CITIZENS TO BE HEARD
Joseph Grittani appeared before the Board on behalf of the Senior Senior Citiz~
Citizens of Mount Prospect and outlined their needs for a center solely heard
for their use, and he presented a figure of approximately $53,000.
which he requested be considered by the Board before the finalization
of the budget for the new fiscal year. He requested to, resent definite
specifics and the matter was charged to the Finance Coniuittee for
review at budget time.
Mr. Robert Bennett of the Youth Commission presented a final
Youth Cor~ refundfeport of the results of the holiday dance ~ and submitted a check in
mc~ey borrowed the amount of $4500. representing a refund of the money extended to the
Youth Cormmission by the Village. The statement of expeditures and monies
collected showed a balance of $545.54 in the account.
EXECbTIVE SESSION
The Board met in Executive Session at 8:45 P. M, and reconvened a~
9:34 P M. The Executive Session was called ~Tor ~he purpose of
litigation.

MANAGER'S REPORT
Bell Ringer The Village Manager requested authorization to permit the Mental
day for MHA Health Association of Greater Chicago to conduct a "Bell Ringer"
carspaigu in Mount Prospect on May 2 and 3, 1970. Trustee Ahem, seconded
by Trustee Furst, moved to permit the Mental Health Association of
.Greater Chicago to cmuduct a "Bell Ringer" campai~ in Mount Pros-
pect on May 2 and 3. 1970.
Under discussion~ it was suggested that tag 'days should be curtailed,
to discuss tag and the matter was charged to the Fire and Police Committee for re-
days-curtailing view.

The Village Manager requested authorization to include in the bid
proposals for purchase of p&lice cars, an administrative car for
bid for police & his use. It was the opinion of the Police Chief and Manager that
manager's cars a selective price c~utd be obtained by buying by this method.

police car purchase package by one car (as outlined above).

Fairview GardnesThe Village M~nager ~equested authorization to obtain quotations
sewerage lift and proceed with necessary work to insure operation of Fairview
station Gardens sewage lift station. The proposed work called for replacing
the two meters and two 450 gallon per minute pumps, increasing the
discharge capacity for the pur~s, and enlarging the existing wet
well to increase its storage capacity.
Trustee Ahem, seconded by Trustee Kilroy~ moved the Manager be author-
ized to obt~ain quotations for the wet well and also purchase the
specified pumps.

The Library had requested au advance of $42,500 because in their re-
modeling they had overspent funds and wuld need money to carry through
February, March and April, The F~'zJnance Committee. v~ted 2-0 to turn
down the request for an advance of funds. The Village Attorney
questioned with or not the Village could make a loan. This matter
is to be placed on the agenda of the Special Meeting called for
Tuesda~ January 27~.1970.

An ordinance amending Section 9,119 of the Municipal Code ~egardlng
deposits on sidewalks was presented for first reading and the Clerk
was requested to place it on the agenda Of the nex~ regular mee~ing
for final reading,
The Committee reviewed a brief recodlfication of Art. III of Chap~.
recodi£ication 25 of the Municipal Code. This conderns disorderly conduct~ the
Art III Chapt 25 CS_~Tylng Of firearms or similar facsimile weapons and the elimination
Municipal Code o£ a superfluous penalty section. By-a vote of 3-0~ the Committee re-
commends to the Presidnet and Board of Trustees the adoption of chnages
to Article III. Trustee Reiter~ seconded by Trustee Ahem, moved to
concur with the Cor~ttee's recor~nendation.

A letter from the Mount Prospect Chamber of Commerce was sub~tted
which requested a provision in the above ordinance to allow
slde~alk sales through special permit, the ~rchants of the Village to conduct
Dollar Days selling of merchandise o£ specially designated promotional days,
i.e. Dollar Days~ Sidewalk Days. The Clerk was requested to make
a copy of the letter frr each Trustee prior to second reading of the
above ordinance.
Traffic Code amendments ~o Schedules II~ III, IV,
Traffic Code amenQ~IV were reviewed to update the code. The Committee, by a vote of
Sch II III IV V 3-0, recommended approval of the amendments. Trustee Reiter, seconded
VI IX XI by Trustee Anern, moved for approval of the above amendments.
(Under discussion, an error in Schedule III. (One-way streets) was
corrected by deleting Iouis Street).

Township and Mount Prospect (Wheeling Township) were submitted foragreem~ats
Board approval. The Fire and Police Ccm~mittee recommended
execution~of the documents and has requested the Village Attorney
to draft the appropriate resoldtion authorizing same. Trustee

VILLAGE SCHOLARSHIP FOR NIGHER EDUCATION
By way of status report, the Committee requested the Village Is Village Schola
Attorney to check the statuses in order to de~ermine whether ship possible
the Presidnet and Board of Trustees might properly make a grant
of money available to some deserving high school senior for
his use in college.
~WENDMENT TO SEC. 5.703 OF THE ~JNICIPAL COEE' Amend Sec 5.703
Article VIIi Section 5.703 refers to duties of the B~ard of Municipal Code
Fire and Police Commissioners~ prohibiting appointments until
a resolution increasing n~mber of personnel and resolution
making availabel ~unds for salaries are passed. The Con~ittee
~ecormuended adoption of such an amendment. Trustee Reiter,
secnded by Trustee Ahem, moved to concur with the Fire and Police
Committee.

An ordinance amending Section 5,703 of the Municipal Code was
presented and the Clerk was requested to place it on the a~nda
of the next regular meeting for final reading.

Attorney Haas~ representing Mr. Douglas~ requesting use variation69-65A
of proper~y at 222 S. Emerson returned to the Board Room after
consulting with his client. At his request, the CHairman referred
Case 69-65A back to the Board of Appeals to be republished and
for insertion of new testimony. It is understood that this
matter will be referred directly back to the Board for final
consideration.

Trustee Ahem presented an ordinance annexing property located
south of Golf Road and west of Ldnneman Road, known as Windsor
Estates and requested the Clerk to place it on the agenda of the
next regular meeting for final reading.

Rezoning Y~plan with the Plan Com~ssion and Judiciary Committee to rezone Kaplau

Trustee Ahem presented au ordinance amending Sections 17, 26, and
31 of the Zoning Ordinance of the Village of Mount Prospect (Case
case 69-28P 69-28p~ changes in B-1 District and general hei ~hts regulations
and general definitions, The Judiciary Committee recommended con-
currence with the Plan Co~Eisston to approve the proposed amend-

The Clerk was requested to palce the amending Zoning Ordinance (Case
69-28P) (Secs. 17, 26 and 31) on the~agenda of the next regualr meet-
ing for final passage.
The Judiciary Conm~ittee reviewed Chapter 2, Art. 2 - Rules of Order~
Village Board meetings - and a draft copy of amendments was submitted
for the President and Board to consider. Members were requested to
attend the next meeting of the Juciciary Conm~ttee for further
discussion of this matter.
