CALL TO ORDER
Mayor Teichert called the meeting to order at 8:15 P. M.

CONSIDERATIO~ OF A FLOOD CONTROL PROGRAM
Mayor Teichert called this special meeting on Friday,
September 22, 1972 pursuant to Chapter 2. Section 2.1Q~odd Control
of the Municipal Code of Mount Prospect specifically to Program
consider a flood cGntrol program. Mr. George T. March
and other members of the Drainage and Clean Streams Com-
mission were present. It was their oDinio~ that the first
choice for alleviating the problem would be the MSD metro-
politan deep ~unnel program. St.udies have been made and
various improvements have been accomplished in Weller Creek,
Fehanville Ditch, MCDonald Creek, the Willow/Higgins Creek.
The West Park retention basin and Special Assessment #70
were discussed. Mr. March stressed the imoortance of down-
scout disconnection from the sewers.
It is estimated that the cost of a survey on flood damage ..... ~
would be $2,000, and the Drainage and Clean Streams Commis~ v~
sion could computerize the result. Further, it was suggest~°°~
that cooperation with sister communities to control floodingmamages
could bring about a solution to the problem.
A third phase would require the allocation of $20,000 for
consulting engineer services on a per diem basis, and fin-
ally, a proposal was submitted for a building moratorium
for three months.
Mrs. Iva Jean Cook, a resident of Colonial Heights, reported report
that even with the construction of the West Park retention ~f floc
basin her home was flooded on three different occasions, ing
Mr. Salzman of Hollywood Builders, inquired about how such
a moratorium would affect those developers alreaey in the
process of building.
Mr. Robert Schmid, 2010 W. Lincoln stated he did not feel
that Special Assessment ~70 was adequate.
Mr. Roy Gottlieb of Kenroy, Inc. discussed the moratorium as
it related to Huntington Commons.
Others were:Mrs. Ann Southworth, 703 Nawata, Mr. Gestner,
residing in the Lions Park area, Mr. Eric Piati, a resident
in the Golfhurst area, Mr~ Arnold Simonsen, owner of a nursery
on Wolf Road, Mr. Ken Newoort, 707 NaWaTa.
Trustee Link brought-into consideration the rezoning of
property during the moratorium. Trustee Ahern questioned the
overall cost. Trustee Richardson inquired about the scoo of
the moratorium. Trustee Scholten discussed whether room ad-
ditions, garages and fences should be included.
After consideration of these tooics, Trustee Furst, seconded
by Trustee Scholten, moved to authorize the expenditure up

Trustee Furst, seconded by Trustee Richardson, moved to
authorize the expenditure of up to $20,000 for consulting
engineering services to coordinate ahd analyze a survey
and other basic date in the Village and make recommenda-
tions concerning retention basins and other improvements
relatin§ thereto in Mount Prospect.

Motion carried.
Trustee Furst, 'seconded by Trustee Scholten, moved the
motion not ~o Village Board instruct the administration, specifically
issue any more the Director Of Building and Zoning, not to issue any
building permitsbuilding permits for the next 90 days unless further in-
for 90 days structed by the Board, except those instances where de-
velopments have been approved prior to this date, and
in those instances where the building permit is for in-
ternal alteration of existing structures, providing that
any petitioner alleging hardship car apply to the Board
of Trustees at the next regular meeting upon denial by
the Director of Building and Zoning.
Trustee Scholten, seconded by Trustee Furst, moved to
amend the above motion to include as'an exception
improvements in the nature of an accessory use on al-
ready existing single-family residential properties.

A RESOLUTION OPPOSING PROPOSED SPECIAL USE FOR COOK COUNTY
DOCKET #2077
The above petition is a request to grant a special use for
property located on the east side of Elmhurst Road aoDrox-
imately 1333 feet north of Touhy Avenue, known as the Oasis
Drive-In Theatre, to utilize the land for a trailer court.
