Wm. Bauer PETITIONS AND CON~IL~ICATIONS
re; drainage Mr, William Bauer, of Bauer Engineering discussed with the Board problems
investigatiorof drainage. He asked the scope of investigation the Board was concerned
with and was advised the Village Board was interested in the Village as
a whole, Mr. Bauer was apprised of the volume of work already accomplished
by the Drainage and Clean Streams Cormnission on Flooding problems, and
was requested to meet with Mr. Creamer, Director of .Public Works, and
the Acting Village Engineer, Mr. Krebs, to review this material, in order
that he could give a report on the length of time and the cost involved
in a detailed study. Mr. Bauer stated he would return to .the B6ard on
Tues~lay, March, 5th~ at which time Mr. ~ysell of the Drainage and Clean
Streaws Commission would be advised of this matter on the agenda.
E. Bradtke President Congreve read a letter of resignation from .Eugene Bradtke as
resi~aation a member of the Board of Appeals. Mr. Bradtke had been recently appointed
from Bd. of as a member of the Plan Commission.. Trustee Rogers, seconded by Trustee
Appeals Grittani, moved to accept the resignation of Mr. Bardtke as a member of

FINANCE COMMi'I'±~E
Police Dept. Trustee Kilroy reported the Finance Corm~ittee felt that the necessity for
re: an aditional man in the Police Department as a police patrolman should be
additional determined by the Chief of. Poliee and the Village Manager and presented
man to t.he Finance Committee and the Board of Trustees so that consideration
for additional authorized personnel could be foreseen and taken into
account at budget time. By a ,vote of 3-0 the Finance Cmmmittee requesZed
that this subject be placed at this tima with the administration for i~s
recommendation on or before the approval of the 1968-69 fiscal budget.
Trustee Teichert read a prepared statement regarding salaries of police
and firemen and it was decided this matter could be discussed during
Finance Cormmittee budget hearings.
Bids for The Finance Committee reviewed the bids for scavenger contract and, also
Scavanger the recormnendation of the Village Manager. By a vote of 3-0 the Finance
Contract Committee recoam~ended that the Village exercise its option with' Barrington
Barrington Trucking Company contained in the existing contract. Trustee Kilroy,
Trucking seconded by Trustee Grittani, moved to exercise the option with' Barrir~on
Trucking Co. for renewal of the scavenger contract.

1968-69 5he Finance Committee discussed the procedure in which they would review
Budget the 1968-69 fiscal budget as presented by the Village Manager. The Manager
review expressed to the Cora~ittee he intended to present the budget to them in
proceedure various stages with respect to each department, However, it was the
opinion of the Finance Committee to have the entire budget submitted at
one time, and the Village Manager agreed Whis would be accomplished

on or before the regular meeting of the Finance Committee in February, 1968.

This resolution is one stating the Villag~e of Mount Brospect expresses its
intent to use all means feasible in acquiring the utility company servicing
Fairview Gardens residents if annexed to the Village, that the monies
received from the users on said system will be directed to maintenance
and retirement of the cost of the system, and that upon complete reim-
bursement'to the Village by the users for the purchase of the ccmpany,'
it is the intention of the Board that the rates then established will
coincide with ~rates established for those users on the Village's system.

Case 67-26P Trustee Lewis read the report of the Judiciary Conmtittee meeting held
Ee: January 19, 1968. The first matter considered was Case 67-26P, a request
Enforcement by the Village to change Art. I, Sec. 6 of the Village Plan to place
Art. in siad section in conformity with the State Statutes establishing the Manager
Village Plan forth of government and with Village Ordinance ~2011. The amendment
requested would place the responsibility for enforcement of Millage Plan
ordinances in the hands of the Village Manager and remove it from the
jurisdiction of the Chairman 6f the Plan Commission, presently designated
as enforcing officer in Art. I, Sec. 6 of the Village Plan.
The Plan Commission and the Judiciary Committee recommend approval.
Trustee Lewis, seconded by Trustee Teichert, moved to concur zrith the
recormnendation of the Plan Cc~mission and Judiciary Conmuittee. Unanimous.

