Mr. Fred Hysell, Chai~-~n of the Drainage and Clean Streams Cormnission, Clean Steams
presented a survey of printed mterial giving the results of tabulation. Corsr~ssion
There were 9,125 questionnaires sent out and of these, 4,207 responded, Report re:
or a percentage of 46%. Of these, 605 residents volunteered help to the Flooding
Committee. Accompanying this statistical report was a map index, marked
with various colored pins showing the types of water experienced, i.e.,
storm, sewage, storm and sewage, or not stated, not affected. A map was
also presented, which divided the Village into eight general areas, and
the following information was given:

REPORT ON MOUNT PROSPECT FLOODING AND RECO~$~NDATIONS BY THE DRAINAGE ANI~ ~
CLEAN STREAMS CC~4ISSION :
1. It is the recommendation of this Commission that the Mount Prospect :
Village legal department contact the Illinois Department of Waterways,
Chief Engineer's office to deterndne if the existing easements along
Weller Creek are s.ufficient for the intended widening of the Creek
by that Department. If not, the Village should initiate appropriate
legal action to avoid any delay in the cc~pletion of stage III of:: :
the Weller Creek widening ~rogram. :
2. The Commission recount_rids Ghat Village Ordinance No. 857 be enforced :
retroactive to date of passage August 21, 1962. This ordinance
provides, inter alia:
Page l, Section "B", Para. l: '!The .discharge of drainage
from downspouts, window wells, building footing tile, :out-
side area drain, and other drainage from any source what-
ever, is excluded from discharging .into sanitary sewers."
Bection "B", Para. 2: "The direct discharge of roof drainage
is specifically excluded from connection to combined
sewers." ~ .
Section "C", Para. 1: "Under no circumstances shall rain
water runoff from roofs be drained in any way into the ~
plumbing system, of the building, or be connected so as to
drain directly into the public sewer without first being
discharged into the ground." .
3. One of the most obvious conclusioA~sthat can be drawn from the survey
conducted by the Drainage and Clean Streams Coranission, and from visual
investigation by the Village Engineer ~dthe sewer system in this Village,
is the urgent need for a thorough sewer cleaning and maintenance program.

Therefore, it is the recommendation of the Conmiission that the Village 0rainage
establish such a program at the ~earliest possible date, either contract,~lly & Clean
with the Met~ropolits~ Sanitary District, now in negotiation, or in some Streams
other manner. Report
Re:
3, The Coranissi~n recommends that the Village reqttire adequate provisio~ Flooding
for stomr water detention in any future land developments, residential or
conmercial, within the Village corporate lintits, and that the Village
establish standards for such water detention. No building permits should
thereafter be issued without evidence that the standards, so established,
will be satisfied. In addition, any area smmexed to the Village shall be
equally subject to such standards and requirements for water detention and
no area shall be annexed unless adequate provisions are made for the coB~oliance
by that area to the standards.
(The Commission feels that it would be beneficial if a member os the Drainage
and Clean. Streams Commission be present in any instances when-the Planning
Commission is considering a plan of development that would require the
application of the aforesaid standards. )
5. The detention of water during a storm offers the most effective means of
flood control according to all experts known to the Conmmission who have
studied the situatidu in our area. Bauer Engineering, Harza ~gineering,
Dr, Schaeffer, and the professional engineers of the Metropolitan Sanitary
District and the Village of Mount Prospect agree that the detention of water
unti.l.~the flood crises has passed is the ultimate solution.
Accordingly, the Conm~ission recommends that the Village of Mount Prospect set
aside sufficient land area for use as detention basins for the Weller Creek
watershed ~and the Feehanville watershed, while suitable land sites are still
available.. The location and the design of these detention sites, obviously,
is a matter requiring a ccmplete analysis of current and future needs by a
competent engineering firm.
Bauer Engineering prepared an analysis of the Weller Creek watershed for the
Forest Preserve District in 1963 and in their report they did develop a site
and suitable design for a detention basin. Mr. Bauer, however, has advised
the Commission that in view of the development of the area since 1963, the
widening of Weller Creek and the current plans of the Metropolitan Sanitary
District, his 1963 study could not, without review, form the basis for action
now. Moreover, this study did not take into account the needs of the
Feehanville watershed.
It is therefore necessary that a new study be prepared as soon as possible
and it is. our considered opinion that it probably could be done most economically
by the Bauer Engineering Company since they have already accomplished much of
the basic 'snalysis and investigation in their 1963 study.
After consideration of the above report of the-Drainage and Clean Streams
Conmission, Trustee Teichert, seconded by Trustee Grittani, reeved the President
write Bauer Engineering Company for an estimate of review and study of Weller
Creek and Feehanville ditch, and a representative of the Drainage and Clean
Streams Commission be present _at-the time of the Bauer report reveiw.
Unanimous.
The Metropolitan Sanitary District is studying a proposal of Mount Prospect
for maintaining and cleaning sewers. Negotiations are under way,
The matter of setting up staudards for water detention was referred to the
Public Works Conmmittee.
The Village Manager reported the Village will proceed to obtain easements Weller Creek
along 'Wetler .Creek in Mount Prospect starting about May 1st. Easements
With reEard to the reference of enforcement of Ordinance .857 in .the Drainage
and Clean Streams Report, it is a matter of policing by the administration.

