PRESIDENT'S REPORT
Secticn 4.103 An ordinance amendi~r~g Section 4.103 of the Municipal Code was
presented for final reading. The ordinance was amended to allow
the administration to award contracts for purchases of more than
$1~500.00 to the lowest bidder without Board approval.

Constitutional President Teichert directed a memorandum to the Board regarding
Convention the Constitutional Convention and the December 15th vote on the
proposed constitution. A proposed resolution was presented stating
that the Village Board members go on record in support of the pro-
posed State Constitution, urging all citizens to vote on the issue
on Tuesday, December 15, 1970. President Teichert listed the four
additional but separate issues to be voted upon ... 18-year old
vote, abolishment of capital punishment, merit selection of
judges and single representative districts. The floor was
opened for discussion. Trustee Ahem discussed two areas which
he considered critical--revenue and home rule. 5kmstee Reiter
voiced his opinion regarding personal property taxes and income
tax ceiling. T~ustee Norris did not feel the new Constitution
was an improvement. Considerable discussion ensued. Trustee
Ahem, seconded by Trustee Ki/roy, moved for passage of Resolution
25-70:

indicate they favor the merit selection of judges by appointment.

Trustee Reiter moved~ the Board not make a recor~mendation on Ballot
#4 lowering the voting age to age 18. The motion rs/led for lack
of a second.
Trustee Furst, seconded by Trustee Norris, moved to indicate the
Village Board favors lowering the voting age to 18.
Under discussion, Tnustee SodeNmu~ expressed ~sapproval of lowering
the voting age to 18.

COMMITTEE CHAIRMEM REPORTS Windsor Estates
FINANCE CO~vll'l'l'~ Escrow Agreement
Windsor Estates Escrow A~reement:
Oversizing of certain water m~1ns through Windsor Estates subdiv-
ision had previously been approved. The additional cos~ of the over-
sizing for materials only and not including labor amounts to $10,636.25.
The developer, Mr. Enzo Frediaui, has posted some 400,000 plus dollars
in performance bonds to guarantee installation of these and other
public improvements throughout his sub,vision.
However, his cash escrow deposit with the Village amounted to $11,055.00
for trees, street signs, and tap-on charges. In order to facilitate
the developer making this deposit, and in light of au agreement Mr.
Frediani has made with the Village to proceed with the oversizing
without payment this y-~w because the Village had insufficient funds
in the budget for this project, the administration drafted a Memor-
andum of Agreement wherein Mr. Frediani will place $418.75 in cash
December 1, 1970
in this escrow and the Village will deposit $10,636.25 in the
same escrow accost after the next budget is approved. The
Finance Conm~ittee, by a vote of 2-0, recommends authorization
to the Acting Village Manager to sign and the Finance Director
to attest the contract.

the reconmmudation of the Finance ~ommittee regarding the Windsor
Estates Escrow Agreement, authorizing the Acting Village Manager
aud Finance Director to sign and attest.

The Committee reviewed the above report and recon~ended
acceptance of the audit. Trustee Soderman, seconded by Trustee
Eilroy, moved to concur with the Finance Committee and accept
the Audit Report' # 25 MFr Funds 1/1/68 to 12/31/68.

Business Hecodification of Business Licenses:
Licenses The Conmdtte~ continued review of all business licenses
currently found within three chapters ~f the Municipal Code
and will report further after the next Finance Committee meeting.
FIRE AND POLICE
Section 24.506 Au ordinance amending Article V of Chapter 2~4 of the Municipal Code
regarding public gatherings was presented for second reading.
Under Section 24.506 provision is made for the number of fire-
men and policemen to be on guard du~ing a gathering of 1,500 or
more persons on the premises. This provision would be at no
cost to the Village. Trustee Norris moved for passage of Ordinance
2271. Trustee Eeiter seconded the motion. Trustee Ahem,
seconded by Trustee Furst, moved to postpone the vote indefinitely
for the purpose of contacting School District 214.

PUBLIC WORKS CO~
Special Assessment. #,70:
Special Mr. Stonesifer of Ancel, Stonesifer and Glink, appeared before
Assessment the Board ~6 consider Special Assessment #70. A report of the
#70 Public 4~ks Cormmittee, dated November 3rd, 1970, was submitted,
stating the Committee caused the Recommendation, Estimate and
Ordinance to be published in the Mount Prospect Hei~ald more than
ten days prior to this date, and records approval of the
Estimate and passage of the Ordinance. Mr. Stonesifer stated
the rate, after applying a tentative amount of public benefit
of 20%, to be $125,634.86, and the total estimated cost of the
improvement is $628,174.34.

Mr. Charles J. Bencic, 1707 Bonita, a registered engineer,
disagreed with the public benefit percentages, and requested
reconsideration of the amount set.

report of the Public W~mks Committee as set forth in Special S.A. #70
Assessment #70.

Mr. Bencic was advised the Board would defer consideration of
the amouut of public benefit tmtil the next regular meeting,
which was set for December 22nd, at which time he would ~e
given an opportunity to be heard.
Request of the Mc~nt Prospect Library Board fo~ snow removal -
Mutual assistance to $overnmental bodies: M.P. Library
snow removal
~'~ The Director of Public Works indicated through sufficient facts -
~ and figures that he is presently unable to plow all of the existing
streets in town during any given snowfall because the Village has
expanded in area while the manpower and time daring which crews
can conduct snow removal aDerations remains the same. The Public
Works Committee recommended to the President and Board of-T~ustees
the denial of this request of the L~brary Board and this portion of
the request of School District 57. The Public Works Director and
Acting Village Manager indicated, however, that for light snows the
Village would try to place salt on the Library lot.
Personnel - Public Works
A status report was given by the Corm~ttee on the current manpower
capabilities of the Public Works Department. The Director of
Public Works indicated he is currently 37,000 manhours beh~d at
this time. It is expected the Committee will meet again regarding
this item before the b~dget sessions of the Finance Committee begin.
Lease Purchase A~reement for Excavatin~ Equipment - Public Works: Lease Purc~se
The Public Works Cora~ittee heard the presentation of a representativea ~Kreement for
of McAllister Equipment Co., distributors of the Michigan Model #85 excavating
articulated tractor shovel. The Committee will review a possible leasem equipment
purchase agreement of the machine. At present, the n~chine is being
tested by excavation of the Crumley retention basin~ and a further
report will be presented after the next Conm%ittee meeting.
