The Village Manager gave an oral report on the request of the petitions

Prospect ~.~gh President Teichert proclaimed Wednesday, June l?, 1970 Prospect

O' HARE EXPANSION
President Teich~rt reported various municipalities in the United
States are invoIved in filing multiple law suits to abate air and
suits to abate noise pollution. A suit is now on file for the conmmmities adja-
air and noise cent to O'Hare and have good chances of success because the corn-
pollution plaint is not leveled against the existing nuisance~ but the nui-
sance is being aggrevated beyond the tolerance level. Des Plaines
indicated their interests run parallel with those of Park Ridge,
Bensenville, Schiller Park and stated they would also institute
a suit. However, they would reconsider if collective strength
were more advantagous for a court decision. Mount Prospect was
requested to act upon its Resolution 6-7Q declaring a nuisance
and enjoin in a suit. Park Ridge has posted $50,000. Des Plaines'
original proposal is fora contribution of 25% per capita charge
over a two-year period. This would mean an approximate charge to
Mount Prospect of $8,000. Referred to Public Health and Safety '~,
Committee for~ recc~vendation after their next meeting.
VILLAGE MANAGER REPORT
The Village Manager requested authorization tO renew the Village's

The Village Manager requested authorization to repair the Village

Two bids were received for the performance of the 1970 M~ General
Maintenance street work, one from Arrow Road Construction Corspany
of Mount Prospect in the amount of $9,910.25 and the other from
Monarch Asphalt Company of Skokie for $15,348.75. The Public
Works Director, Village E~gineer and Village Manager recommend the
contract be awarded to the low bidder. Trustee Reiter, seconded
by Trustee Norris, moved the contract be awarded to Arrow Road Con-
struction Contoany in the amount of $9,910.25 for 1970 MST General
Maintenance street work.

machine, two leaf box connectors and an additional agitator from
the R. H. Lyons Co. for the low bid price of $6,737.00. Trustee recuest authoriz

Trustee Furst, by way of explanation, stated that while he had
voted against the original variation ordinance (#2225) it was on
the premise that a plan had not been submitted showing revised
parking areas. Since then he had been informed that a new park-
ing plan had in fact been presented.

Trustee Norris reported on the centralized dispatching system. A
centralized s~mnary was given of the observations made at the Muskegon, Mich.
dispatching cmntral dispatching system. Some of the points of discussion were
system the benefits of central dispatching; how it would work; what it
would mean in the way of increased efficiency to each department
that participated; and what the long range benefits might be, Also
discussed was the' likelihood of locating the central dispatching
system in Elk Grove Village, and the availability of radio equip-
ment on a grant basis to each cmmrzmity that participated (Arling-
ton Heights, Elk Grove Village and Mount Prospect). Mr. Epsteen
of the Illinois Iustitute of Technology Research Institute indi-
cated that approximately 60 days would be required for receiving
approval of request for funds. This was given as a status report,
and would remain in Con~mittee for further review. The Fire and
Police Committee will meet at 7:15 P.M. prior to the July 7th
Board meeting with the Board as a Coramittee of the Whole for dis-
cussion of centralized dispatching.

representation of the Village at the hearing to enter an appear-
ance in order to obtain 20 days to put forward an objection.
The Village Manager reported there is a possibility of a grant
from Illinois Law Enforcement Commission of 3% or $10,000 of the
amount of the Police Department budget for 3/4 of the cost of new
items the Village might like to purchase, if aviilable before the
end of the month. This would aid in the acquiring of portable grant from Ill.
radio units, two additional squad cars and other items. Trustee Law EnforCement
Norris, seconded by Trustee Reiter, moved to authorize the Village Commission
Manager to pursue the subject of ftmding through a grant from
Illinois Law Enforcement Commission regarding purchase of equip-
ment, and to make suhh preliminary arrangements as are proper.
