Financial Report for the month of October, 1970, subject to audit.

The Village Clerk advised the Board that he wished renewal of
membership for bb~h the Clerk and Deputy Clerk in the International
Institute of Municipal Clerks, but there was not enough budgeted to
cover the fee. Trustee Furst, seconded by Trustee Kilroy, moved
to authorize the expenditure of $70.00 for the Clerk's Office
membership fees.

PROCLAMATION
CHIlDREN's President Teichert proclaimed November ~5 through November 21,
BOOK ~EK 1970 as "Children's Book Week".
PRESIDENT'S REPORT
President Teichert commented on an article written in the newspaper
on November 13th regarding a talk he gave before the Illinois
Municipal League's problems cormmission. The subject nmtter in-
cluded lack of a mayoral veto power and uneq-~l enforcement of
Illinois gar~ling laws throughout the State. President Teichert
felt the subject was erroneously reported and did not wish to be
misunderstood by the Board.
A memorandum for the Acting Village Manager to the V~llage Presidont
stated the Illinois Revised Statutes, Chapter 24, Sections 8-9-~
and 2, reflact that the corporate authorities may provide by
ordinance that all supplies needed for use of the municipality shall
be "let to the lowest bidder". The Village ordinances have no
similar provision, but state that all expenditures contemplated
to be over $500 shall be submitted for bid. Ah ordinance was
presented reflecting standards contained in the State Statutes,
amending Section 4.103 of the Municipal Code, and the Clerk
was requested to place it on the next regular agenda December l,
1970 for final reading.
A new resolution regardLng fire fighting mntual aid was presented
which ~nlarged the scope of the municipalities entering the
agreement. Trustee Ahem, seconded by Trustee Norris, moved for
passage of Resolution 24-70:

Au ordinance was presented amending Section 13.120 of the Municipal
Section 13.120 Code regarding unobstructed view in premises which sell alchholic
liquor for consumption upon thepremises (except restaurant, hoBel,
club, or any bowling alley). T~e Clerk was requested to place the
ordinance on the next regular agenda for final passage.

FIRE AND POLICE
Parking of house trailers in residential areas ( Request of Mm. Wm.
Preble): By way of status report, the Conlnittee heard Mr. Wm. Preble
~ directed the Village Attorney to draw an ordinance to he used
as a draft which the Cormmittee will review at its next regular meeting
in December.
Amendments to Schedules in Traffic Code:
The Con~aitt~e reviewed certain reconmedded changes to the Traffic Code
as outlined herein: Reversal of Busse Ave. from westbound only to.
eastbound only, proposed amendments to Schedule 1~ concerning ~certain
intersections at which stop si~as have already been erected, and an
amendment to Article VI to .eliminate paragraph D and changing Schedule
I to reflect all of those streets whereon 25 MPH speed limit si~as
have been posted. When all of the Schedules have been changed, follow-
lng a survey ~z~egarding existing 25 MPH si~as, an ordinance will be
placed on the agenda fo~ first reading.
Trustee Norris, seconded by Trustee Reiter, moved to concur with the
--- entire recommendation of the Fire and Police Conm~ttee regarding
amendments to Schedules in the Traffic Code.

Fire and Police Guards at Public Gatherings:
The Co~m.~ttee reviewed a proposed ordinance amending Article 5 of Police
Chapter 24 to provide for an inspection of premises to be used for Fire Guards
any public gatherings to determine they are free from any~fire-haZarda at Public
and are suitable for the use. Further, the ordinance would-establish Gatherings
the necessity of having promoters provid~ for t~iformed fire and police
guards, atno cost to the Village, to be in attendance at public
gatherings which will h~ve an anticipated crowd of 1500 persons or
more. The Village Attorney was instructed tamdraft an ordinance for
first reading at, this Board meeting, with the reconmendation of the
Committee for adoption of the change.
Trustee Norris, seconded by Trustee Relter, moved to concur with
the recormnendations of th~ Fire and Police 'Committee regarding Fire
and Police guards at public gatheriD~s.

