CITIZ~S TO BE HEARD Builders
Mr. Kreamer of Hollywood Builders, requested an opportunity to appear before
Ms, ch 5, 1968
the Board regarding the Versailles Apartments permit fee. However,
Mr. Kreamer did not appear at the meeting.

objection to Mr. Albert Motsch appeared before the Board to voice his objections
consolidatior$O the proposal being studied by the Northwest Municipal Conference of
of several consolidation of several villages in the Northwest area, as suggested
villages by President John Woods of Arlington heights.
RESOLUTIONS
Library Trustee Teichert ~ead a statement regardiug library appropriation and
appropriatior~CCOmpanied this with a proposed resolution regarding disposition of
and funds collected for the library and deposited to the credit of the
statement library fund~ .Trustee Teichert, seconded by,Trustee Grittani, moved
the resolution be placed with the Committee-of-the-Whole for study ~with
the Library Board.
President Congreve suggested that befo~e meeting with the Library Board
the Trustees study the appropriation, levy, court order and after they
are apprised of all the facts then meet with the Library Board. A
meeting of the Committee-of-the-Whole was scheduled for Wednesday~
March 'lBth.
The trustees voted unanimously for approval of the above motion.
Police Dept. Trustee Teichert had requested ~!Police Department Resolution" be~ placed
on the agenda for consideration this evening. However, Trustee Teich~rt
rsques~ed withdrawal of this matter.

Gunnel's The Finance Committee considered the special late hour liquor license
liquor of Gunnell's Restaurant at Band Road and ~te. 83 which expires April 30,
license 1968o By a vote of ~-0, the Finance Committee reconm~nded that Gunnell's
liquor licanse be ar~nded to a "B" license, and that an ordinance be
prepared to create the additloml "B" license, and deleting therefrom the
one Class "G" license currently issued to Gurmell's,.
Wayne's The Village ManaEer reported that Wayne's, Redwood Inn at ~00 W. Rand
Redwood Irm Road, had been involuntarily annexed, and had been permitted to operate
Liquor in a like manner until expiration of their license. It was suggested
License they be issued a Class "A" license, which could also be incorporated in
the proposed ordinance.
Trustee Kilroy, seconded by Trustee Grittani, moved to issue a' Class "B"
license to Gunnell ' s Restaur~ant.

PUBLIC WORKS CO~'~'I'~E REPORT Demolition
The Public Works Con~nittee mot o~ February 28, 1968 and reviewed bids Bids on
submitted for demolition of the buildings located at 114 S. Maple St. 114 S. Maple
under the OWnership of the Village. Barrington Trucking Co. of' to Barrington
Barrington Ill. submitted a bid of $1,832. The engineering estimates
for this item was $2,000. and upon a review of the bids the Public Works
Committee recommended the low bidder, Barring~on Trucking Co. be
awarded the bid of $4600. They further recommended that the certified
check from the second low bidder, McKay Contractors, be retained until
a contract is entered into by Barrington Trucking Co. and the Village,
and be returned to McKay Contractors after the contrac~ is executed.
Trustee Kilroy, seconded by Trustee Teichert, moved to cencur with the
Con~ttee recommendation and award the contract to Barrington Trucking
Co. in the amount of $1,600. and retain McKay Contractors' bid check
until execution of the contract.

Traffic Light
Public Works Cormuittee reviewed the traffic light problem at Central Central &
Road and Northwest Highway. Acting Village Engineer Frank Krebs stated
the plans will be complete in the desi~a stage this week and will then
be processed through the State of Illinois Highway Division for approval
for the allocation of the M~T funds. The Committee was informed t~at
the administration is striving for and April bid on this i~em.
Water treatmen
The Public' Works Cc~mittee reviewed the bids for water treatment chemicals Chem. Bids
and the Public Works Director, Dave Creamer, requested that the low bidder
be recommended only after receiving a letter of certification from the
Federal government as to compliance with the applicable Federal laws
regarding these chemicals. The~Cbmmittee will make a reccmmendation when
notified by the administration that ccmpliance with the specifications
have been met. The Clerk was requested to place this matter on the
March 19th agenda.
OTHER BUSINESS
Plat of Survey - R-4 Planned Development between Redwood and Busse, was Plat of Smrvey
in conformity wiht the Consent Decree (DiMucci vs. Mount Prospect), R~ DiMucci
easements are in compliance with the ordinances, and the Village Manger
stated the linen does not have to be reviewed by the Plan Cmmmission.
Trustee Teichert, seconded by Trustee Lewis, moved to authorize the
President and Clerk to affix their signatures so the plat can be recorded.