The Judiciary Conmittee ~onsidered a request by the Village to make
Case 67-27P appropriate changes to Art. II~ §ec. 6 of the Village P1Bn to define lot
Lot lines depths in a clear and enforceable manner. The amendment suggested ~s to
eliminate the future practi~eof "averaging" to lot lines. The Plan
Commission and Judiciary Committee recommended approval. (Case 67-27P)

Trustee Lewis read for first reading an ordinance amending Art. II,
Sec. 6 of the Village Plan - Lot Depths - an~ requested the Clerk to ~-
place iton the nex~c agenda for second and final reading.
The Judiciary Committee studies and recommended passage of ~ flood Flood Plain
plain ordinance in com~oliance with ~Septeraber, 1967 directive of the Ordinance
Metropolitan Sanitary District that no ~ewer permits are to be granted
in flood plain areas until local governments have passed a flood i sT reading
plain ordinance designed to contrail flooding.
? It is the-recormmendation of the Judiciary Committee that the Board approve
a flood,plain ordinance to be presented at this meeting. Trustee Leiws,
eeconded by Trustee Teichert, moved to concur with the recommendation of
the Judiciary Cormmittee. Unanimous.
Trustee Lewis read for first reading a flood plain ordinance and requested
the Clerk to place it on the agenda for second reading February 20, 1968.

Discussion fol~owlng regarding bids opened Janua_~y 26, 1968 for sewage lift lift
station- Project 67-003. The total base bids of the two lowest bidders were station

In the drawings for this lift station to be erected at Cottonwood and
R~dwood, on sheet 4 of 4~ entitled "Factory-Built Underground Duplex Sewage
Pumping Station" were several items marked "by others" and the two low bidders
were contacted to determine if these items were estimated end calculated
in the lump sum p~m~ent of the complete sewage lift station proposal.
Drain Line Sewer Const. stated they were considered in the lump sum bid,
.~-- but Abbott Contracting reported they did not include the typical wet well,
and therefore, would have to change the total base bid by an additional
$2,100, or a total of $32,095.00, which is~ still the lowest bid by $330.
Mr. George J. Cc~tiskey, Vice Presidnet of Abbott Contr. a~ his attorney
Mr. Robe?t Hogan, appeared before the Board. It was their contention that
even though the bid had been ~hanged after the opening, that because they
were the ,lowest bidder they should be awarded the contract. ( It should be
noted that the two low bidders bid under the estimated cost of the project.)
Trustee Rogers, seconded by Trustee Kilroy, moved to award the contract to
Drain Line Sewer and Water Co., the low qualified bidder, according to
plans and specifications, in the amount of $32,425.10.
Trustee Rogers' stated he made the above motion because of the fact that
Abbott Centractors, inc. did not figure the full Job. After further
discus~ion~ Trustee Kilroy, seconded by Trustee Rogers, moved to call the
question.

Otto Semerow appeared before the Board and requested a copy of the ·
above ordinance, stating he was owner of 6 acted included in Parcel ~-~
#2, Mr. Semerow was advised he would be notified at the time of a
public' hearing in the matter.~ Pres. Congreve stated he would set up
a meeting with the owners of the various parcels involved.

DiYucci The Villsge manager reported that DiMucci Home Builders, Inc.' submitted
R-4 proposed plans for R-4 development at the northeast corner of Dempster
Development and Buase. · The only requirement under R-4 that was not met with. the
mad Height presentation of the submitted plans was with respect to the height of the
Ordinance proposed buildings. The plans indicate an overall height of 26'11" and the
to 28 feet. present height limitation in R-4 is 24', However, on October -3, 1967 a
height limitation ordinance, had bean read for first reading. ~ The
Building Committee, on October, 17, 1967, requested withdraw~t~ of the
ordinance for review and for public hearing ~efore the Plan Commission.
This ordinance was considered by the Plan Commission on November 17th.
It was suggested that the height limitation be 28'~ The Clerk was requested
to schedule the revised ordinance on the February 20th agenda for
second reading.
Docket 1302 Cook County Zoning Docket #1302 - 20.43 acres at the southeast corner of
United Air Dempster St. and Linnemau Road for parking facilities to serve existing
Lines United Air Line complex was a matter placed on the agenda. The Village
Dempster & Manager reported that through Mr. DiLeonardi,. attorney, he was advised
Linne~ann United Air Lines intends to covenant with Cook County Zoning Board of
for parking Appeals that the use of the property would be the same as existing.
However, he did not received word in the mail. The Village has 30 days
to file an objection. The Clerk was reqeusted to place the matter