A recess was called at 10:00 P.M. The meeting reconvened at 10:20 P.M. Recess

FARMER COOPER, INC. (Case 68-4A) Heard January ll, 1968 by the Board of Farmer
Appeals. This was a request for variations for various signs. Howard Cooper Cooper

ar~?~er appeared before the Board to discuss the different vatiations requested.
Cooper Property is located at 303 S. Kensington Road. The Farmer Cooper's
Si£an Restaurant is presently a B-3 use variation in R-1 zoned property, With
Ya~iations regard to Item l, involving the change of lettering on the present wili
sign at the frontoof the restaurant building, it was decided by the Board
of Appeals that h~is would not involve the need for a variation and may
be considered withdrawn from the petition. The Village Board concUrred.
Iten 2 was a request for 'separate wall sign for the rear of the restaurant
building to be a painted sign, The petitioner asked to withdraw this
variation request.
Item No. 3 was a petition for a ground sign to be placed on Mr. Goldin's
property adjoining that of petitioner on the Fast. Board of Appeals
suggested an 8' x 16' with 10' clearance. The Board of Appeals recc~mmended
granting the variation if the sign were on ~wo posts and at right angeles
to Foundry Road, set back from the property line a minimum of five feet.
However, under discussion, the Trustees felt the sign should be set back
18 feet from the curb line.
Trustee Rogers, seconded by Trustee Teichert, moved to concur with the
recommendation of the Board of Appeals, to grant a variation for a sign
8' x .16' with 10' clearance, to be set back 18' from the Curb line, with
two posts, set at right angles to Foundry Road.
Trustee Teichert, seconded by Trustee Grittan~_~ moved to table the motion.
Unanimous.
Item No. 4 concerns a petition for a sign of cantilevering construction-
from a one-post support arrangement, 4~8' from the east propez~cy line,
rather than directly in front of the restaurant building. The request to
have a single supporting post 2' from the p~operty line would result in
the sign being too close to Foundry Road. The Board of Appeals voted to~
deny. Trustee Teichert, seconded by Trustee Rogers, moved to concur with
the recommendation of the Board of Appeals and deny the requested
variation.
Upon roll call: Ayes: Reiter Grittani Kilroy Lewis Rogers Teichert
Motion carried.
The Board of Trustees then discussed Item 4 further, and~ considered an
alternative reccmm~endation of the Board of Appeals that they would not
object if the sign were set back sufficiently to fall within ins own
property line. Trustee Teichert, seconded by Trustee Kilroy, moved to
concur with the recommendation of the Board of Appeals with the followiug
conditions: that the sign be in conformity With Exhibit 5, Case 68~4A,
and the post be set no less than 18' from the curb line, no less than
8' from the property line, and in the event the existing southerly curb
be changed or the sidewalk be installed the same conditions should be
applied from the line of the new improvements. Any of these circumstances
occurring, the Village will b~ve the right to remove said sign unless the
sign has been moved in conformity within 30 days.
Upon roll call: Ayes: Reiter, Lewis and Teichert

Motion failed,
Trustee Teichert, seconded by Trustee Kilroy, moved to concur with the
Board of Appeals recommendation that the sign be erected to fall within its
own property line.
Grustee Grittani, seconded by Trustee Kilroy, called for the vote. Unanimous.
Upon roll call: Ayes: Rieter, Grittani Kilroy Lewis RoEers Teichert
Motion carried.
Trustee Te. ichert, seconded by Trustee Rogers,. moved to remove Item #3 from
the table. Unanimous,

Trustee Rogers, seconded by Trustee Lewis, moved that Farmer Cooper's
Restaurant petition be granted to erect a 4' x 6' ground sign that would
fall within the property line.

Motion carried.
Item 6. This related to a "Parking Let Entrance" sign similar to that of
Item 5, in that it was 4' x 6' and 2' from bottom of the sign to the ground.
The Board of Appeals voted to deny the installation of this entrance sign.
Trustee Rogers, seconded by Trustee Lewis, moved to concur with the Board
of Appeals to deny the parking lot sign.

Motion carried.
Item ~. The petitioner desired to have a farm-type hay wagon positioned in
the ~ess plot in front of the restaurant building. Specifically, the
wagon would be approximately 24' long and spaced about 16' from the front
of the building, leaving approximately 7' in front of the wagon to the
property line. The wagon would be filled with "d%,,~" displays of meats,
poultry, corn, etc. as well as farm implements indicating brand names of
products sold iu the restaurant. In any case, in view of the need to have
the wagon removed from the front plot each evening and, in further view
of the fact that the wagon would be of a low nature and well set back
from the highway, there were no particular objections and the Board of
Appeals recommended approval for placement of the wagon as requested.
Trustee Teichert, seconded by Trustee Lewis, moved to concur with the Board
of Appeals and approve the request.
Upon roll call: Ayes; Grittani Kilroy Leiws Teichert
Nays: Reiter Rogers
Motion carried.
Item 2. Wall sign to be attached to rear wall of the restaurant building
6' high x 20' long, lettered "Farmer Cooper's Kitchen" was again considered.
Board of Appeals recommended approval. Trustee Teichert, seconded by
Trustee Lewis, moved to concur with the decision of the Board of Appeals.
Upon roll call: Ayes: Kilroy Lewis Teichert
Nays: Reiter Grittani Rogers Congreve
Motion failed.
