of the ldons Park School PTA, appeared before the Board and described
the hazards at this location. The r~atter was referred to the Safety
Commission for consideration in view of the actions the Board has in
the mill with regard to altering streets in the area.

appointed Mr. Lawrence Ostling, Chairman of the Board of Fire and Police Conrais-
Fire Dept. sioners, presented Harold Barra, Kenneth Koeppen, Stuart McKillop and
Ideutenauts Dennis Thill, who were appointed Lieutenants in the Fire Department
effective November l, 1970.
RANDHURST CORPORATION - RE PARKING PROBL~S'
RANDKVJRST Mr. Harold Carlson and other representatives from Randhflrst Corp.
Parking were present to discuss parking ~eq~i~ remen~ at the new Jewel/
Pro~e~s Osco store and also problems of future expansion and interpretation
of zoning.
Trustee Ahem, seconded by Trustee Kil~oy, moved to direct the
administration to issue permits between now and the next board
meeting adequate for Montgomery Ward and J.P. Stevens expansion,
with the B-3 parking requirements, and all other requirements%'df
the building and zoning ordinances rm~st be cor~plied with.

The administration did issue permits for construction to grade, with
pos£ing of bond for these stated expansions and with a set period of
time~ The period of time has expired and inlorovements have not been
completed, and in addition, additional improvements have been put in.
The Village Manager requested ratification of his action in entering
into that specific agreement and requested to have, with the request
for ratification of his action of the agreement, ratification of a
letter regarding atthirty-day extention of that agreement.
Trustee Ahem, seconded by Trustee Soderman, moved to ratify the ~-~
action of the Village Manager in the agreement for Randhurst to grade
improvements at Raudhurst, and confirmation of h~s letter of Oc2~b~
BOth to Randhurst setting forth a date certain under the bond agree-
ment, and that date being January 18, 1971, whereby if permits have
not been issued pursuant to Village ordinance, and the previous
motion by this Board will be excised and the bond will be executed,
and improvements under that agreement will be removed f~m the
property.

The foregoing matter was charged to the Judiciary Comrdttee for
consideration at their meeting November 12th. The Village Manager
was requested to have copies of the papers concerraing this matter
made available to all Board members.
Mr. Richard Hendricks, a resident of Fairview Gardens, commended
the Village officials and acbrdnistration for the respect, dignity
and efforts in honoring President Nixon during his visit to
Prospect High School on October 29th.
PRESIDEET' S REPORT
Committee-of-the-Whole meeting hold October 2?th in conjunction ~-~
with School District 57 was referred to the Public Works Committee
for consideration of snow plowing, garbage and water and recommen-
dations will be forthcoming form the administration and the shhool
district. The item charged is "Mutual assistance to governmental
bodies."

The Fiuance Committee met with Mr. Joseph Grittani and Mrs. Elizabeth
Senior Meyer who requested Village aid in acquiring a Senior Citizens center.
Citizens They requested that in preparation of the next budget the board provide
Center for building and operating money in the amount of approximately $50,000.
It is Uaderstood that the Senior Citizens will approach the Park DistriCt
to determine ift~he Park Board can budget an smoun~ to purchase
equipment, notwithstanding the fact the equipment would be utilized
at a site other than Park District property.
The Finande Committee ~avea statu~ report regarding the Barrington
Barrf_ngton Tru~king Co. con~r~act.. ~Mr. Kenneth Btauw and the administration
Trucking are studying this matter. ·

The Finance Committee, by a v~te of 3-0, recommended an amendment
Vehicle to the Vehicle license ordinance to delete the 25% discount if fees
license are paid within the 30 days of the due date, therby increasing
fee Village revenue by an approximate $26,000.
Trustee Soderman, seconded by Trustee Kilroy, moved to concur with
the Finance Committee recomnendation to eliminatetbhe 25% discount on
vehicle licenses.

Trustee Soderman presented for first reading an ordinance amending
Sec. l?.10B of the Mount Prospect Municipal Code regarding vehicle
license fees and requested the Clerk to place it on the next agenda for
final reading.
FIRE AND POLICE
Trustee Norris, seconded by Trustee Furst, moved for approval of
Ord. 2261 Ordinance 2261 which was presented for second reading:

Section Upon second reading of an ordinance amending Section 24.302 of
24.302 the Municipal Code the following amendments were made: "A. Applications
for such permits shall be made to the Village Clerk at least 14 days
prior to the date issuance is desired on forms which shall contain
the following information:" "A.~. A statement as to whether the
organization h~ been granted in the past such a permit from the
Village of Mount Prospect; if none, then a statement as to permits
granted by other municipalities in Illinois within the preceeding
two year period; if no per~ts have been granted in Illinois-in the
two year period preceeding the application then a statement as to
per,tits ~anted by any state, other municipality, governing body or
licensing authority." "A.4.b. A statement of the date, place, and
by whom issued: " "A. 5. A statement as to whether~ the aplicant or
the organization, seeking such a permit has ever been convicted of a
violation of any ordinance or law--and, if so, the nature of the
offense and the punishment or penalty assessed therefore," "B. Upon
receipt of a fully completed application ~orm, the Village Clerk
shall send same to the Village Manager, who shall within 7 days after the
date said application is received approve or disapprove the application.
The Village ~er may refuse to issue such permit or may revoke
an existing permit, if he finds: "Delete "B.5." paragraph and change ~-~
,B. 6 to "B.5." "C.1. "appeal with the Village Clerk within "7"
d~ys instead of 14 days."
After insertion of the above amendments to the Tag Day ordinance,
Trustee Norris, seconded by Trustee ~, moved for passage of

Au ordinance amending Article X of Chapter II of the Mount Prospect
Municipal Code was presented for second reading. This ordinance Carnival
added further restrictions for carnivals and certain aplications Ordinance
procedures. It was to be noted in the minutes that action of the
Bos_rd in adopting any particular language for the ordinance deals
not with gambling.
Trustee Ahem, seconded by Trustee Sodermzn, moved for passage of
Ordinance #2263:

PUBLIC WORKS CO~T~'~:~:
The Public Works Committee reviewed the Pinner Electric Maintenance Pinner
agreement submitted to the Village July 10, 1969. The Cormmittee, Electric
by a vote of 2-0, re¢or~ended the President be authorized to sign Ma¢L~ensz~ce
and the Clerk to attest the contract, prodded the price still holds, at, cement
The Acting Village M~nager contacted Pir~ae~ Electric and was advised
the the maintenance of $90.00 per month per intersection for routine
work ~or~ would remain the same. However, because of increased rates
for labor, payment for extra work has increased. This matter was
held over to the next regular meeting in order that the ~illage
~z~ager ~ay obtain the exac~ number of intersections to be involved.
The Cormmittee requested the Village Attorney to submit a brief memo
of law regardirg the legislature's regulating construction of water-
mains outside the corporate lib&ts. This memo was submitted.
OTHER BUSINESS easement s
An ordinance was presented declar~g the necessity of the use of certain needed
real estate within the corporate li~ts of the Village of Mount
Prospect. One easement is necessary from School District 57 as pez~anent
easement, and the other is a temporary easement not to exten~ beyond
the completion date of Stage IV of the i~Eoro~ing and wider~ing of the
Weller Creek Dz~ainage Ditch, in cooperation with the State. Trustee
Sodermau, seconded by Trustee Reiter, moved to waive the rules
requiring two readings of an orc~a~ce. Unanimous.