first reading and the Clerk was requested to place it on the ag~ada

Mx. J.M. Brick~an, President of J.M. Brickman Midwest Corpor-
ation, appea~ed before th~ Board and requested further opportunity
to discuss the above petition with the Board.
Trustee Ahem, seconded by Trustee Reiter, moved that Case ?0-liP --
be referred to the Judiciary Co~m~ittee for consideration at
the December 10th Committee meeting.
St. Cecelia~. Peace Reformed Church. Mr. Les Meier and the
Village of Mount Prospect- Joint ~articipation in sewer and
sewer & water main construction:

construction The Judicisry committee, by a v~te of 2-0, recon~nended payment
of $1500.00 to Father Prendergast, Pastor of St. Cecelia's Church,
for the Village's portion of the above project, extending the mains
across Lonnquist Boulevard. Further~0re, the Con~mittee reco~nended
acceptance of the public improvements when the Village Manager as
in receipt of a letter from Father Prendergast indicating that
Peace Reformed Church has paid $1139,00 and Mr. Meier has paid
$1017.50 to St. Cecelia's Church, and that St. Cecelia's has received
the $1500.00 payment from the Village.
Trustee Ahem, seconded by Trustee Reiter, moved $1500.00 be paid
to St. Cecelia's Church for the Village's portion in extending
sewer and water system to St. Cecelia's Church.

accept the public ir~0rovements at such time as the Village is
advised that the transactions outlined above have been accomplished.

Ranclhurst Randhurst Expansion
Expansion The Judiciary Committee recommended that the Board authorize
the administration to construe Randhurst parking B-3 for the
entire complex' in light of Section 20 of the Zoning Ordinance
rather than Section l? (B-l)o Further, the Committee recommended
the administration be directed through its Director of Building
and Zoning to issue an occupancy certificate for the newly
constructed Jewel- Osco f~ee standing building based upon its
providing one parking space for each 300 Sq. ft, of gross floor
area. In addition, the Judiciary Committee recormmanded the
administration revamp the existing Zor_ing Ordinance for shopping
centers, preparing a draft ordinance ~o be reviewed by the Plan
Conm~ission for recorrmendation to the Board.

Director of Buildi~g and Zornlng to issue occupancy certificate to
Randhurst when Jewel-Osco is completed, based on parking requirements
as set forth in B-3 zoning.

PUBLIC HEALTH AND SAFETY
Street li~htinS _ Fs1rview Gardens:
The Committee considered palcement of underground wiring and posts
other .than wood for street lighting in Fairview Gardens. It was Street lightir4T
the opinion of the Village Attorney not to spread an assessment. Fairview Gardens
Citizens in the area made a complete proposal, with exhibits and
~-~ in material supplied. Study was given to total underground wiring
being required in future developments in Mount Prospect. The
Conm~ttee made no recommendation, but had requested the adminis-
tration to detarntine the method used in Arlington~ Heights. As
a farreaching proposal, Trustee Reiter reported, the Committee
was considering the possibility of Mount Prospect undergoing area-
wide conversion to underground wiring supplying street lights in
the Village. The administration was requested to investigate this
matter with the power company and the Public Works Department. Afterr
further investigation by the Committee, another report will follow.
The subject will remain in Committee.
United Motor Coach:
Inasmuch as a mass' transportation study is currently under way among United Motor Coach
the communities in the Northwest Municipal Conference, Trustee Rsiter
requested this item be dropped from the Public Health an~ Safety
Con~ttee docket.
PUBLIC kOEES COMMITTEE
Pinner Electric Maintenance Agreement:

Furst, seconded by Trustee Reiter, moved the contract for preventative Pinner Electric
maintenance and operation work as stipulated in the contrast be ac- Maintenance

Electrical Code - Presentation of ordinance:

requiring two readings of an ordiuance for the purpose of addressing Electrical Code

The?? Director of Public Works recormrended purchase of three
Purchase transistorized mobile 2-way radios for the Public Works
of 3 ~obile Department from MoDorola Communications and Electronics, Inc.
2-way radios for a total installed price of $2,080.50, and reported there is
$2,300.00 in the current budget.

two-way transistorized mobile radios for the Public Works Department
from Motorola Communicitions and Electronics, Inc. for a total
installed price of $2,080.50.

U.S. Post Office resubdivision at Central & Elmhurst:
U.S. Post The Acting Village Mangager reported that the above property
Office will have to be subdivided. A tentative pIat of' subdivision
Resubdivision has been filed with the Plan Commission and received approval.
The U. S. Post Office is required to file with the Plan
CommisSion a final plat of subdivision. A~linen is necessary
showing dedications for the north half of: Central Road and
installation of .certain~ water-and sewer mains and other public
improvements. No f~nds are allocated by the U.~; Post Office
Department for~ linens of subdivision. The Acting Village
Manager requested authorization to hire Anton Adams to draft

property at Central sad Elmhurst.

Thunderbird Request was received from Thunderbird Lanes to extend the
Lanes bowling and billiards hours to 2:00 A.M. the mornthg of January

to extend the time on January 1, 1971 for bowling and billiards
to 2:00 A.M. , ·
