PROCLAMATION Trustee Ahem, seconded by Trustee F~ilroy, moved to waive the rules to include a proclamation which is not an item on the agenda. President Teichert read a proclamation naming Saturday, January 10, procalim 1970, as Teen Tag Day, and urging all citizens to cooperat&o with Teen Tag Day teens of Prospect High School by contributing generously to the March of Dimes. FAIRVIEW GARDENS Mr. Richard Hendricks and Mr. John Fr~kot, residents of the Fair- view Gardens Subdivision and representatives of hc~eowners in the Fairview Gardens area, appeared before the Board to request Village assistance by directing the Village Attorney to be present in Circuit Count the second week in January re Metropo .1.iran Sanitary District vs. Bluett Home Builders. Considerable discussion followed. Trustee Reiter, seconded by Trustee Norris, moved the Board authorize the Villa~ Attorney, John Zin~ermarnu, to appear in the case now pending (Met- ropolitan Sanitary District vs. Bluett Home Builders) in Circuit Court to represent the Village in that case. (This matter involves the seveZ~!ng of illegal cor, nectione~ ) Trustee Reiter, seconded by Trustee Norris, moved to table the motion and to meetJ in Executive Session for discussion with the Village Attorney and then rsturn to vote upon the previous motion. January 6, 1970 The meeting recessed at 9:05 P, M. as the Board went into Executive 'Fairview Gardens Session, and reconvened at 9:45 ?. M. Trustee Ahem, seconded by Trustee Furst, moved the Village Attorney be perndtted to attend the case in the Circuit Court (Metropolitan Sanitary District vs. Bluett Home Builders) for the purpose of representing the Village. Upon roll call: Ayes: Ahem Purst Kilroy Norris Reiter Soderman Motion carried. VTT.TJ~G~ MANAGER!S REPORT V. Mgr's Report Consideration of authorizing Mr. C. Richard Stade, 417 S. Wille St., Meant Prospect, to refurbish the Manager's office and Sec- retary's office for the quoted am~t of $2,661.00 was deferred from the December 16, 1969 Village Board meeting. The work to be performed includes panelLug, painting, staining and varnishing woodwork, replacing deteriorated ceiling tile, extending electrical outlets, and installing conm~rcial carpeting. Trustee Ahem, seconded by Trustee Refter, ~v~ the Village Manager be authorized to expend up to $4,000 to renovate the up- stairs and downstairs of the Vi].l,age Hall and permit the Village M~qger to use his own discreticn in the decor. YOUTH ~SSION Youth Conm~ission Trustee Reiter, seoonded by Trustee Ahem, moved to waive the rules to permit Mr. Robert Benett of the Youth Commission to appear before the Board. Unanimous~ Mr. Benett s~ted at the monthly meeting of the Youth Commission. held on January 5, 1970 consideratio~ was gtv~ to the use of films on drug abuse to be shown before civic groups and school children, starting with the fifth grade~ and. geared for high school children. The 16 minute ~tlm, selected for the younger group, would cost approximately $170~00, and the 33 minute film to be shown to a more ~t~u--e auc~ience, would cost approximately $350.00. T~ustee Relter, seconded by Trustee Furst, moved the administration be authorized to purchase the films not to exceed $550.00. The Convaittee considered the request of KaDl~n and Braun regardinE a recapture ordinance whereby f~ developers tapping on to the January 6, 1970 the improvement would be required to contribute toward the cost of the improvememt. Mr. and Mrs. ~h~ank Dapper, who own propertyrecaptive ordinance ~dJacemt t~ and betwee~ Kaplan and Brain's Second and Third Kaplan & Braun Additions, opposed the proposed ordinance on the ~ounds that ~ and 3rd this would be an assessment on their property only, The Committee denied reconm~nded denial of the request and Trustee Norris, seconded by Trustee Sode~man, movedthe Village Board concur with the Com- mittee and deny the request for a recapture ordinance. Gas regulating the annexation of property located on Maps 18N, 19N, 20N and 21N of the Zoning Ordinance of the Village of Motmt Prospect - Northern Illinois Gas property - was presented. After suggested amendmerfcs to the agreememt~-~were considered, the Clerk was directed to palce this matter,on the agenda of the next regular meeting, in order to give representatives of Northern Illinois Gas Company an opportunity to reView the changes. Trustee Sodermmn, seconded by Trustee Norris, moved to postpone the resolution to the January 20, 1970 meeting. Unanimous. M~. Richard N. Hendricks, President of the Fairview Gardnes Civic John Geiger Association, requested an opportunity to be heard. He read a letter concerning letter from John Geiger, age lB, of 611 Ironwood Dr. who was con- Northern Ill Gas sidered about the proposed use of the Northern Illinois Gas Co. p~operty property at Foandry m~d Wolf Road and the preservation of the Wild life. Mr. Hendricks visited th~ Geiger family and explained the property was considered in the Comprehensive Plan £or indus- trial and office building development.