sire Plau read. The Comprehensive Plan Text had been presented for first reading
Text at the February 20, 1968 meeting. The Clerk was requested to place the
Comprehensive Plan Text on the March 12th agenda for final reading.
Armexation ANNEXATION OF PROPERTY OWNED BY SCHOOL DISTRICT 59 LOCATED SOUTH OF

Bauer Mr. Bauer, of Bauer Engineering, gave a report of the drainage problems
Engineering in the Village and stated the work should be done in three phases:

Drainage The first would involve storage sites and parts of channels within
the Village, the second would be channels at Weller Creek end-Feehanville
Ditch downstream, end the third, sewers within the Village.. It would
be necessary to obtain all existing data on sewers and ms~e the best
estimated of drainage on subwatersheads, analyzing each one separately,
and to consider the results of soil borings and laboratory studies.
The areas involved would be Brickman industrial property north Of
Central Road ($6,000.), Mount Prospect Golf Course ($8,000.), end the
vacant ~ndustrial area Feehanville Ditch ($6,000.), or a total cost
of $20,000.

Mr. Bauer was requested to return on March 19th with a complete
proposal.
Plans etc. At the previous meeting the matter of authorization for outside
storm wader engineering for plans and specifications for tentative storm water
Hatlen facilities Hatlen Heights, Kirchhoff Farm, Crandon Manor, et al was
Heights referred to the March 5th meeting. Consoer, Townsend & Assoc. stated
et al they would charge ~ 1/4% for plans and specifications, descriptive
material, and for complete work through' the courts and if the project
failed. The completion date was as soon as possible.
Tobernmn Engineering quoted 4 1/4~ for total censtruction,~ and-should
the project be abondoned before completion it would be the actual
cost plus 100%, not to exceed 2.5% of the total cost of.the project.
Plans and specifications would be completed May l, 1968, with
completion as soon as possible.
Sommerschield and Henmeter quoted $14,600 on the project end stated
plans cbuld be ready 90 days after signing the agreement. The $14,600
would cover the technical work, p~yroll costs plus 1005 out of
pocket expenses.

Bauer E~g~eering quoted $16,500 with the same p~ovisions. If the work Hstlen
is abondoned they would charge employee's direct salary payroll plus eT al
100%, plus out of pocked, not to exceed 2.25%. There would be a time
limit.of approximately 60 deys plus two weeks.
George Auderson and Associates quoted 3 3/4% of contract price, I 3/4%
upon approval of plans by the Village, 2~ upon final approval.
Approximately 6 weeks after acceptance of proposal work could be
completed.
A recess was called to trustees could study the mterials presented.

The Village Manager directed a memorand~ to the Board regarding salt expendeture
expenditures for 1967-68 fiscal year and requested the Board to authrotzef°r Salt
the administration to approve and additional $3500 if necessary, for the
expenditure of salt. This would bring the total authroized expenditures
for salt~ $8,500. over the appropriated amount.
Trustee Kilroy, seconded by Trustee Grittani, moved to authroize the
additional $3,500, for salt, if necessary.

A memorandum was directed to the Board from the Village Attorney re~rdin~ Bos~rd
-- -- Fire Dept.
the appointment of an Arbitration Board when a dispute exists concerning '
wages, hours of labor, or conditions of employment of members of the
Fire Department. The Board would consist of five members, four of whom
would be appointed by the corporate authorities. The four appointees
shall select a fifth member and then the board would conduct hearings
and report its findings to the Village Board of Trustees and to any
orgenization of the firemen of this municipality. (Ill. Rev. Statutes,
Chapt. 24, Sec. 10-3-8 thru 10-3-il).
The Village Board de~erred consideration of this matter pending a f~ll
opinion and an approach from another direction, i.e., that there is no
Jurisdiction of the Police and Fire Commission.
