President Teichert called the meeting to order at 8:10 P.M.

LOUIS LERNER COM~UNICATIONS, INC.
Mr. Lerner appeared before the Board to request a cable TV franchise cable TV
in the Village of Mount Prospect. This is a community antenna TV franchise
system. Mr. Lerner explained that this proposed cable would bring to
each individua~ home a television pict~u~e of greater clarity and of
studio quality, it would eliminate roof-top antennae and would benefit
the Village because of disse~huation of local news, advice on emergencies
within the conm~nity, notification of school closings. It is estimated
the average cost to the homeowner wo~ld be $5.00 per month with an in-
itial fee of $15.-$20. Tor installation of service. Theamount the
Village would derive in~'-taxes would be approximately 2-5%. The tower
would not have to be installed within the Village, and cables from the
station would be located on poles presently in existence or underground
with connections through ,easements of telephone company or Comonwealth
Edison. Mr, Lerner stated this is a differen~ concept of cormmunication
to the conm~nity and if a franchise were granted, would take from l0 to
1~ months to install.

CARNIVALS
Members of the Lions Club of Mount Prospect were invited to this meeting carnivals
for the purpose of discussing plans for their Fouth of July carnival and
a conflict with the MuniciPal Code and State statutes regarding gaming
tables and ga~bling. The Village Attorney advised he has directed a letter
to the Attorney General requestiug an opinion based on the situation before
the Village and in view of the State of ~llinois statutes. Discussion
followed regarding what was permitted at the State fair and various county
fairs. Mr. Frank McDermott, franchise operator of the Mount Prospect
Lions Club table games, submitted year by year files showing dollar-wise
the amounts given as prizes. He stated about 38% of the money taken in
by the Lions during the carnival car~ from his franchise. Several men
present spoke about the benevolent causes sponsored by the Lions Club
which were made possible by the funds derived from this annual affair.
Mr, Bob Bailey, Mr. Gerald Shutt, and others requested an opportunity
to discuss that matter in Conm~ittee and it was referred to the Judiciary
Committee to work with the Lions ~ub, to retu~ with a recon~endation
of the type of ~mendments to be made to the Village ordinances which
would not be in conflict with State statutes. A meeting was set for
Thursday, June llth at 8:00 P.M, The Village Attorney was requested
to attend the meeting and to also ascertaiu the restrictions imposed in
other surrounding communities.

This petition before the Board on au appeal from the decision of

Board of Appeals for denial, is to ~ant a variation for an above-ground
raised deck redwood Futura pool with a safety-flare fence. Mrs. Boggs
pleaded that her request is based upon the necessity of a pool for the
use of her young daughter on the advice of their physician. Plans of
the property, as well as literature regarding the pool itself, and var-
ious ordinances in other villages pertaining to pools were submitted by
Mrs. Boggs.

Trustee Ahem, seconded by Trustee Reiter, moved the Board authorize the
Village Ma~_ger to direct the Building and Zoning Commissioner to grant
a permit for the installation and erection of an above-ground swimming
pool with a safety-flare fence to Donald Boggs, l?18 Robbie Lane, which
would meet ail specifications ahd in '~ccordance with the Building Code
requirements.
Trustee Furst voiced his approval but stated that normally acceptance
should go down through committee, however, because of+~resent ordin-
ance as it stands upon the books, it is partly the fault of the Board, --~
and there is also an emotional factor involved.

Case 70-5 A Members of the Board had an opportunity to review another Board of Appeals
file which involved FAR. After review, it appeared not to be a ccmparable
si~ti0n. Trustee Kiiroy, seconded by Trustee Ahem, moved to concur with
the Board of Appeals to deny the petition in case No. 70-5A. - Jar~s T.
Johnson's request for variation for an addition to an existing home to
extend the rear yard setback to 15.43' instead of the required 25'.

Motion carried.
Trustee Reiter, seconded by Trustee Ahem, moved to waive the rules for
the purpose of hearing a request regarding the Bartmann plat of subdivision.

Motion carried.
Bartm~nn asks The Village Manager stated Mr. Ba~tn~nn had requested that he not be
ao perf. bond required to post a performance bond because it is not his intention
to develop the property at this time, but he be permitted to have the
executed plat recordedj. No action was taken.
-President Teichert presented a list of his various Con, mission appoint-
ments and requested recommendations from the Board for filling of vacancies,
~onald Demski The Village Manager announced the appointment of Donald Demski as a
~pptd. BofLI member of the Board of Local Improvements.

The Village Manager was requested to locate these properties on a map
